  4. Chief Brandt provided more information on installing a Call Box on the exterior of the township building. It would cost about $800 to install and $32.80/month. It would be linked with the local police line and if no police were at the township building would then forward to the county 911. The board decided against the proposal and would like Chief Brandt to investigate other alternatives.

    Chief Brandt also stated that the Halloween Parade will be held on October 25th.

    1. Resolution No. 2001-20 establishing the 2002 MMO for the non-uniform pension plan. This is the first year the state will fall short for funding, and the township will have to make up the $9000 difference. Approved.
    2. Resolution No. 2001-21 establishing the 2002 MMO for the police pension plan. This plan is still overfunded. Approved.
    3. Letter from Dennis Martin of Denmar Properties requesting that the township waive the letter of credit requirement for the Martin Water & Appliance project. Approved.
    4. Proposal from CS Electronic Systems Inc. in the amount of $3,377.88 to install a sound system for the large meeting room. Tabled. The board agreed to the concept of a recording system, but instead of a sound system stated that they are still in discussions with Rendina to fix the noisy HVAC unit in the meeting room.
    5. Invoice from Recon Construction Services for the township’s portion of road reconstruction activities on Linden Grove & Wissler roads. $3554.15 approved.
    6. Invoice from Ace Fence & Guide Rail, Inc. in the amount of $2,800.00 for installation of the fence at the municipal building. Approved.
    7. Invoice from the Phillips Group in the amount of $118.12 for desk drawers. Approved.
    8. Invoice from Rettew Associates, Inc. In the amount of $262.41 for work associated with the Schaum’s Corner Intersection improvements. Approved.
    9. Invoice from Engel Architects in the amount of $315.24. Motion approved NOT to pay.

  8. Correspondence
    1. Copy of a manure handling agreement between Mast Farm Service and Paul B. Leid of 1451 Diamond Station Rd. Chairman Briggs commented that he still has not seen the required Nutrient Management Manifest to state where the manure would be going. He also said that the County Soil Conservation Officer says that the county has the right to request the Manifest and the county can then let the township know that it has been satisfied, but the officer also said that the township does not have the right to see the manifest itself. Chairman Briggs stated that that is in contradiction with the township regulations.
    2. Letter from Josele regarding the PPL application to the Zoning Hearing Board. PPL is offering to make a $60,000 contribution to the Agricultural Preserve to be spent as the township sees fit.

  9. Manager’s Report
  10. The board approved asking Mr. Ressler if he would like to fill the newly vacated position on the Parks Board.
    Pat again discussed the Lightning Protection System suggested by the insurance company. It would cost $9400 and would not cover the electrical system. The board requested that Pat talk to the insurance agent again to find out some specifics of the insurance requirements.
    The board approved an agreement for a new Photocopy system at $206.60/month with Conestoga Copiers.
    The Open House for the new township building will be Friday October 19th from 4-8 pm. Refreshments will be served.
    Per John Ford’s request, Josele reviewed the requirements for Adult Establishments. She stated that the current distance requirements in the township code are the maximum the state allows.
    Pat discussed the budget. He stated that right now we have a surplus but that if the board decided to spend $100,000 on matching funds for the Schaum’s Corner traffic improvements, $150,000 for matching funds for the proposed Parks plan, and $37,000 to cover the current debt service, that there will be a deficit. He also mentioned that Senator Wenger will be petitioning at a state public hearing on September 28 to have the Schaum’s Corner Traffic Improvements added to PennDot’s 12 year plan. Chairman Briggs commented that very little of the traffic is West Earl traffic so it’s not right that the township should have to pay the biggest share of the improvements. Mr. Stover mentioned that if the township is on record in favor of contributing to the improvement it may help Senator Wenger’s petition to PennDot.
    In a split decision the board approved a motion NOT to contribute to matching funds for the Schaum’s Corner Traffic improvements for this next year.
    There was a complaint on the depth of the storm drains on Snyder Road. The Roadmaster will look at.
    The last meeting of the Comprehensive plan will be this Wednesday at 4pm.
