1.Objectives

INTAS supports the consolidation of NIS science by setting up long-lasting scientific partnerships between scientists from the INTAS member states and the NIS partner countries. As the number of young researchers working in NIS science has declined in recent years, INTAS seeks to provide incentives for them to remain in science by awarding fellowships and grants.

This programme is now open to all scientists below the age of 35 years in all fields of science to enable them to:

advance their careers via international collaboration;
stabilise their position and continue their research in the NIS;
implement newly learned techniques and methods into research;
give the opportunity to present their results at conferences and workshops;
establish contacts with other INTAS and NIS research teams, enhance their reputation and give opportunities to build up scientific contacts for future research.

2. Fellowships

2.1 General Eligibility Criteria for Fellowships

General eligibility criteria for all grants are:

- Applicant must be 35 years of age or less at the time the grant is awarded
- Applicant must be a citizen and permanent resident of one of the NIS countries;
- Applicant must meetthe qualification criteria required by the category of grant they are applying for;
- The application must respect the time limits set in the different schemes;
- The application must be in English and complete as defined for each fellowship or grant, i.e. diploma, passport;
- Applicants may only receive one fellowship from INTAS, having done so they become ineligible to apply for further INTAS fellowships, irrespective of type.

2.3 Fellowships for Young Scientists Not Involved in INTAS Projects

2.3.1 Category B - PhD Programme Fellowships
(equivalent to studying for a candidate degree in the NIS)

Specific Eligibility: Young Scientists, who are already registered as working towards a PhD and who will work for at least another two years towards their PhD degree, may apply for a fellowship towards their PhD. The work programme must include two or three visits, of two to three months duration each, to at most two different INTAS Member States' institutes for the purpose of international collaborative research.

Duration of fellowship: 2 years (including visits). (It is not possible to apply for a one-year fellowship only)

Funding: Total fellowship support is up to Euro 5000 per year. This may include a monthly individual grant of Euro 100 whilst in the NIS, travel costs and a monthly allowance of up to Euro 1000 whilst working in an INTAS member state. The cheapest prices (APEX, PEX or "excursion") must be used for all travel.

Applications: Applications should include:

- Form I completed by the Young Scientist: which includes the Young Scientists curriculum vitae, list of publications, work programme, cost table including travel, subsistence
- Form II completed by the applicant's NIS supervisor, which assesses his/her capabilities, confirms their position in the institute and that the applicant is qualified to study for a PhD (including the background of study with years) and confirms the involvement in a PhD programme
- Form III completed by the INTAS member state supevisor, which includes a declaration from the INTAS member institute that it is ready to host the fellow under defined conditions. Wherever possible the institute is asked to offer co-funding of expenses such as subsistence, travel and accommodation but in any case must waive all fees.
- A copy of the original highest obtained diploma and an English translation
- A copy of the national passport stating the birth date

2.3.2 Category C - Newly Qualified Postdoctoral Fellowships

Specific Eligibility: Newly Qualified Postdoctoral Scholars established (2) in an NIS scientific institute may apply for a fellowship to continue their research according to a work programme of scientific excellence. The fellowship must start within 3 years after the completion of the PhD and must include one visit only to an INTAS member state scientific institute for one to two months in order to build a network of contacts.

Duration of fellowship: One year (including visits).

Funding: Total fellowship support up to Euro 5500 per year. This may include a monthly grant of Euro 150 whilst in the NIS, travel costs and a monthly allowance of up to Euro 1000 whilst working in an INTAS member state. The cheapest prices (APEX, PEX or "excursion") must be used for all travel.

Applications should include:

- Form I completed by the Young Scientist: which includes the Young Scientist's curriculum vitae, list of publications, work programme, cost table including travel, subsistence
- Two Form IIs completed by two different scientists in the NIS, one of whom must be the Young Scientist's Head of Department or Director at the institute. The form assesses his/her capabilities and confirms their position in the institute
- Form III completed by the INTAS member state supervisor which includes a declaration from the INTAS member institute that it is ready to host the fellow under defined conditions. Wherever possible the institute is asked to offer co-funding of expenses such as subsistence, travel and accommodation but n any case must waive all fees.
- A copy of the original PhD diploma or confirmation of successful PhD defence (3) and an English translation
- A copy of the national passport stating the birth date

2.3.3 Category D - Experienced Postdoctoral Fellowships

Specific Eligibility: Experienced Postdoctoral Scientists, established (2) in an NIS scientific institute, who will have held a PhD for at least 3 years at the start of the fellowship (earliest start date November 2002) and have published at least 3 scientific publications in internationally acknowledged journals, may apply for a fellowship to carry out research according to a work programme. The programme must include one or two visits of 2 to 3 months duration each, at an INTAS member scientific institute for the performance of collaborative research and attendance at one international conference where the fellow presents the results of his/her research. The international conference must preferably take place in an INTAS member state or an NIS country.

Duration of fellowship: One year (including visits). Category D fellowships are renewable for a further year, subject to good performance.

Funding: Total fellowship support up to Euro 6000 per year. This may include a monthly grant of Euro 175 whilst in the NIS, travel costs and a monthly allowance of up to Euro 1000 whilst working in an INTAS member state. The cheapest prices (APEX, PEX or excursion) must be used for all travel.

Applications: should include:

- Form I completed by the Young Scientist: which includes the Young Scientists curriculum vitae, list of publications, work programme, cost table including travel, subsistence and the conference
- Form II completed by the Head of the NIS institute where the applicant is based, which assesses his/her capabilities and confirms their position in the institute
- Form III completed by the INTAS member state supervisor which includes a declaration from the INTAS member institute that it is ready to host the fellow under efined conditions. Wherever possible the institute is asked to offer co-funding of expenses such as subsistence, travel and accommodation but in any case must waive all fees.
- A copy of the original PhD diploma (3) and an English translation
- Copies of at least 3 relevant publications in internationally acknowledged journals (electronically if possible)
- A copy of the national passport stating the birth date

2.4.2 Submission of Fellowship Applications

Applicants wishing to start their fellowship on 1st November 2002 must submit their applications to INTAS by 13.00 on 26 April 2002 Brussels time.

Applications must be prepared using one of the two methods below:

1) YS IDES program Will be available soon

The program is designed to work on the following operating systems only: Windows 95, 98, NT. It can be downloaded from the INTAS web site (here) or can be requested by email from [email protected].

