Approval of Minutes, Regular Meeting, November 26, 2001.

Public Comment/Guests
aaa Lancaster Newspaper reporter John Drascoll explained to the board that he is a reporter for the Intel (morning paper) and that the editorial staff for the Intel is separate from the editorial staffs of the New Era and Sunday News (all three papers are owned by Lancaster Newspapers). He wanted to let the board know since the New Era abbreviated his report of last week’s meeting in a way he considered inappropriate, particularly regarding the truck parking on Church Street. He stated that he has also voiced his concern to Lancaster Newspapers but has no direct control of how his stories are reported in the other newspapers. The Supervisors thanked him for the explanation.
John Ragone of PPL stated that they are in the process of moving poles to prepare for the generating stations.
Subdivision/Land Development

Esther Z. Zimmerman Tract – The applicant is requesting an additional 90 days to record the final plan because the planning module has yet to be reviewed by DEP. Approved.

Old Business
Resolution No. 2001-27, amending the Township police policy and procedural manual regarding when and how police officers take breaks. Tabled until Chief Brandt can present.
New Business
Letter from Jeffrey L. Griel thanking the Supervisors for nominating him as a representative to the Lancaster Area Library Board, and requesting that the Supervisors appoint him for a new term. Approved.
Correspondence

Letter from Josele to the Board regarding her concerns with the proposed Cocalico Creek Watershed Plan. Josele is recommending local townships be able to modify the plan to suit their needs. Chairman Briggs questioned how it’s possible to reduce water flow on a piece of property by 50% as the plan stipulates. Mr. Stover expressed concern that the plan would allow landowners in existing developments to fill in retention areas regardless of township requirements.
Memo from Barry regarding the Robert Weatherholtz Enforcement Notice.
Memo from Russ MacNair to the West Earl Sewer Authority summarizing a meeting which was held on November 19th with DEP and PENNVEST representatives. DEP wants township to resubmit plan and address the sewer plans for Talmage, Sandy Beach Heights and Conestoga View.
Letter from PENNDOT announcing a Route 23 traffic survey which is scheduled for early to mid-December.
Minutes from the November 19th Park & Recreation Board meeting. Board members commented and voiced support for the Park Boards plans to make "Mudd-mitts" available at the parks for pet owners to pick up animal waste.

Manager’s Report:
aaa * Pat received a call from resident in favor of no parking on Church Street. * He stated that the board needs to nominate an auditor. The board gave Pat authorization to ask John Ford (he is also on the Planning Commission).
*Rendina needs to complete the paperwork on the new township building.
* For this year, the General Fund hit it’s revenue mark and may end up with about a $18,000 surplus.
*Additional General Fund Budget changes for next year: $450 for copier, $3,000 for manager’s salary increase (approved at last meeting).
* Highway Fund Changes – Added Wissler Road and Zooks Mill Road improvements. Also looking into a laser leveler.
* 2002 Budget will have a $85,148 deficit to be made up out of $260,000 in the reserve.
Mr. Stover commented that a resident (who I believe works for the county) voiced concern that the township does not have much in the works for agriculture preservation. She and Mr. Stover suggested starting meetings with farmers.
A member of the board mentioned that a Martin Limetone truck has also been parking for extensive periods of time on the shoulders of a public road.
