I haven't written this up yet.
The bare bones facts are these:
Marcon is a plutocracy. The very wealthy get together in secret to appoint a mayor. The mayor remains mayor for as long as the very wealthy are happy with his actions. When they cease to be happy with his actions, they get together in secret and appoint someone else.
Marcon attracts the very wealthy. It is the nearest city to Atlantis which is genuinely independent of Atlantis, and recognised as such even by the Emperor and the wizards. Any wealthy merchant from Atlantis who does not wish to disclose his private dealings to the tax inspectors would do well to become a citizen of Marcon.
The prices of estates on the outskirts of Marcon has risen in recent years. They used merely to be exorbitant. The prices continue to rise, because wealthy merchants from Atlantis continue to want to conceal their private dealings from the tax inspectors.
The musicians of Marcon are said to be better than those in Atlantis. When wealthy merchants move from Atlantis to Marcon they take their favourite musicians with them.
Clothing manufactured in Marcon is better quality than that manufactured in Atlantis. Atlantis is very humid, so people do not wear a lot of clothing. Marcon, away from the coast and at a higher altitude, is not only cooler but much less humid. People wear more clothing and pay more attention to the clothing worn by others.
The alchemists of Marcon are noted throughout the continent for the quality of the magical oils they manufacture. Water from springs near the city has (very limited) magical properties, one of which is that it is more effective at cleaning and purifying magical oils than the polluted waters of Many Demons River.
Marcon continues to use the metallic currency (gold crowns, silver shillings, bronze pennies) which until recently was also the currency of Atlantis.
It is no secret that Julkia of Marcon thinks she could do better than the current mayor and wants the opportunity to prove it.
The owner of the Bearded Man Inn, Julkia, is also owner of the long-distance stagecoach network. She is a priestess of Frark the Controller, and like her deity she is a control freak. She insists that everything must be done exactly as she wants. On the whole, it works. The Bearded Man Inn is well run, the food is good and the rooms are comfortable. The stagecoaches run to time (except when monsters contrive to spoil Julkia's meticulously arranged timetable).

If Julkia likes the player character(s), she will ensure that they get several more requests to guard stagecoaches. If she does not like the player characters. she will ensure that they get one more request to guard stagecoaches, in order to get them out of Marcon.
Julkia likes honest people of lawful alignment and regular habits. She dislikes people of chaotic alignment. She especially dislikes thieves.
Sudes the Simple runs a rural inn which is one of the stops of the long-distance stagecoach network. Before becoming an innkeeper, Sudes was one of Julkia of Marcon's henchmen. The inn is not well run, but he saved Julkia's life on several occasions in their adventuring days so she ensures that he receives regular custom.

Sudes the Simple has not quite got the hang of retirement, and still habitually wears chain mail.