There are two parts of the application that both need to be filled in:

a) administrative details of the Young Scientist, NIS supervisor and the INTAS member state supervisor(s), travel & costs - using the YSIDES program 2002. PLEASE READ THE HELP TEXT IN THE PROGRAM

b) scientific part of the fellowship and recommendations from supervisor(s) - using a template provided in rich text format called SCIREC.RTF which is included in the zip file.

Keywords describing your field of study must be filled in referring to the list of "INTAS Keywords" which you will find in the program files.

Applications must:

- be written in English
- include any requested copies of passport, publications, diplomas
- be sent on 3.5" diskette with a printed hard copy by mail to INTAS
- include original signatures of the Young Scientist, NIS supervisor & other scientists, INTAS member state supervisor
- be sent to Young Scientists Fellowships 2002, INTAS, 58/8 av. des Arts, 1000 Brussels, Belgium.

Applications by fax or e-mail will not be accepted.

All information and rcommendations must be contained in the forms provided, any additional letters of recommendation will not be used in the evaluation process.

2) Spreadsheet Method

For those that are not able to install the YSIDES program on their PC/Mac or who have another operating system, we have provided a simple spreadsheet and a form to fill in the information. This enables INTAS to enter information directly into a database and evaluate the applications electronically. The following application procedure needs to be applied:

*MISSION STATEMENT*
The i2 Foundation is dedicated to promoting advancements in education, technology, environmental practices, medicine and economic opportunity through programs that improve the quality of life and create a healthier society.

*STRATEGIC PRIORITIES*
One of the major priorities of the i2 Foundation is to contribute to society through the development and education of children and youth. The foundation, however, recognizes that issues are complex and interconnected and therefore is open to receiving proposals related to a wide array of issues including: poverty, hunger, illiteracy, education, youth violence, violence against women, early child development, environmental preservation, scientific research and improved healthcare.

*LEVEL OF SUPPORT*
In the fourth grantmaking year (2002) it is expected that grants will range in size from $5,000 to $50,000 (U.S. dollars). Grants are for one year. Currently the Foundation does not award multi-year grants.

*TYPES OF INSTITUTIONS TO BE FUNDED*
Only non-profit, tax-exempt organizations founded for educational and charitable purposes. Focus will be on organizations whose mission aligns closely with that of the i2 Foundation. The i2 Foundation will support programs and organizations all over the world. US-based organizations must be tax-exempt under section 501(c)(3) of the Internal Revenue Service Code. Non-USA based organizations must present proof of not-for-profit status in the country of origin.

*THE FOUNDATION WILL NOT FUND*
Individuals, religious institutions, political organizations and government entities. Faith-based organizations. Organizations that make grants to others. Any fund-raising event including dinners and balls, galas andgala-like events. Conferences or honoraria for guest speakers and panelists. Memorials for individuals. Medical treatment for individuals. Activities that are the responsibility of the government including elementary and secondary schools. Work in the fields of art and culture. Loans of any type.

*APPLICATION PROCESS*
The Board of Trustees of the i2 Foundation and the staff do not entertain oral presentations from applicants. An application form is not required. Applications should consist of a cover letter, a proposal and other supporting documents. The cover letter and proposal must be sent via email only. The supporting documents must be sent by regular mail.

*PROPOSAL CONTENT AND FORMAT*

For consideration, proposals to the i2 Foundation must include the following:

1) Cover letter: This letter must be from the chief executive officer of the grant-seeking organization and must be sent via email with the proposal. The letter should include the following information:
a. A brief description of the history and mission of the organization and the scope of current activities.
b. The purpose and significance of the program.
c. Specific amount of funding being requested from the i2 Foundation. All monetary amounts should be in U.S. dollars (USD).

2) Proposal
Please submit the proposal via email only to [email protected]. The proposal should not be more than 10 pages long (12 point type).
It should include:
a) The purpose statement of the organization and the proposed program for which funds are being requested.
b) A description of the program and timeline of activities.
c) A statement concerning the need or rationale for the program.
d) A statement on the population that will benefit from the program.
e) Specific program goals and expected outcomes.
f) Evaluation process
g) Program budget (in USD) * a statement concerning the overall cost of the program for which funding is being sought including the amount that is being requested from the i2 Foundation. The statement shouldinclude how the project will be funded after the Foundation's funding ceases.
h) Description of other sources of support for the proposed program, including amount (in USD) of support committed.
i) Annual budget of requesting organization (in local currency of grant applicant).
j) The name, title, telephone and email address of the person the Foundation should contact regarding the request, if other than the chief executive officer.

3) Summary Sheet and Budget Sheet
Both can be found on-line at their website. The summary sheet is like a questionnaire which, when completed, would summarize the proposal. Please complete the summary sheet and submit it with the proposal. The completed summary sheet should not exceed 4-letter-size pages (8Ѕ" x 11"; Times Roman font; 12 point type). In addition to the summary sheet, please enclose a one-page budget sheet (in USD). The budget sheet should be a breakdown of the grant being requested. Please send the completed summary sheet and budget sheet via email to [email protected]. Note: An organization applying to the i2 Foundation for a grant must submit via email a proposal and the completed summary sheet. The summary sheet is a stand-alone piece; it is a separate entity from the proposal. Since it summarizes the proposal, the contents will seem repetitive to the proposal. Do not answer questions by referring to pages or sections of the proposal. Please answer every question, even if it seems repetitive.

4) Other Supporting Documents
Please send the following documents to the i2 Foundation office with a cover letter stating the name of your organization and the program that these documents accompany:
a) Copy of the latest determination letter issued by the Internal Revenue Service regarding the organization's current tax-exempt status under section 501(c)(3) of the Internal Revenue Code.
Non-USA based organizations must send proof of their tax-exempt status in the country they are located.
b) A complete copy of the grant-seeking organization'smost recently filed IRS Form 990, including schedule A and all supporting schedules. Non-US-based organizations must send a copy of their most recently filed tax returns in the country in which they are based.
c) Grant-seeking organization's most recent audited financial statements. If the financial statements are not audited, reviewed or complied by an independent accountant, the organization should submit internally prepared financial statements, including a balance sheet and a statement of revenues and expenses, marked unaudited.
d) Grant-seeking organization's most recent annual report, if available.
e) Recent publicity or published materials that can help explain or contextualize the proposed program (limit 2-3 documents).
f) A current list of the organization's board of directors or trustees.

