6 May 1999
The inaugural Scottish Parliament elections were held under the Additional Member system of proportional representation. 129 Members of the Scottish Parliament (MSPs) were elected: 73 from single member constituencies which were the same as the Westminster constituencies (with Orkney and Shetland split to provide representation for the islands), the winner in each constituency being the candidate polling the highest number of votes; and 56 elected from party political lists in eight electoral regions, seven in each region, according to this formula:
The formula (known as the d'Hondt formula after its inventor, a Belgian) is designed to ensure that the total number of seats, from the constituencies and the lists, is proportional to the number of votes cast for each party political list. Seats here are arranged not by region (as in the '97 election results), but by electoral region, and list seats are given in order of election.

Press reports in June 2001 have suggested that the Scottish Parliament may move towards electing list members on an all-Scotland basis.
DEVELOPMENTS SINCE 6 May 1999
General
12 May 1999: The Scottish Parliament met for the first time; Rt Hon Donald Dewar (Lab, Glasgow Anniesland) was elected First Minister. He nominated a coalition executive of 8 Labour and 2 Liberal Democrat ministers, the Labour party having failed to win a majority of seats in the Parliament. Lord Steel of Aikwood (LD, Lothians) was elected Presiding Officer.
11 October 2000: Rt. Hon. Donald Dewar (Lab, Glasgow Anniesland), the First Minister, died.
21 October 2000: Henry McLeish (Lab, Fife Central) was elected as First Minister to replace Mr. Dewar.

Following marriages Karen Turnbull (Lab., Clydesdale) has changed her name to Karen Gillon and Christine Creech (S.N.P., South of Scotland) has changed her name to Christine Grahame.
The current make-up of the Scottish Parliament is: Labour 55, SNP 35, C 19, LD 16, Member for Falkirk West 1, Green 1, SSP 1, Presiding Officer (non-voting) 1. The Lab/LD coalition has a majority of 13.
