A Modest Proposal

For Resolving the Conflict in the Yugoslavian Province of Kosovo, and for Reaffirming

NATO’s Place in the World.

The rufugee camps cover thousands of acres in Albania, Macedonia, and Montenegro. Each one is overflowing with people, young and old, that have been driven from their homes. They have no food, little clothing, and no identification papers. Many have lost family members. All they have left is their being and perhaps a faint glimmer of hope that one day they will be able to return to the land they love.

The leaders of the western world have battered Yugoslavia with countless airstrikes, attempting to bend President Slobodan Milosevic to their will. So far their efforts have been futile. Milosevic has almost completely rid Kosovo of its ethnic Albanians, clearing the land for the Serbian population that also claims it as its own. This ruthless leader of a rather meager country has turned the North Atlantic Treaty Organization, the most powerful military alliance in the history of the world, into the butt of many late-night talk show jokes.

President Clinton and the other leaders of NATO, however, should fear not, for I have developed what I believe to be an extremely simple and effective solution. Not only will my idea quickly end the Kosovo conflict but will also demonstrate NATO’s military might so no second-rate dictator is ever again filled with ideas of defiance.

There are three types of "weapons of mass destruction"--nuclear, chemical, and biological. Nuclear weapons are very destructive to the environment, and chemical weapons can also contaminate their surroundings. Biological warfare, on the other hand, only harms the humans intended to be killed, and can be cleaned from the environment if proper procedures are followed.

Following this idea, it would be very effective to spread a malicious disease such as the Ebola virus through the Yugoslavian capital of Belgrade. This would eradicate the city’s population, most likely including Milosevic himself, but leave the infrastructure of the city sound, thus making it an excellent home for the refugees of Kosovo.

Now, this solution is not to be implemented immediately. It is imperative that Milosevic receive warning that if he does not comply with demands NATO will unleash "weapons of mass destruction" against the Serbs of Yugoslavia. This catch phrase will surely catch his attention and perhaps cause him to come under the control of the West. If not, Operation Reverse Genocide would then commence.

First, NATO aircraft would thoroughly isolate Belgrade by destroying any target used for transportation purposes (airports, bridges, etc.) that still stands. Hospitals and any other medical clinics must also be levelled. This would not cause too much protest, as hospitals can be used to treat injured military personnel and therefore are viable military targets.

Next, it is my belief that the United States keeps specimens of every infectious disease in labs at the Center for Disease Control. The Ebola virus surely is no exception. Specimens of the virus would be reproduced and then inserted into canisters of human blood, which the virus needs to survive. These canisters would be given to Special Forces units that are snuck into Belgrade. They will easily be able to infect thousands of Belgrade citizens through contact with the blood, and so the wait will begin.

NATO troops will be stationed around Belgrade to eliminate any escapees. Ebola kills victims from hemorrhagic fever in about two weeks, and the virus should spread quickly through the city due to a lack of proper medical facilities and ignorance of the true problem. Within a few months the city should be virtually empty. Finally, a massive effort will be required to clear the bodies out of Belgrade and allow the Albanian refugees to move in. A new Yugoslavian government will be set up, and a NATO peacekeeping force will remain for some time to control the few Serb survivors.

There are many advantages to this solution. It allows NATO to strike back with a genocide of their own, so that the Serbs may realize the full extent of their evil. It is much less destructive than the deployment of nuclear devices but still allows the main objective of reverse genocide to be accomplished. Furthermore, what better home for a million refugees than the home city of the people responsible for oppressing them?

President Clinton, one of the most virtuous leaders in the history of America, will have a chance to further solidify his great legacy by enforcing his moral authority over a rogue nation. NATO will be able to re-establish itself as a powerful military force, and in the future miscreant dictators will think twice about challenging the mighty alliance.

Of course, there are those that say we should not have gotten involved in the first place Yugoslavia is not a NATO member, and according to critics intervening in a civil war in a non-strategic country is hardly in America’s national security interests. This is simply not true. The conflict must be stopped now before it develops into something much larger. Others claims that a more peaceful, diplomatic solution should be sought with the help of Russia. This has not worked before and clearly will not work now. There is to be no negotiating with Communists.

The time for action is now. My plan is simple and effective. By destroying the population of Belgrade, the conflict will end, the Kosovo refugees can live in peace, and the rest of the world will forever remain apprehensive to act agressively, thanks to NATO’s watchful eye. Perhaps a new era of world peace will emerge from this. It would truly be wonderful if all the world’s people learned to live in harmony with each other. President Clinton and NATO can lead the way.