Please note materials will not be returned. Only one copy of the documents is needed. Elaborate presentations are unnecessary and the documents need not be bound or prepared in other types of notebook form.

*DEADLINE AND DECISION DATES*
The i2 Foundation anticipates announcing its seventh series of grants by May 1, 2002. In order to be considered for this decision date, proposals must be received by February 25, 2002.

SABIT Program Anounces $1.5 Million Available in Grants to U.S. Companies This Year

The Department of Commerce SABIT (Special American Business Internship Training) Program opened it's Federal Register today to announce that grant funding for U.S. companies is available.

SABIT is an innovative grants program that provides funding to U.S. organizations to conduct stateside training for business executives and scientists from the New Independent States. SABIT helps managers and scientists from the NIS apply their knowledge for the benefit of the U.S. host company.

U.S. businesses and organizations in both the for-profit and non-profit communities are invited to apply for SABITgrants to host NIS professionals for periods from three to six months for training. For U.S. organizations already working with a company located in the NIS, SABIT is a low-cost, low-risk way to develop that relationship. For U.S. organizations interested in expanding to the NIS market, SABIT can help identify a potential partner and help pay for the costs of 'trying out' the relationship.

SABIT reimburses round-trip international airfare, $34 per diem, and up to $750 per month for lodging (depending on local rental rates).

Organizations that are awarded grants may select one or more NIS professionals from SABIT's pool of candidates, or they may propose their own NIS colleagues for internships. U.S grantee recipients are encouraged to train their interns in American methods of innovation and management in such areas as strategic planning, financing, production, distribution, marketing, accounting, retailing, and labor relations. SABIT welcomes applications from organizations involved in many types of business ventures and many areas of scientiic inquiry, including agribusiness, biotechnology, computer technology, medical and disease research, environmental protection, industrial chemicals, pharmaceuticals, power engineering, and waste management.

SABIT internships are rewarding experiences for both interns and training hosts. New ideas, technologies, and applications are exchanged, and lasting ties created, offering many opportunities for continued collaboration and innovation. Over 70% of SABIT grantees develop business relationships with their interns- relationships that include joint ventures, distributorships, and long-term shared research projects. Additionally, since 1992, SABIT-facilitated business relationships have generated $166 million in U.S. exports.

[Scientist] Grants: Charity Know How

Charity Know How (CKH) Grants Programme 2002

The Charity Know How (CKH) Grants Programme - now run by Allavida - is being re-launched for 2002. The CKH programme provides small grants (up to Ј15,000) for cross-border skill-sharing partnerships between Non-Governmental Organisations (NGOs) based in Central and Eastern Europe and the Newly Independent States. Projects should contain a significant element of transfer of know-how, and can include training programmes for NGO staff and volunteers, professional advice and study visits. In addition to the General Programme, there are two new schemes:

Global Grants which encourages links between organisations in this region and Asia, Africa or Latin America, and Partnership Development Grants which aims to develop longer-term sustainable NGO partnerships

The CKH programme cannot fund applications from individuals, the teaching of English as a foreign language or other student programmes, any building or capital costs, the costs of transporting humanitarian aid or medical equipment, core costs such as office rent or equipment, and artistic or cultural exchanges.

There will be just two grants rounds in 2002, with deadlines of 26 February and 27 August.

Certain priorities have been identified, including:

· Cross-border partnerships within the following sub-regions (Balkans and Carpathians; Caucasus; Central Asia; Western CIS).
· Partnerships where skills and 'know-how' are transferred from larger, more experienced NGOs to smaller, grass-roots, community-based organisations, which would otherwise have limited access to funding.
· Partnerships under the 'Global Grants Programme' involving organisations from two or more of the regions identified (CEE/FSU; Africa; Asia; Latin America). Beneficiary NGOs should look in particular for partners who can ffer tools, techniques and methodologies which would be difficult to find within the beneficiaries' own broad region, or who can offer a different focus or approach to problems.
· Sustainable partnerships, which involve a longer-term engagement between the organisations, rather than a short-term partnership which exists for the terms of the project only.

[Scientist] CRDF: Grants Competition
U.S. CIVILIAN RESEARCH AND DEVELOPMENT FOUNDATION
FOR THE INDEPENDENT STATES OF THE FORMER SOVIET UNION
(CRDF)

***MINIMIZING THE EFFECTS OF TERRORIST ACTS ON CIVILIAN POPULATIONS***

* Joint Scientific Workshops
* Industry Programs Projects
* Cooperative Research Projects

The U.S. Civilian Research and Development Foundation (CRDF) is pleased to announce the following opportunities for scientists and engineers from Russia and Eurasia and the United States to contribute to minimizing the effects of terrorist acts on civilian populations. As with all CRDF competitions, this activity supports a broad-based U.S. non-proliferation effort to engage former Soviet weapons of mass destruction (WMD) experts in civilian research and commercial activities. Project proposals that involve the participation of such experts will receive priority consideration.

1. JOINT FSU-U.S. SCIENTIFIC WORKSHOP GRANTS*

The CRDF is accepting proposals for partnerships between experts from the former Soviet Union and the United States to convene scientific workshops. The goal of these workshops will be to identify a research agenda for innovative technical solutions to the problem of minimizing the effects of terrorist acts on civilian populations. Such solutions could include rapid detection of specific pathogens, agents or dangerous materials, protective devices for first responders and emergency room staff, decontamination, prophylaxis and initial treatment of victims, or any other appropriate and promising application.

We expect that one result of the workshops will be the development of collaborative proposals for submission to the special CRDF competitions described below or to other funding organizations working to address the issue at hand. The deadline for workshop proposals is January 31, 2002.

