On page IV 58 of the 1988 AICUZ is a map entitled:

MCALF BOGUE AIRFIELD SAFETY CLEARNACES
         Note that the map clearly indicates:
               a. 
Clear Zones

         
BUT THE MAP FAILS TO INDICATE:

               b. 
Accident Potential Zone I (APZ-I)
               c. 
Accident Potential Zone II (APZ-II)

        
Note the name of the map

                                  
"....SAFETY CLEARANCES"

The USMC wants to argue that the 1988 AICUZ is only a guideline and does not contain safety orders.  The AICUZ indicates "SAFETY CLEARANCES for "aircraft accident impact" areas or APZ's or crash zones.  What ever they are called it is ludicrous to assert that it is not violating safety guidelines to fly over densely and highly concentrated population areas.
