16-09-2009: Direct recruitment in STS Cadre: We oppose Such vindictive Move:::
The BSNL Management has published new recruitment in STS cadre contrary to assurances given to our Association. The Management had agreed to recruit 50% quota in JAG cadre but present move is betrayal of assurances given to us.We will never allow any direct entry in STS cadre similar to earst while ITS, which had adversely affected our carrier prospects. We were getting only one regular promotion in entire service span.I had talked with G S and he has assured to fight jointly taking into confidence of SNEA leadership also.Be ready for joint struggle if Management is adament on its stand.Dont worry we will mend the administration.

22-04-2009: GS writes to Secy (T) regarding revision/Consolidation of Pension:
Revision/Consolidation of Pension payable in IDA scale, based on combined service rendered in DOT and BSNL under CCS Pension Rules 1972, to erstwhile DOT employees absorbed in BSNL w.e.f. 01/10/2000 and retiring as BSNL Pensioners between 01/10/2000 to 31/12/2006, consequent upon revision of IDA pay scales in BSNL w.e.f. 01/01/2007.
01-04-2009: Fixation to be made 78.2% instead 68.8%
Congratulations further hike of about 9% to be awarded to us by DPE/BSNL

05-02-2009:- Organisational programme of action deferred::::
Due to written assurances given by BSNL Management programme of action has been deferred. Positive results are expected within a week or two. Presidential directive shall be issued by the DOT itself.
04-02-2009:- D.A. 16.6% from Ist January 2009::::
D.A. 3.7% increased on New Payscale as campared to 12.8% on 1-10-2008 as per F N0.2(70)/2008-DPE(WC)-GL-V/09 dated 30-01-2009. In old scale it will come 6.2%.
04-02-2009:- Circle Secretary retires from services on 31st January 2009::::
Our Circle Secretary Sh R P Singh has retired on 31st January 2009.He has attended grand farewell party on 31st January 2009 in Patel Nagar Telephone Exchange Dehradun, on 2nd February 2009 at Hotel Viceroyinn & on 4th February 2009 at SSA Hardwar.He will continue to work as Circle Secretary till next Circle Conference as desired by the G S as per provision of our constitution.
19-12-2008:- Indefinite Strike postponed::::
19.12.2008 : STRIKE POSTPONED :- United Forum of BSNL/MTNL Executives' Associations has decided to POSTPONE - proposed Rally on 22.12.2008 and indefinite strike from 23.12.2008, in view of the written assurance given by the BSNL Management in consultation with Secretary ,DOT.
14-11-2008:- Officiating orders of CAO issued::::
Officiating promotion of CAOs from AO has been issued to the best satisfaction of our members. Orders for JTO to SDE and SDE to STS are likely to be issued soon in next week.
24-10-2008:- Resolution of Joint Forum on Group A Absorption & Program of action::::
United Forum of BSNL & MTNL executive associations has unanimously resolved to seek immediate repatriation of BSNL & MTNL executives to DoT from BSNL & MTNL. This decision of the United Forum has been taken after extensive deliberations over the dual policy of the govt. & BSNL/MTNL on the issue of absorption, which has shaken the very foundation of viability of BSNL & MTNL.
The Organisational actions are decided as follows :
(a) Savingram Campaign at Branch Level on 01.11.2008. Savingram text will be exhibited.
(b) Massive demonstration on 07.11.2008 at BSNL CO, Circle and SSA H/Qs.
(c) Mass Rally on 18.11.2008 at BSNL CO, Circle and SSA H/Qs.
All the Branch Secretaries are requested to mobilise the members for successful implementation of the organisational program as deiced by our CHQ.
21-09-2008:- JAO TO AO Officiating orders issued. AO to CAO expected soon::::
To the best satisfaction of our members promotion and transfer orders issued by Circle administration for JAO to AO. No injustice done to any one. Similar orders are expected soon for AO to CAO cadre. DPC for SDE to STS also expected in next week.
29-07-2008:- Lunch Hours demonstration organised at Circle/SSA level::::
On call of CHQ successful demonstration was conducted at all SSA/Circle level to protest over arbitrary proposed merger of ITI in BSNL.All liabilities should be first cleared by government and then modalities be discussed with Unions/Associations.After getting our opinion any thing should be done.
28-07-2008:- DPC for CAO/AO is under process::::
All District Secretaries are requested to get sent CRs of eligible staff upto date i.e. 2007-08 so that DPC can done at the earliest. More eligible officers are expected to get CAO/AO promotion shortly.
18-06-2008:- JTO/SDE & JAO/AO time bound promotion DPC over::::
The DPC for JTO & SDE under time bound promotion is over of all cases due in October 2007.Similarly except two cases of Mr Rastogi & A K Tiwari in accounts wing order issued.