Eigibility and Summary Guidelines:

* All workshops must take place in March 2002, and reports will be due by April 10, 2002.
* Proposals for workshops will be evaluated on both the scientific qualifications of the applicants and their ability to organize an international workshop that will result in promising technical solutions to the problem of minimizing the effects of terrorist acts on civilian populations.
* Proposals must include a proposal of up to five pages describing:
* The goals of the planned workshop
* The specific subject area to be addressed and its relationship to the problem at hand
* Why short-term follow-on research and development may yield significant results.
* A list of proposed U.S. and FSU attendees
* Proposed dates for the workshop
* A budget summary
* Vitas of the organizers and proposed attendees, identifying WMD expertise where appropriate
* The following costs should be reflected in the budget summary:
a. Travel expenses of up to 6 U.S. and 6 FSU participants to the Washington D.C. area to attend the workshop (Grantees are expected to make all travel arrangements themselves after consulting with the CRDF.)
b. Communications costs (telephone, fax, internet)
c. Printing and reproduction costs
d. Organizer allowance of up to $400.00 for unanticipated expenses
e. The following meeting logistics will be arranged and paid for directly by the CRDF and do not need to be reflected in the proposal budget summary:
1. Conference space in the Washington DC area
2. audio/visual equipment
3. workshop meals, coffee and snacks

Workshop applications must be in English.

2. INDUSTRY PROGRAMS

CRDF Industry Programs promotes a range of activities that bring FSU scientists and engineers together with U.S. companies and allow them to work together to bring commercially viable technologies to market; technologies that will add to the arsenal of U.S. products available in the battle against terrorism.

CRDF Industry Programs include:

a. Trvel Grants: Short-term travel opportunities for face-to-face meetings between FSU scientists and engineers and U.S. for-profit companies to discuss potential R&D collaborations.

b. Next Steps to Market: Grants for collaborative research and development projects between U.S. industry and FSU scientists. Projects may range from short-term activities designed to assess and/or validate a FSU technology to longer-term projects designed to develop and bring a commercially viable technology to market. Requires a cost share from the U.S. partner.

In addition, CRDF Industry Programs can provide assistance in the search for collaboration partners, both in U.S. industry and in the former Soviet Union, and in the presentation of commercially viable technologies to U.S. companies.

Eligibility Guidelines

* CRDF Industry Programs will conduct a targeted competition in support of the initiative against terrorism.
* Proposals will be due on or before: May 15, 2002
* Proposal funding will begin by July 2002.
* Individual project duration will be no more than nine months.
* Industry Programs applications must be in English

3. COOPERATIVE RESEARCH GRANTS

The CRDF will accept joint U.S-FSU proposals in the physical and biological sciences and engineering that promise innovative technological solutions to problems of minimizing the effects of terrorist acts on civilian populations.

All proposals will be reviewed on a competitive, merit-based, peer review basis. Proposals must be jointly submitted to the CRDF by a US Co-Investigator and a FSU Co-Investigator, and may request up to $100,000 in support from the CRDF. At least 80% of the project expenses must be directed to FSU team expenses, which may include individual financial support, materials and services, travel, institutional overhead, and subcontracts. No more than 20% may be directed to the US team's expenses, which are limited to travel, materials and supplies.

Eligibility and Summary Guidelines:

* This special competition is pen to teams of U.S. and FSU researchers in any area of the physical and biological sciences and engineering.
* Proposals will be due on: May 15, 2002
* Funding of proposals will begin by July 2002.
* Individual project duration will be no more than nine months.
* Project award maximum - $100,000
* Cooperative research grants proposals must be in English.

      ПАМЯТКА

      I. Программа

      Фонд им. Александра Гумбольдта (AvH) с января 2002 г. ежегодно будет присуждать десять стипендий федерального канцлера Германии для потенциальных лидеров из Российской Федерации, которые в ходе своей предшествующей карьеры проявили незаурядные качества, позволяющие видеть в них будущих руководителей. Программа предназначена для представителей всех профессий и специальностей, особенно - в области гуманитарных, юридических, социальных и экономических наук, а также в области искусства.
      Программа патронируется федеральным канцлером Федеративной Республики Германия. Она учреждена в надежде, что важные позиции в различных областях общественной жизни Российской Федерации будут занимать лица с инновационным потенциалом, обладающие личным опытом пребывания в Германии, благодаря чему отношения между обеими странами будут дальше укрепляться.
      Заинтересованные в участии в программе разрабатывают индивидуальные заявки на проекты, основывающиеся на их предшествующем профессиональном опыте и собственных целеустановках. Они выбирают себе будущего куратора (ментора) самостоятельно, а в отдельных случаях могут запланировать для себя и стажировку или проекты, связанные с повышением уровня своего образования. Рекомендуется уже до подачи заявки вступить в контакт с предполагаемым куратором (ментором), который должен будет оказывать профессиональное или научное содействие во время пребывания в Германии в рамках стипендии.
      II. Условия программы

      Стипендия открывается с 1 сентября каждого года и предоставляется на срок 12 месяцев. В отдельных случаях возможно ее продление.
      Владение немецким языком не является предпосылкой для подачи заявки. Предоставляется возможность изучения, углубления знаний немецкого языка за счет Фонда им. А.Гумбольдта по приезде в Германию с 1 июля соответствующего года.
      Пребывание в рамках стипендии открывается в сентябре с 4-недельного вводного семинара в Бонне и Берлине. В ходе этого семинара со стипендиатами встречаются представители политических, деловых, научных, кругов Германии, деятели культуры. С 1 октября начинается работа над соответствующими индивидуальными проектами.
      Весной следующего года стипендиаты принимают участие в двухнедельной ознакомительной поездке по Германии.

      III. Размер стипендии

      Стипендия должна покрывать ежемесячные расходы на проживание и питание. Ее размер колеблется в диапазоне от 3500 до 5000 нем. марок. Стипендия не облагается налогами в Германии. Помимо ежемесячной стипендии участникам программы компенсируются расходы на проезд в Германию в начале и по завершении пребывания домой, а также расходы на языковую подготовку, вводный семинар, ознакомительную поездку по Германии и участие в заключительной встрече стипендиатов. На основании соответствующего обращения Фонд может предоставить частичную компенсацию на проживание члена семьи (супруг/супруга) и детское пособие.
      IV. Предпосылки для участия в конкурсе и процедура отбора

      Участники конкурса должны быть гражданами Российской Федерации, обладающими дипломом о первом образовании (минимальные требования - бакалавриат); на момент начала стипендии их возраст не должен превышать 35 лет.
      Формуляры заявки для участия в конкурсе могут быть получены на веб-сайте Фонда им. А.Гумбольдта (www.humboldt-foundation.de) или письменно запрошены в Фонде. Полный комплект заявительных документов должен поступить до 31 января в Фонд им. А.Гумбольдта на английском или немецком языке. В комплект должны входить следующие документы:
      • Заполненный формуляр заявки
      • Описание профессионального или научного проекта, который предполагается реализовать. Набросок проекта не должен превышать по объему пяти страниц (примерно 2500 - 2800 слов) и полно отражать цели и ожидания конкурсанта, которые он намерен реализовать в период нахождения на стипендии

