Balba and Nora, along with Bausas and Mrs Malabanan of District 1 and Berberabe of District 2, are among the Evercrest Thirteen. The Thirteen were Sanggunian members charged with corruption by then outgoing governor Hermilando Mandanas on the eve of the 2004 elections for allowing Jose Go to recover a golf course that had lapsed into ownership of the Province for tax delinquency. The case is pending resolution in the Ombudsman's Office.Hernandez was twice deposed and twice restored as Majority Floor Leader of the outgoing Board. A bachelor, "Ilio" raises fighting cocks but he himself does not gamble.