10-05-2008:- Time Bound Promotion of Finance to be released soon::::
The CGMT Has assured to get issued time bound promotion orders left out of accounts and finance stream. Civil wing also taken up which will be done after accounts wing cases settlement. JTO upgradation will be done after officiating promotion orders. As far as officiating arrangement in CAO/AO is concerned further clarifications have been sought from BSNL HQ, due to confusing clarification orders of BSNL HQ authorising both IFA/CGMT in this case
22-02-2008:- Grand Circle conference held on 22nd & 23rd february 2008::::

The second Circle Conference of our association is going to be held at Dehradun on 22nd & 23rd February 2008.The open session shall be held at Hotel PASIFIC near Kanak Cinema ( Walking distance from Windlass Complex CGMT Office) Dehradun on 22-02-2008 at 11AM. Hon'ble Speaker Uttaranchal Assembly Shri Harbansh Kappor will be the Cheif Guest.Shri Prahlad Rai GS & Shri Satyanarayana President will be Guest of Honour. 29-01-2008:- Circle Conference announced for 22-02-2008::::
We are going to hold 2nd AIBSNLEA Uttarakhand Circle conference at Dehradun on 22-02-2008. The general secretary, Financial Secretary & President have consented for their presence to grace the occassion. Minister of state had showed his enability to attend the conference due to Parliament session.
20-01-2008:- Indefinite strike of Joint forum w.e.f. 26-02-2008 from 6 AM
All members are requested to mobalise to achieve our demands.The circle President attended the CWC meeting held at Hyderabad. United forum meeting too was attended by him. We have demanded MT entry at JAG level. Imunity of transfer from age less than 55 years instead of 58 years.
27-10-2007:- Grand meeting held at Hotel VICEROYINN of AIBSNLEA President & Financial Secretary Visit at Dehradun:-
We have arranged meeting of All India Leaders at Hotel VICEROYINN near Mazra Subji Mandi at a Walkable distance from T E Patel Nagar Dehradun on 27-10-2007 at 05 PM. Dinner arrangement is also there. All the District Secretaries are requested to attend this with their office bearers.
08-10-2007 AAO Pay Scale Achived:-
AIBSNLEA succeeded in getting cleared the AAOs Pay Scale case from Ministry of Finance. It is understood that Ministry of Finance has given clearance treating AAOs as organized Finance and Accounts Cadre. Now efforts are being made in DoT for early endorsement to BSNL. AAOs Pay Scale case came for hearing in the Hon'ble Delhi High Court on 05-10-2007
05-10-2007. PLI Based Bonus:-
It is understood that BSNL Board has approved PLI, 1.1 times of the Basic Pay for the year 2006-07 with no upper ceiling limit and the minimum amount of PLI is fixed up Rs. 10000/-. PLI payment order is expected shortly.
05-09-2007. Massive Dharna by Joint Forum on 11-10-2007:-
JOINT FORUM CALL- ORGANISE MASSIVE DHARNA ON 11th OCTOBER 2007 for redressal of the demands i.e. (1) Immediate supply of 2G, 3G GSM Lines (2) Grant Navaratna Status to BSNL (3) Ensure Financial Viability (4) Withdraw unjustified conditions on Pension (5) Immediate Absorption of Group A / ITS Officers (6) No VRS / CRS (7) Start Wage Negotiation (8) Merge 50% of DA with Pay w.e.f. 01.01.2004. All the Branch Secretaries are requested to participate actively to make the Massive Dharna programme a grand success.

10-07.2007:: Negotiations failed agitational programme to continue :-
If street man becomes head of any organisation, this has to happen.Ministers says go for 2G technology leave 3G, since it is cheaper and relates to Motorola. Our past experience is that Motorola is worst possible vendor.The government wants BSNL to become sick industry but we cannot allow this to happen. We have grown BSNL with our dedication & hardwork.LET US REMAIN UNITED AND FIGHT TILL SUCCESS. WE ARE READY FOR INDEFINITE STRIKE whatever may be its consequnces.We have to defeat ill will of Government.

