Emmanuel "Manny" Fronda, the mayor-elect of Balayan, was elected vice mayor as a Lakas in 1998. The mayoral loser, retired banker Emmanuel Martinez, is cousin to outgoing Mayor Benjie Martinez, husband of vice gubernatorial aspirant Geraldine.

The vice mayor-elect of Balayan, Pedro Malabanan, is a CPA lawyer. He tried for mayor in 1988 and 1992.

Last year the municipal council of Balayan passed a resolution censuring Ermita's wife, Elvira, for allegedly having publicly "insulted" her nephew, the outgoing Mayor Benjie Martinez, at the congressman's 65th birthday celebration in the Balayan Covered Court on July 16, 2000.

The accusation was described as "false" by the congressman in an open letter carried in Batangan's edition for July 23.
