CJ finds out about Sam and the call girl and is furious that he didn't tell her, but chose to inform Josh and Toby... but the Press Secretary isn't the only one who's learnt of Sam's liaison. Meanwhile, the President is in a foul mood. Still seething over the downing of a fully-loaded American jet in the Mideast, a vengeful Bartlet overrules the joint chiefs' plan for a proportional response and demands a more severe attack that would result in many enemy and civilian casualties. Unsatisfied with the joint chiefs' idea of a proportional response, he orders them to come up with a "disproportional response", a far more disastrous retaliation for the Americans' deaths. While Leo and other advisers try to cool off the Commander-in-Chief, Josh interviews 20-year-old Charlie Young for as a potential personal aide to the President.