Александра Гумбольдта впервые предоставит возможность будущим лидером из Российской Федерации в течение одногодичного пребывания в Германии реализовать проект, избранный ими по собственному усмотрению. Программа обращена к представителям всех профессий и специальностей, преимущественно в области гуманитарных, юридических, социальных и экономических наук, а также искусство. Интенсивная программа сопутствующих мероприятий должна дать всем участникам всеобъемлющее представление о политике, экономике, культуре и общественной жизни Федеративной Республики. Фонд будет продолжать "опекать" своих бывших стипендиатов и по завершении срока стипендии. Программа патронируется федеральным канцлером ФРГ.

Women's International Science Collaboration (WISC) Program 2001-2003

The American Association for the Advancement of Science (AAAS) Directorate for International Programs announces the Women's International Science Collaboration (WISC) Program for 2001-2003. Supported by the U.S. National Science Foundation (NSF), this program aims to increase the participation of women in international scientific research by helping establish new research partnerships with colleagues in Central/Eastern Europe, Newly Independent States of the former Soviet Union, Near East, Middle East, Pacific, Africa, the Americas, and Asia.

Small grants ($4,000-5,000) will provide travel and living support for a U.S. scientist and, when appropriate, a co-PI to visit a partner country to develop a research program. Funds can also be used to support a second visit to the partner country or for a foreign partner to travel to the U.S.

Men and women scientists who have their Ph.D. or equivalent research experience are eligible to apply. Applicants who have received their doctoral degrees within the past six years will receive special consideration, as will scientists applying to work with colleagues in less frequently represented countries and regions. With the exception of applications involving the Americas, applications from male co-PIs must be accompanied by an application from a female co-PI as part of a U.S. research team (please contact M. Ratchford, see below, regarding special guidelines for the Americas). Male and female graduate students (Ph.D. candidates) are also eigible to pply, if they will be conducting research in an established Ph.D. program in the U.S. and will be traveling with their Ph.D. advisor and will serve as co-PI on future proposals. (Male graduate students will need a female co-PI.) Applicants must be citizens or permanent residents.

***INTERNATIONAL FELLOWS IN PHILANTHROPY PROGRAM***

    The Johns Hopkins Institute for Policy Studies, Center for Civil Society Studies is pleased to announce a call for applications for the International Fellows in Philanthropy Program for the 2002-2003 academic year. This program based in Baltimore, Maryland, USA, affords an opportunity for advanced study, research, and training for up to eight participants each year who are involved in studying or managing private nonprofit, or philanthropic organizations outside of the United States, or working as NGO liaisons in the public or commercial sectors. Fellowships, which can be an academic year or semester, are available at both the Junior and Senior level.

    *ELIGIBILITY*

    We are soliciting candidates who:

    1) have demonstrated a high degree of interest, experience, and professional competence in research, management, or general leadership related to the voluntary, nongovernmental, nonprofit, or philanthropic sector; or

    2) nonprofit liaison officers established by governments and multinational organizations who play a role in linking with nonprofit organizations through project partnerships, legal reform initiatives, and a variety of other activities.

    Candidates are expected to have attained a university diploma equivalent to the American Bachelors of Arts or Science degree and be capable of carrying out independent research and inquiry. A high degree of English fluency is required as demonstrated by a score of 600 or higher on the TOEFL exam.

    There are no restrictions as to nationality, except that US citizens are excluded from eligibility. Fellows are required to attend the annual International Fellows in Philanthropy Conference prior to their fellowship year and are strongly encouraged to participate in subsequent annual conferences.

COLLABORATION IN BASIC SCIENCE AND ENGINEERING (COBASE)
Program Factsheet and Application Instructions 2001-2002

The COBASE program has been substantially restructured. Please review these guidelines carefully, as significant changes have been made.

OVERVIEW
Collaboration in Basic Science and Engineering (COBASE) is funded by the National Science Foundation (NSF) and administered by the Office for Central Europe and Eurasia of the National Research Council, the operating arm of the National Academy of Sciences, National Academy of Engineering, and Institute of Medicine. The program provides grants to individual American specialists who plan to establish new research partnerships with their colleagues in Central/Eastern Europe (CEE) and the Newly Independent States of the former Soviet Union (NIS). This program is designed primarily to prepare these new partnerships for competition in NSF programs. Although proposals are accepted for collaborative research in all fields of basic science supported by NSF, this year the COBASE program has added three topical focus areas in which applications will be given special priority.

Beginning in 2000, COBASE offers only one type of grant following the termination of the Long-Term grants. COBASE Project Development and Initiation Grants support American specialists who wish to host and/or visit their CEE or NIS colleagues in order to initiate research projects and prepare collaborative research proposals for submission to NSF. Visits developed primarily to present lectures or training courses to organize or attend conferences are ineligible. In contrast to previous program rules, U.S. applicants may now request support for up to two visits in either or both directions (i.e., either traveling to CEE/NIS or hosting a colleague from the region here in the U.S.), with the total combined duration of the visit(s) not to exceed eight weeks. Each individual visit proposed must be at least two weeks (10-14 days) in length. Grants will be in the range of $2,500 to $10,000.

Please note: In contrast with past procedures for the COBASE program, you may now apply for support for one or two visits involving the same foreign partner, in either or both directions, for a total duration of two to eight weeks.

ELIGIBILITY
All applicants must: (1) be U.S. citizens or permanent residents; (2) be affiliated with U.S. universities or other non-profit research institutions; and (3) possess Ph.D. degrees or equivalent research experience. Foreign counterparts involved must possess CEE/NIS citizenship, be permanently employed at a CEE/NIS institution, and hold Ph.D. (kandidat) degrees or research training and experience equivalent to a doctoral degree.

Employees of private companies and the U.S. Government generally are not supported under the COBASE program.

Each set of partners may receive no more than one COBASE grant, and each individual may be involved in no more than two grants in a four-year period.

