Wullen is a businessman from the city of Juinden-Muilly on the world of Wregin. Unlike most other people from that city, he travels widely in search of profit.
Juinden-Muilly will not be detailed in phase one (it might appear in phase two if I ever get that far); for the moment, all that is relevant is (a) that it is a fishing port on the edge of an empire which also will not be detailed in phase one and (b) it is also the home of Niearma, another wide-ranging NPC.
Niearma and Wullen will cooperate with one another should their paths cross outside their home city, and have done so several times in the past. They get on well together, but they are not friends. In their home city, their social circles do not overlap.
At the moment, the only way player characters are likely to meet anyone else from the city is if they are foolish enough to pick on Wullen. If they do, they are in big trouble. Wullen can call in favours from a large number of people.
Wullen is a merchant. He uses his divinations to identify new and profitable business opportunities. He is extremely adroit in his business dealings, but never dishonest. When he misleads, it is by leaving information out, not by telling untruths.
Wullen, alias Generjhamma Othoiceida, is from the lower middle class. He is obsequious to those he perceives as his superiors, and talks quietly to everyone else. He tends to prolong any activity for far longer than it requires, especially if someone else is paying for his time.
Wullen is a transitive verbal noun in the Juindenean language. It means "one who seeks something". It is, obviously, also more easily pronounced than his true name, and that is one reason why it is the one he uses when travelling.
Wullen is roughly 48 years old, but looks to be about 32. He has the advantages, but not the disadvantages, of middle age.
Wullen does not engage in promiscuity. He has a steady girlfriend in his home city and he is faithful to her.
Wullen does not need to bathe in order to remain clean. This peculiarity may have been originated as a curse, but it is especially useful in his home city, where the residents see all too much water and do not use the substance recreationally.

Wullen is a merchant, and has all the benefits of that kit.
Traits: Glibness, Inherent Immunity to Heat, Keen Hearing.
As a native-born Wregniard of a part-neutral alignment, Wullen would be entitled to receive spells from the Preserver, an indigenous lawful neutral deity. However, since he already gets spells as a priest of Ptah, he does not get additional spells from another deity.
Wullen owns and uses many magical items, appropriate to an NPC of his level. All but one of these are standard magical items. Wullen might, if the circumstances are right, trade one magical item for another.
Wullen has obtained possession of the Baton of Rank of the General of the Imperial Army. He acquired it by means which would be considered legal in his home city, but his continued possession of it is not in accordance with Imperial law. The Baton is a powerful magical item. When used as a weapon, it strikes as a Shortsword of Life-Stealing. When held, the wielder is protected as if wearing +5 chain mail; this protection does not stack with other protection devices. The wielder is also protected from plants (as per the protection scroll). Finally, the baton functions as an Arrow of Direction.
If there are any adverse side-effects to owning the Baton, they have not as yet affected Wullen. It is more likely that there are potential adverse side-effects when the powers of the Baton are used; Wullen has not used it in anger to any great extent, as he does not want it generally known that he has it.

Wullen's primary campaign function is to trade magical items. He always makes a profit out of this. If the player characters let it be known that they have legal possession of powerful magical items and want to trade them for less powerful but more appropriate magical items, sooner or later Wullen will come to hear of it and pay them a call.
Wullen's other campaign function is as a middleman. He does not cast high-level spells such as wish or resurrection himself, but he will (for a fee) put the player characters in touch with someone who might.
Obviously, he can be used for emergency rescues if the player characters get themselves in serious trouble.
He can also be used as an adventure hook. He will sometimes pay adventurers good money to investigate potentially profitable business ideas.
