2.6 - The Lame Duck Congress

Episode Number - 206
Original Airdate - November 8, 2000
Story by - Lawrence O'Donnell Jr.
Teleplay by - Aaron Sorkin
Directed by - Jeremy Kagan

A wily President Bartlet considers the extraordinary option of recalling the Senate from a winter holiday to push through a ratification of a new nuclear test-ban treaty - despite the lame-duck status of many Senators who will not return in the next session - while the drunken Ukrainian leader, Vasily Konanov (Eugene Lazarev) thunders through the White House demanding to see the President. Elsewhere, Toby is shocked to hear that even if the Senate returns, the White House might still lack the necessary votes; Sam learns something when he grudgingly works with new Republican assistant counsel Ainsley Hayes; a stubborn CJ argues against allowing reporter Danny (Timothy Busfield) private access to the President for a series of exclusive stories; and Donna is on a mission to get the President to back legislation on repetitive stress injuries.

Quotes
Bartlet: "Charlie!"
Charlie: "Yes, sir."
Bartlet: "Can I have a couple of aspirin or a weapon of some kind to kill people with?"

Toby: "Why's a test-ban treaty so important? Let me tell you. In 1974, India set off a peaceful nuclear explosion. Indira Ghandi herself said they had no intention of building a bomb, they just wanted to know that they could. Twenty years later India sets off five nuclear explosions. Who gets nervous? Pakistan. And when Pakistan gets nervous, everybody get nervous. You know why? 'Cause we're all gonna die."