For projects in the general research areas listed above, scientists and engineers who hold a current NSF grant and are eligible for an NSF international supplement should not apply to this program. NSF's Central and Eastern Europe Program staff (telephone 703-292-8703) can advise regarding applications for NSF international supplements. However, for projects in the three special topical areas, applicants with current NSF support are eligible to apply.

American applicants who have received their doctoral degrees within the past ten years will receive special consideration. The COBASE program allocates at least 25 percent of its grants to researchers in this category in order to encourage beginning investigators to become involved in international collaboration.

ACCEPTED FIELDS
Only fields funded by the National Science Foundation are eligible, including archaeology and anthropology; astronomy; biochemistry, biophysics and genetics; biological sciences; chemistry; computer science; earth sciences; economics; engineering; environmental sciences; geography; history and philosophy of science; linguistics; mathematics; physics; political science; non-clinically oriented psychology; science and technology policy; and sociology. No proposals involving agricultural production; drug testing or development; research on the diagnosis, etiology or treatment of physical or mental diseases or disorders; or the use of animal models of human diseases or conditions will be accepted. Proposals outside the scope of the program will not be considered.

SPECIAL TOPICAL FOCUS AREAS
Although applications are accepted in all fields of science listed above, three special focus areas have been selected, beginning with the August 2001 deadline. Projects in these topical areas are especially encouraged and will be given priority consideration. Please note that for these three areas only, individuals holding current NSF grants on related topics are eligible to apply for COBASE funding.

EXTREME EVENTS
Extreme events can occur in the social, built, and natural environments as rare, severe, and rapidly progressing phenomena that limit or upset the balance or normal operation of a system. Such events include both natural and technological impacts on complex systems, and because of scale and intensity the impacts cross subsystems and domains and can result in catastrophic losses. Proposals submitted under this topic could include multidisciplinary research into forecasting, modeling, mitigating, and evaluating the consequences of extreme events. Projects could also include a focus on techniques for studying processes leading to extreme events or for dealing with uncertainties over predictions and actions taken. As the topic is multidisciplinary in nature, projects involving partners from different scientific fields are required, including but not limited to anthropology; biological sciences, climatology; cognitive science; computer science; decision, risk, and management sciences; ecology; economics; engineering; geosciences; mathematics; political and policy sciences; psychology; and sociology. BLACK SEA TRANSBOUNDARY ISSUES
The major political changes occurring in the Black Sea region over the past decade have been accompanied by shifts in travel and trade patterns, changes in the utilization of energy and other resources, and other environmental effects. Meanwhile, new opportunities have arisen for countries to work together on transboundary problems of mutual importance. Examples of possible fields of study include marine biology, hydrology, geology, environmental pollution, and social science issues including regional migration, trade patterns, etc. Projects involving regional collaboration are especially welcome, so foreign partners from more than one country in the Black Sea region may be included.

MATHEMATICS
Collaborative proposals involving any field of mathematics are welcome, including but not limited to algebra and number theory, analysis, computational mathematics, geometric analysis, statistics and probability, and topology and foundations. Projects in applied mathematics involving collaborations with specialists from other fields such the biological, computer, and environmental sciences are also encouraged. Collaborative research proposals involving the modeling of complexity are particularly welcome.

SELECTION
The evaluation of each proposal will take into account: (1) applicant's technical abilities (scientific accomplishments to date, including significance of publications in peer-reviewed journals and independent research); (2) quality of the proposed project (specificity and significance of the project's objectives, including expected contributions to the specific discipline and to the greater scientific community); (3) feasibility of carrying out the proposed project (capabilities of proposed hosts in the research area, including availability of required facilities; ability of visitor to work in a Western environment; and ability of visitor to communicate effectively with colleagues); and (4) prospects for long-term collaboration following the completion of the current project.

GRANT CONDITIONS
The U.S. grantee's institution will be entitled to 90% of his/her grant one month prior to the beginning date of the first visit. The final 10% will be disbursed upon completion of the visit(s) and upon receipt of a report covering the visit(s) in accordance with NRC trip report guidelines. This report is due within three months of the completion of the visit(s).

Should other funds become available to support the visits, the grantee will promptly advise the NRC. The NRC may adjust the size of the grant accordingly.

All grants will be administered by and disbursed through the U.S. grant recipient's institution.

NRC grants will not cover any overhead or other indirect charges assessed by universities (or by other institutional organizations). The American specialist who is applying through his/her institution must certify in writing that such charges will be waived.

The NRC shall have no responsibility for costs incurred beyond those covered in the grant as itemized in fellowship application and which are reasonable, allowable and allocable to the effort undertaken.

Any unspent funds remaining at the conclusion of the visit(s) shall be returned to the NRC. In addition, should the actual duration of the visit(s) be less than the proposed duration, the grant recipient will return to the NRC a proportional amount of the total grant.

If transoceanic airfare costs are to be covered by the grant, NRC policy and the International Air Transportation Fair Competitive Practices Act of 1974 (49 U.S.C. 1517) (Fly America Act) require the use of U.S. Flag carriers for international air travel to the extent these carriers are available. Proof of these arrangements (ticket stub) must be submitted. If other funds are used for travel, documentation supporting this action must be provided.

All NRC grants are subject to U.S. government policy; funds will not be issued for collaboration with restricted or embargoed countries or institutions.

NRC grants do not provide for salary replacement.

At the completion of the visit the American specialist will be asked to submit a report that details and evaluates the collaboration in accordance with trip report guidelines.

     Программа "Развитие социальных исследований образования в России" Европейского Университета в Санкт-Петербурге, созданная по инициативе и при содействии Фонда Спенсера (США), направлена на поддержку и стимулирование российских социальных исследований образования, в том числе работ по истории образования, социологии, этнологии и экономике образования. Программа поддерживает широкий тематический круг исследований образования в общественном контексте: от работ по истории учебных заведений до этнологических подходов к изучению процесса обучения. Поддерживаемые исследования могут быть посвящены не только образованию в России, но и в других странах.
    В задачи программы входят: финансовая поддержка аспирантов и молодых ученых, работающих по указанной тематике; дополнительное образование молодых ученых и формирование новых направлений исследований; поддержка научного общения и формирование научного сообщества в области социальных исследований образования. Программа подразумевает:
    - проведение общероссийского конкурса исследовательских проектов;
    - выделение победителям конкурса стипендий для написания диссертаций и индивидуальных грантов на последиссертационные исследования;
    - выделение стипендий для участия в летней школе и конференции по социальным исследованиям образования для молодых ученых (стипендии будут выделены преимущественно полуфиналистам конкурса).

