The Centre is an agency that was established years ago when the first witch arrived from the future to save her life. At first the Centre was a group of hunters called the cleaner team that were sent after the witch to capture her, but later on it developed into a real institution protected by the government and hidden from the citizens. Financial issues are the least of their problems as the Centre is funded by not only the government, but mainly by black ops. A black op is a black operation - a term used in political, military, intelligence, and business circles to refer to operations that are either secret or of questionable ethics or legality, which very often is the case.
The Centre is divided into 18 divisions and each of the divisions have their own unique 7-membered board council, which usually goes with the name 'the Aquarium'. Two of the agencies, D5 and D7 are located in USA.
Each angency has certain amount of field agents that hunt down the witches and eliminate them. The agents are given opportunities to progress in their career and many of the previous field agents have been trained to be black op operatives.
The field agents usually work as two membered teams, so that no one is out there alone. IT aka Investigation Team is the Centre's firewall, so to speak. It monitors all the clues and keeps the agents updated. They find the leaks and give the information forward to the director who orders the assignments. IT is also the one group that knows every dirty secret the Centre or its members have.
Everyone working for the Centre are connected to it somehow. Usually the agency employes its old workers' children, if they decide the person in question fills the requirments. If the Centre decides someone is worth taking in, she or he will be told the truth about their parent's (or parents')/relative's real job and given two options. Either they join the team or they'll be sent off into some boarding school or institution depending on the occasion as the Centre cannot afford anyone on the outside to know about it. The basic training begins when you're 15 and ends in three years. You can choose between many, many different majoring studies - the most common ones are field agent training in which you can, for example, specialise to be an undercover agent. Assasionations are also very popular, but those are usually only for those who intend to take part in black ops.
When you choose to work for the Centre, you identity is always changed and after that, rest of the world know you by some other alias. What's unusual, is the fact the agents are encouraged to have a life under the new alias, because the more normal they act, the less reason anyone has to suspect. This is why, for example, Romy Hensley draws comic books. As the agents go through the change of alias, they usually have to alter their looks either by a surgery or by simply changing the hair and eye color. It always depends on the person, naturally.
Also, the Centre has many different cover-businesses behind what to hide. They own law-firms, banks and such which gives them power in every possible level. In reality, even the president doesn't have as much power as these agencies do, but they're very good at keeping low profile. Being unknown to the world is their most powerful asset, after all.
