Route 109 is from Sunset Cliffs Boulevard near Mission Bay southeasterly to Route 5. {CS&HC Sec. 409. 1964}
Route 109 is from Route 84 to Route 101. [CS&HC Sec. 409(a)] The department is not responsible for the maintenance or operation of Route 109, except for that segment between Notre Dame Avenue in East Palo Alto and Route 84, nor shall the redesignation of Route 109 by the act which added this subdivision constitute a commitment for future construction of any highway projects on that route. Funds shall not be allocated to any Route 109 project, other than a project on the segment between Notre Dame Avenue in East Palo Alto and Route 84, until the commission has first allocated funds to all projects contained in the 1988 State Transportation Improvement Program which are not deleted from future programs, and construction begins on those projects. [CS&HC Sec. 409(b)] No study and analysis of any proposed segment of Route 109 shall be conducted without the involvement of the governing body of any city or county through which the segment would pass as an active participant in the study and analysis. However, nothing in this subdivision shall preclude the department from conducting such a study and analysis. Furthermore, no segment may be included in any plan for future Route 109 construction unless the segment is approved by each of those governing bodies. [CS&HC Sec. 409(c)]

Route 109 runs entirely on University Avenue. It brances off from Route 84 at the western end of the Dumbarton Bridge. (Parallel Route 114 does the exact same thing!) According to Daniel Faigin: "There are some that speculate that this routing would provide a southern connector to the Dumbarton Bridge. However, any such planning would need to involve the local community planning agencies, as California Streets and Highway Code section 409 states 'no study and analysis of any proposed segment of 109 shall be conducted without the involvement of the governing body of any city or county through which the segment would pass as an active participant in the study and analysis.'"