CRDF TRAVEL GRANTS PROGRAM

The CRDF Travel Grants Program provides short-term travel support to encourage the development of new industrial R&D collaborations between scientists and engineers in the former Soviet Union (FSU) and for-profit companies in the United States. To this end, the program seeks to fund proposals that demonstrate commercial potential for a new or improved technology, as well as plans to meet with specific U.S. for-profit companies to discuss potential collaboration. These collaborations include those that result in submission of proposals to the CRDF Next Steps to the Market Program. The Next Steps program provides support for joint U.S.-FSU R&D projects that are designed to facilitate and expedite the commercial utilization of research results, and must include participation of and cost-sharing from a U.S. for-profit company. Travelers considering new collaborations with industry that may be the subject of proposals to other grant programs are also welcome.

All applications to the Travel Grants Program must be submitted no later than ten (10) weeks prior to the intended start date of travel.

FOR FSU SCIENTISTS AND ENGINEERS

Program Summary

Under this program, CRDF will make one-time, short-term travel grants to FSU individuals who meet the eligibility and evaluation criteria specified below. CRDF will arrange and pay for airfare, hotel expenses, medical insurance, and per diem for FSU scientists or engineers to participate in visits to U.S. for-profit companies or in U.S. commercially-oriented scientific meetings. The maximum award level will be $3,600 USD.

Eligibility Requirements

FSU applicants must be scientists or engineers presently employed and residing in the following countries of the former Soviet Union: Armenia, Azerbaijan, Georgia, Kazakstan, Kyrgyzstan, Moldova, Rusia, Tajikistan, Turkmenistan, Ukraine, or Uzbekistan.

All proposed visits must include meetings with representatives of U.S. for-profit companies or participation in commercially-oriented technical meetings or trade shows where discussions with U.S. for-profit companies are planned.

FSU applicants must be sufficiently fluent in English to participate fully in their proposed meetings. No CRDF support is provided for interpretation or translation.

If the applicant wishes to attend a conference, workshop, or trade show, registration fees must be waived or paid from another source. If registration fees are to be paid from another source, the applicant must include written confirmation from that source of their intent to pay the fees.

FSU applicant travel to attend degree programs at U.S. universities or attendance at other academic courses is not eligible for CRDF support.

FOR FSU AND U.S. SCIENTISTS AND ENGINEERS

Proposal Screening and Evaluation CRDF will screen all proposals for eligibility and completeness. Ineligible and incomplete proposals will be ruled ineligible and applicants will be notified accordingly. Corrected versions of such proposals can be resubmitted to CRDF for evaluation, but no later than ten weeks prior to the intended date of travel.

CRDF will evaluate all eligible and complete proposals according to the following criteria:
- Technical merit of the applicant's proposed technology
- Potential for commercialization of the proposed technology
- Applicant's understanding of the issues and goals related to commercialization of the proposed technology
- Level of U.S. for-profit company's commitment to the proposed visit.

CRDF will place higher priority on proposals that include participation of:

- FSU former defense scientists who are currently employed full-time at civilian research institutions, or for whom a travel grant will assist their permanent transition to the civilian research and development sector in the FSU

- Younger scientists and sudents, women, or university researchers in the FSU

- FSU scientists and engineers from locations other than Moscow or St. Petersburg
- FSU scientists and engineers for whom a CRDF Travel Grant would be his/her first visit to the U.S.
- US and FSU scientists and engineers who are collaborating together for the first time.

*APPLICATION SUBMISSION*

Applications to the Travel Grants Program are due at least ten (10) weeks prior to the intended start date of travel. CRDF will receive applications on a rolling basis until program funds are expended. All application materials must be completed by the applicant in English.

To apply, please submit the following five (5) items to CRDF:

1) Application form: A completed and signed Application Form (found on website).

2) Proposal: A brief proposal of no more than two double-spaced, typed pages (in English), which must include all three of the following components:
    a. A description of the applicant's specific scientific or engineering research, and the potential for commercialization of that work in the global marketplace.
    b. A brief description of the goals of each element of the proposed visit (company or institute visits, professional conferences, other meetings to develop collaboration).
    c. A description of the participating U.S. companies' interest and possible role in the development of the applicant's scientific or engineering research.

3) Curriculum Vitae: A curriculum vitae must be submitted for the applicant which includes information on the applicant's education, prior and current employment, research interests, and relevant publications, patents, and participation in past conferences, trade shows, or U.S. for-profit company meetings. The curriculum vitae must not exceed one (1) page.

4) Budget: A budget (see attached form) which details the estimated expenses for international airfare, domestic (FSU) airfare, hotel expenses, ground transportation, per diem (meals and incidentals), medical insurance, and visa fees. Please nte which expenses are being requested from CRDF and which expenses are being covered from another source of funding. The maximum requested from CRDF may not exceed $3,600 USD.

5) Invitations: A copy of invitation letters from all U.S. or FSU hosts for each proposed visit.

For visits to U.S. for-profit companies, please include a signed letter of interest from each company to be visited. Each letter must be on company letterhead and indicate the company's interest and expectations in hosting the proposed visit. All letters must also specify the date and location of each proposed visit.

For travel to a conference, professional meeting, or trade show, please attach a signed, dated invitation from the conference organizer(s), on conference/organization letterhead, that documents the organizer's commitment to waive registration fees for the applicant. If registration fees are not waived by ten weeks before the deadline for application submission, the applicant must include a signed statement that the fees will be paid from another source at least ten weeks before the date of travel. CRDF will not accept proposals for conference travel that do not include a waiver of registration fees or written documentation that the fees will be paid from another source.

