1. Call to Order
2. Approval of Minutes, August 27, 2001, Regular Meeting
John Ford commented on Manheim Township’s problems with the proposed adult bookstore and requested the township increase the required distances to schools, etc.. The board will ask Josele, the Solicitor, to look into.
Jim Bonjourno, Chapel Lane, questioned the township’s position on the PPL generating stations. He was concerned about the environmental impact and asked if the township had hired any environmental specialists. The board said that it relies on DEP for environmental information. Chairman Briggs said he is in favor of the plant as a necessity to provide the electricity for modern conveniences. Richard Horst commented that if this had been proposed before deregulation of electric utilities, the township would not have had any say in whether or not it was installed. Richard Stover voiced continuing concerns he has about noise levels, particularly in relation to the recently approved Millway Acres development (overall the board seems to accept that the generating stations will be installed).
4. Subdivision/Land Development
a. Rose Hill Construction - Rose Hill Construction is requesting waiver of the plan processing procedures and storm water management requirements. These waivers were granted by the Planning Commission. Both waivers approved.

6. New Business
a. Application for exemption from the requirement to use trash services from Jerry Hillard, 132 Stone Quarry Road. Approved.
b. Application for Payment No. 6 from LM & S Electrical Contractor, Inc. in the amount of $5,379.00. Approved.
c. Invoice from the Conestoga Valley School District in the amount of $3,039.00 for half the cost of the installation of the flashing light in Brownstown. Approved.
d. Invoice from the Phillips Group in the amount of $267.00 for miscellaneous furniture items. Approved.
e. Invoice from Quill in the amount of $73.50 for a cigarette receptacle. Approved.
f Invoice from Quality Fencing & Supply, Inc. for fencing supplies. Approved.
g. Invoice from New Holland Concrete in the amount of $281.92 for two locksets. Approved.
7. Correspondence
a. Invitation from Lancaster County Solid Waste Management Authority for an Open House on the Frey Farm Landfill to be held Friday, September 28th from 11:00 a.m. to 2:00 p.m.
b. Correspondence from the Lancaster County Conservation District regarding the earthmoving activities along Zooks Mill Road.
8. Manager’s Report
Motion presented and approved to paint the interior of the garage at the Township building.
A $3500 bid was received for the township truck with the blown engine. Motion approved to accept the bid.
Motion presented and approved to pay Payment #11, $14,400, to Rendina.
Darlene Boggs submitted a letter of resignation as Chairman of the Parks board. Motion approved.
Motion presented and approved to pull out the old playground equipment at the township building due to safety reasons.
Pat is developing a Capital budget due to pending Capital investments like Schaum’s Corner Traffic improvements and office equipment upgrades. He commented that right now we are in a surplus but with these possible future expenditures that surplus may quickly be depleted. Chairman Briggs reiterated that the township should not have to pay towards the improvements since all the roads in question are state roads.

Police Chief Brandt requested an executive session to choose a new police officer. The board decided to offer the position to Dale Ebersole. That will increase the full-time officers from 4 to 5. There are 2 part time officers.
Sylvan Fisher said he will need to close Forest Hill Road at Center Square Road for road work. The board approved as long as the work is completed as soon as possible.

The board received a bill from the developer installing the sidewalk/curbing on Chapel Lane for the change from slant curbing to straight curbing that the township had requested once it realized the mistake. The bill was more than expected.
