1 TgIsS Representative

The TgIsS On-Board Representative is --in a sense --the ultimate commander of the vessel and its mission. In general, the On-Board Representative exercises command by arbitrating between factions under TgIsS Multi-Use Guidelines, taking into account orders and directives relevant to a ship's specific mission, ship parameters, and the immediate situation

The TgIsS Representative has been likened to an owner or manager on-board.  Another effective analogy is to think of the Representative as akin to a Monarch or President in a parliamentary system.  The Representative arbitrates between parties,
selects (temporarily more powerful) heads of government, and can assume command in the event of a serious governmental
crisis.

The Captain (in this case from the Navy and not the Merchant Marine) is responsible for the day to day operation of the ship. In addition, he is responsible for the overall safety of the ship at all times, and of all personnel when in space or underway. In the event of combat or other shipwide emergency, regulations give command of the vessel to the Captain (or his successor or delegate). Housekeeping

Much housekeeping is done by robots under crew supervision.  Nevertheless, Housekeeping is often augmented by

Tactical Command (24)

Four shifts.  Mostly devoted to gunnery, the Ibn BaTTuta relies heavily on computer assisted fire control in the event of hostilities.  Shift commanders also advise the Commanding Officer on ship tactical options and ship security.  Missile tubes are fed by magazine.  However, during a fire-fight, resupply of missile batteries from the arsenal is the duty of Specialists and Spacers
drawn from less critical sections.

Note that in Hyperspace battle is not possible.  Tactical personnel devote their time to cross-training and to tactical drill and study.

Tg.C. Marines (25)

The Tg.C.M.C. is the second faction overseen by the TgIsS Representative.  The Marines have a deserved reputation for xenophobia, and even for discrimination against non-Human members of the Terragen Confederation.  Consequently the Captain of the Marine Guard only succeeds to the post of TgIsS Representative after all other members of the senior administration.

While aboard ship, the Captain of the Marine Guard answers directly to the Captain of the ship.  During ordinary circumstances the marines help maintain ship's discipline (mostly they arrest each other).  They also prevent intrusion or breaches of security.  Marines in this unit have received M.P. training.  (Their security duties often include monitoring 'guests.')  The Marine Captain also advises the ship's council (or relevant authority) on matters of security--for example during scientific or diplomatic missions, especially when parties are going off-board.

When operating at a distance from the ship, or when actively engaged in combat, the ranking marine operates 'autonomously.'

The organization indicated below represents combat readiness.  During ordinary police duty, there will be four watches, with each watch containing at least one Neo-Dog and one Neo-Dolphin.  No watch will have more than two Neo-Dogs or two Neo-Dolphins.
The non-human N.C.O.s will be put on graveyard and morning shift, because they are likely to be the quietest.

Tg. Ministry of Alien Affairs

The third of the multiple use constituents on the Ibn BaTTuta.  Due to the research oriented mission of the Ibn BaTTuta, Foreign Affairs Officers succeed to the office of TgIsS Representative after Naval Bridge Commanders and the Tg.C. Academy of Sciences administrators.

Command passes to the Charge d'Affairs during active negotiations.  In the event that diplomatic priorities conflict with security concerns, final decision making power rests with the TgIsS Representative, who also decides who has 'final' command of the ship moment to moment.

Tg.C. Academy of Sciences

Not to be confused with the Vulcan Science Academy, the Tg.C.A.S. is more like the U.S. National Academy of Science.  The Tg.C.A.S. also resembles the National Science Foundation in that it awards research grants.  While the Tg.C.A.S. has 'Fellows,' a 'Faculty,' and a central 'Campus,' it is NOT a university.  The Tg.C.A.S. is a granting and policy making agency that also does some research directly under its own auspices.

An academic structure --complete with faculty meetings --is the organizational principle of this constituent agency aboard the Ibn BaTTuta.  When research is ship's priority, command should pass to the Tg.C.A.S. Chancellor.  When research needs conflict with security concerns, it is handled as described under Tg.M.A.A.  The academic administrators succeed to the office of Tg.Is.S. after
the Bridge Commanders.  Additional technical support for Naval Engineering sections can be procurred --on occasion --from
academic departments.  The Mechanical and Electronic Shops stand ready to help academic work, provided that there is no pressing Navy related project at hand.

5 Chancellor of Research and Dean of Social Sciences and Humanities

Due to the nature of the mission, the usual academic prestige system is reversed, and the Chancellorship is vested with the Dean of Social Sciences.  Administrative duties are largely confined to arbitrating between egos and managing turf battles.  Baby-sitting the brats will usually consume all the energies of the academic administrative staff.  Any left-over time will be insufficient to attend all scheduled meetings and keep abreast of relevant developments aboard ship.  Most secretarial duties are automated.

Sensor analysis (9)

The militarized culture of this department --that at times approaches that of a spy-agency --creates considerable friction with other academic departments.  Resentments are mutual.  The fact that this department is also supposed to provide institutional support (statistical, mathematical, computational, specialized sensor analyses, et cetera) for other academic departments (that have academic cultures of openness) only exacerbates the conflict.  Both the Navy Captain and the Captain of the Marine Guard can bypass channels to make priority requests of this department.

Personnel in this department will not only have suitable non-probationary personality profiles, but will also pass a security check and profile.  At least one Synthian attaché will act as an 'advisor' in this department.  Of course, with the hybrid culture in this department, the Synthian will at times be treated like a visiting colleague, at times like a military advisor from a friendly (and more advanced) allied power, and at times like a security nuisance.

Linguistics is a Terragen specially.  Despite being pitifully underdeveloped, uncouth, despised and poor, Terragens --especially Humans --are recognized as having some of the best linguists in the Galaxies.  Such limited information as the A4P could obtain on the old Methane languages will be available to this group.  Much "dead" time will be spent analyzing these frustratingly incomplete uplift records, grammars, lexicons, and texts.

This discipline (and its close relatives) usually have the most immediate applicability to military security and making money of any of the social sciences.  Greed and fear are powerful motivators, so as a rule these disciplines are less under funded than their cousins.  Along with history, they have a reputation for attracting more conservative (and a cohort of more radical) practitioners than the other social sciences.