Note for Applicants from the Russian Federation: Individuals who were formerly engaged in defense research must receive written authorization from the Russian Ministry of Industry, Science and Technology before proceeding with preparation of a proposal to CRDF. This written authorization must be included as an attachment to any proposal that is submitted to CRDF. Award Notification, Processing, and Reporting

All applicants will be notified by e-mail or fax of the results of review. Successful applicants will receive information on how to receive pre-paid air tickets, as well as details for disbursement of remaining funds. Please note that CRDF will arrange all travel. All segments of transoceanic flights MUST be made on a U.S. air carrier. In addition, all awardees must receive emergency short-term medical insurance for the duration of their visit. Medical insurance arrangements will be made by CRDF for a CRDF-designated medical insurance agency. Costs associated with providing medical insurance to the applicant will be deducted from the award total. All recipients of CRDF travel grants are required to submit a final report within one week of completion of travel, and to submit follow-up reports six and twelve months after travel has taken place. CRDF will provide grantees with the required forms for these reports.

The Mittag-Leffler Institute will announce a number of grants for the year 2002-2003 in the fall of 2001. The grants are intended for recent PhDs and advanced graduate students and amount to 12,000 Swedish crowns per month, plus travel expenses to and from Stockholm. Preference will be given to applications for longer stays.

NATO-RUSSIA JOINT SCIENTIFIC AND TECHNOLOGICAL COOPERATION A programme of scientific and technological cooperation between NATO countries and Russia has been developed, following signature of a Memorandum of Understanding on Scientific and Technological Cooperation drawn up between NATO and the Ministry of Science and Technology of the Russian Federation (now the Ministry of Industry, Science and Technology). The Memorandum was signed in May 1998, and is within the framework of the 1997 NATO-Russia "Founding Act on Mutual Relations, Cooperation and Security between NATO and the Russian Federation".

The programme is guided by a Committee on NATO-Russia Joint Scientific and Technological Cooperation (JSTC), and the Committee has selected three areas of particular concern to Russia to be the focus of activities under the new programme. The areas are :

This programme gives scientists in Russia and the NATO countries the possibility of applying for support in the above areas for Collaborative Linkage Grants and Expert Visits, or to organize Advanced Research Workshops.

Selection of applications is based on peer review, and applications are considered by a NATO-Russia Advisory Panel appointed by the JSTC Committee. The Advisory Panel meets twice each year.

Scope Statements Scope statements were developed at seminars held in Moscow in October 2000 on each of the three areas. The experts participating in the seminars identified areas of common interest, and the intent of the scope statements is to provide the scientific communities in Russia and the NATO countries with orientation while developing joint applications for consideration under the NATO-Russia arrangement.

Application Procedure To apply for support in any of the areas outlined in the Scope Statements, an application form for one of the activities offered should be prepared jointly by scientists from Russia and one or more NATO countries. A special application form is available for each support activity, and the forms together with Notes for Applicants may be accessed below. The deadlines for receipt of applications are 15 March and 15 September.




VOLKSWAGEN FOUNDATION

Cooperation with Natural and Engineering Scientists in Central and Eastern Europe

The Volkswagen Foundation is a non-profit-making foundation established under private law based in Hannover. Its objective is to support science, the humanities and technology in research and university teaching. Under the terms of its Statutes it may support any field of science, but in practice it concentrates on funding initiatives that it develops itself: priority areas are subject- and problem-oriented, programs aim at structural improvements (e.g. in the international cooperation or in German universities). In exceptional cases, the Foundation also supports projects outside these areas.

INFORMATION FOR APPLICANTS

Cooperation with Natural and Engineering Scientists in Central and Eastern Europe

  1. Objectives

    Having supported a large number of qualified research groups in Central and Eastern Europe (including Southeast Europe) in their efforts to keep on par with international standards in their fields, the Foundation would now like to focus its support on providing highly-promising young scientists early in their careers with an opportunity for safeguarding and intensifying their own research activities. It funds around 15 new projects annually, with a maximum amount of DM 300,000 per project. The grants will be awarded for two- to three-year research projects carried out autonomously by the foreign researchers, provided that a specific cooperation with German scientists is involved. The program encourages competition and is also meant for scientists from Central and Eastern Europe who are currently working abroad but wish to return to scientific institutions in their native country.

    The selection of the projects to be funded is based solely on the qualification of the applicants and the scientific quality of the projects they conceptualised. Joint applications of several scientists from Central and Eastern Europe cannot be considered.

  2. General Prerequisites

Central and Eastern European scientists from all natural and engineering sciences as well as from the field of theoretical medicine are eligible to apply, under the following prerequisites:

  1. Funding Possibilities

    The maximum grant awarded to a single project lasting two to three years amounts to DM 300,000 and can include as much as 25 per cent apportioned to the German partner. The funds can be used for financing young scientists and technical personnel, equipment (if not remaining with the German partner), consumable items, travel to the partner institution as well as to scientific meetings, and literature. The amount must be specified in the project description and justified with reference to the planned research.

    It is possible to renew the grant once, up to a maximum period of five years altogether. However, applications once rejected cannot be submitted again, even if modified.

    The Foundation expects the German partner to administer the allocated funds. This should be clarified by the foreign applicant before submitting an application.

  2. Applications

A decision is made annually by the Foundation regarding all applications received by May 15th of each respective year. In accordance with the objective to encourage competition, applications will be reviewed comparatively using the written documents provided by the applicants. A formal procedure with questionnaires or forms is not planned.

Applications - in German or English - should be formulated to provide the Foundation and its reviewers with a clear concept of the planned project and should contain the following information:



ROYAL SOCIETY OF CHEMISTRY

Journals Grants for International Authors

The Council of The Royal Society of Chemistry (RSC) has decided that some of the surplus from Journals publishing should be used specifically to support international authors who publish in RSC journals. Funding (normally travel and subsistence, not research-related costs) will be made available for visits to other countries for one or more of the following objectives:

The RSC operates under a Royal Charter which requires it to advance chemical science. One way it has been doing this for over 150 years is by disseminating chemical knowledge through its chemistry journals. RSC publishing on chemistry and related topics has become a very significant activity, with the journals having a large worldwide circulation.

The RSC publishing activities generate a cash surplus, some of which is used to develop and enhance the publishing services provided. What specifically distinguishes the RSC from commercial publishers, however, is that most of the surplus is used to promote and support chemistry, mainly in the UK.

Now, in recognition that dissemination of chemical knowledge is a truly international activity for the RSC, knowing no boundaries in academic or industrial research, and because 80% of our authors and 90% of the journal revenue comes from outside the UK, the RSC Council has introduced the new policy of making some of the surplus from publishing available to international authors who support RSC journals by publishing in them.
