| AICUZ PROGRAM PROCEDURES AND GUIDELINES FOR DEPARTMENT OF THE NAVY AIR INSTALLATIONS Sept 1988 AICUZ is the Air Installation Compatible Use Zone. It is the basis for the JLUS program. Without an AICUZ the Scope of Work does not know the limitations needed by the military. The Department of the Navy (DoN) designates Zones around Military installations to ensure development compatible with the Military. The first emphasis is always on PUBLIC SAFETY. "The Department of Defense initiated the Air Installations Compatible Use Zones (AICUZ) program to protect the public�s health, safety, and welfare and to prevent civilian encroachment from degrading the operational capability of military air installations. The AICUZ program recommends land uses which will be compatible with noise levels, accident potential and flight clearance requirements associated with military airfield operations." "SECTION I: THE PROCESS. A. THE AICUZ PROGRAM OBJECTIVES The purpose of the AICUZ program is to achieve compatibility between air installations and neighboring communities by achieving these primary objectives. 1. Protect health, safety, and welfare of civilians and military personnel by discouraging land uses which are incompatible with aircraft operations. 2. Protect Navy and Marine Corps installation investment by safeguarding the operational capabilities fo those installations." First is civilian Safety, second is the operations. Obviously land use restriction reduces civilian encroachment. When there is encroachment then the safety risks outweigh the benefits of the operational capability. Encroachment is more than noise complaints it�s about safety. When talking about APZ�s to requirement is STRICT APPLICATION even though it is known that an aircraft impact can occur anywhere anytime. But you don�t fly in violation of the APZ�s. "b. The accident potential zones illustrated in Figure 1 are provided for general guidance to protect the public from aircraft accident impact. Strict application will increase the safety of the general public but cannot provide complete protection from aircraft accidents". When talking about APZ and the objective is to MAXIMIZE THE DEGREE OF SAFETY b. Where it is desirable to recommend that the density of development be restricted in an accident potential zone, it is not realistic to state that one numerical density is safe while another is not. Safety is a relative term and the objective here is to maximize the degree of safety that can be reasonable attained within local land use considerations. |
