Eligibility

Grants are awarded for projects consistent with the interests of the Helen Bader Foundation, Inc. in the Early Childhood Development in Israel program area.

Grants are given only to organizations which satisfy specific charitable status requirements, as determined by the Foundation, according to U.S. tax law. Applicant organizations may be required to make certain amendments to their governing documents and to submit detailed financial information to allow the Foundation to make this determination.

The Foundation expects applicant organizations to show a commitment to sound management practices and to demonstrate the active involvement of a board of directors and the support of relevant clients or target groups. Applicants are encouraged to develop projects in collaboration with other organizations to produce a meaningful array of programs and to minimize any duplication of efforts.

The Foundation often funds multiple-year projects, but rarely for a period of more than three years. All grants approved for more than one year are conditional and are subject to annual review and approval before funds for subsequent years are released.

The Foundation does not provide financial support for deficits, fundraising, repayment of loans or as direct support for individuals, including individual scholarships.

The Foundation is an affirmative action employer and grantmaker. Eligible applicants are expected to adhere to all non-discrimination laws.



Foundation Name

The Helen Bader Foundation reserves the right to maintain the exclusive use of its name. Helen Bader made donations to charitable organizations for many years in a quiet and dignified manner. The Foundation wishes to continue with her style and therefore will not accept any offer to name an area or program after Helen Bader. Your understanding regarding this request is appreciated.


Applying for a Grant

Organizations interested in applying for a grant should follow these steps:

Phase One: Preliminary Application
Complete the one-page preliminary application form below to formally make a request for funding. This form introduces both the applicant organization and the proposed project or program to the Foundation. Mail, fax, or e-mail the one-page preliminary application form prior to the scheduled Board meetings (see deadlines for 2002-03 below).

Shortly after its receipt, the Foundation will respond in writing regarding the status of the application.Site visits and meetings will only be scheduled after approval of the preliminary application.

Phase Two: Full Application
If the Foundation is interested in exploring the grant request further, a full proposal will be requested. Two copies of the full proposal must be mailed or hand-delivered: an original version printed on the organization's stationary, along with an additional copy.

Full proposals sent by fax or e-mail will not be accepted.

The appearance of the proposal should be simple and readable. Videos, photographs, and other supplemental materials are welcome, but cannot be returned to the applicant.

All of the required information is essential for each proposal to be considered:

  1. Description of Organization
    (Limit to five single-spaced, printed pages)
    • Background of organization
    • Mission and objectives
    • Target group(s)
    • Type(s) of program(s) offered
    • Number of staff
    • Current annual operating budget

  2. Complete Project Description
    (Limit to five single-spaced, printed pages)

    • Need for the project and how the need was determined
    • Project objectives
    • Means for measuring project objectives
    • Plans and timetables for implementation
    • Staffing requirements
    • Plans for sustaining the project's funding upon the expiration of the grant from the Helen Bader Foundation
    • A list of other funding sources applied to for support of the project
    • On a separate page: project budget (actual or projected expenditures and revenues for the project period)

  3. Financial Information
    • Include a complete copy of the most recent audited financial statements of the applicant organization, as prepared by an independent accountant

  4. Legal Information
    • List the names of the organization's directors or trustees; please indicate the titles of the officers of the board of directors and indicate which officer will sign the required legal documents

Phase Three: Additional Legal Information
When requested by the Foundation, the applicant organization must provide additional legal information.

The applicant organization will be notified of the Foundation's Board of Directors' decision concerning the grant request within two weeks following the Board meeting at which the request is considered.



Library

The Helen Bader Foundation has a library consisting of a variety of books, journals, periodicals, and video tapes relating to the Foundation's program areas. The Foundation welcomes grantees, applicants, and other interested persons to visit the library and use its resources.

Deadlines

Preliminary applications should be submitted as early as possible. Due to the volume of requests to the Foundation, the submission of an application by the published deadlines does not guarantee that the grant request will be considered at the Board meeting immediately following that deadline. The Foundation will make every effort to meet the needs of the applicant.

The Board of Directors meets twice each year to make grant decisions. Preliminary applications and full proposals must be received by 5 p.m. on the deadline date.

The grant policies, guidelines, programs, application requirements and funding decisions are the responsibility of the Board of Directors. These items may be modified by the Board of Directors at any time at its sole discretion.

Requests that are Denied

The Foundation receives a multitude of grant requests for worthwhile projects. Unfortunately, more than 70 percent of the requests are not funded simply because the demand exceeds the Foundation's resources. A denial is not necessarily a reflection of the quality of the grant request or applicant organization.

Applicants are welcome to resubmit a grant request. However, before reapplying, it is advantageous to discuss with the reason for the initial denial with the appropriate member of the program staff.