06-07.2007:: Notice issued for Indefinite strike :-
Joint forum of Unions/Associations of BSNL unanimously has decided to go on strike on 11th July, 07 and in case the issue of immediate procurement of 45.5 million GSM lines is not resolved, the strike shall continue indefinitely. Prior to going on strike on 11th July, 07 from 0600hrs, following mobilization programmes have to be observed.

1-Massive lunch/closing hr demonstrations at Corporate office/CGM/SSA level along with wearing of black badges on 6th and 7th July, 07.

2-Full day dharna on 9th/10th July, 07 at Corporate office/CGM/SSA HQs.

3-Strike on 11th July, 07 from 0600 hrs which shall continue indefinitely in case the issue is not settled.

We have to make the programmes of organizational action a complete success so that the strike of 11th July, 07 from 0600 hrs which is to continue indefinitely in case the issue is not settled is total and it has its impact in terms of creating compulsion on MOC & IT to immediately act and decide on the highly delayed issue of placing purchase order for procurement of complete 45.5 million GSM million lines.

We are all fully aware about the threatening consequences of continuing delay in procuring GSM equipment and the great impending danger of cancellation or modification of already approved tender. Any GSM equipment not inclusive of 3G component is meaningless and shall be totally disastrous from point of view of future growth of BSNL. We have to take great effort to explain the implications of the delay in purchase of equipment and also of cancellation or modification of the tender. Modification of the tender by eliminating 3G component is going to be most dangerous. Our role and responsibility in this crucial struggle is simply going to hold the key.

We have to understand and recognize the critical position that we hold and the strategic and cohesive role we have to play in the context of complete mobilization and success of this crucial struggle.

14-06.2007:: Time Bound promotion order issued for STS/SrAO/SrSDE:-
Time Bound promotion orders of STS to JAG and SDE To sr SDE has been issued. Few cases left out due to non availability CR will be made soon after receipt of CRs within next week.
23-05.2007::ITSA Court Case regarding Group A Absorption :-
Next date has been fixed for 11th July 2007.It is endless process unless our Associations presurise nothing is going to happen.
14-06.2007::CHQ Call for agitational Programmes :-
Agitational Programme of action has been postponed as per assurances given by the Secretary DOT and CMD BSNL. Final decision will be taken in Central working Committee meeting going to held at Faridabad on 26th & 27th July 2007.
04-05.2007::Time Bound Promotion:-
DPC for Time Bound promotion of STS to JAG has been done today. Vigilance clearance from BSNL HQ has been submitted. Orders will be issued only after getting Vigilance clearance from BSNL HQ. Home work for DPC from JTO/JAO to SDE/AO & SDE/AO to Sr SDE/Sr AO is almost over. DPC will be conducted very shortly.
11-04.2007::Time Bound Promotion of Accounts Wing :-
Time Bound promotion of Accounts Wing shall also be done by Administrative Section to avoid delay. Necessary docuements have already been handed over to AGM(Admn). We are trying hard to get it done within this month. Delay is due to non receipt of clarifications from BSNL HQ.
02-04.2007::DPC Of Chief Accounts Officers :-
The DPC Has been delayed due to one of the members insisted for completion of CRs of left out 25 officers.All are requested to pressurise their CGMTs to send CRs of officers, whose CRs are awaited in BSNL HQ so that it may be completed atleast in April 2007
29.03.2007::Mis-management in ALT Center Ghaziabad :-
Most of the LCD Projectors are Faulty and no one is caring for its repair. Photo Copy machines of different faculties are also faulty.Providing of Handouts to trainees are becoming difficult day by day. Air conditioning plants of administrative building is faulty. Summer is approaching but nothing is being done.Only civil works are being carried out and no one is caring for Trainees difficulties.This need attention of higher authorities otherwise status of ALT Centre will diminish.
24.03.2007::AAO Case in Delhi High Court :-
Yesterday i.e. 23-03-2007 the case was heard in Delhi High Court our advocate argued case nicely. The petition has been accepted. The Association is trying to file application for early hearing.
16.03.2007:: Group A Absorption:- Next date of hearing is fixed for 25-04-2007 though Supreme Court desired hearing on day to day basis. This was expected.Secretary DOT is being mislead by ITSA in the name of negociable settlement.This is stretegy of ITSA to pass on time. Perhaps every time dates are being extended with consent of both sides advocates.No settlement is possible because majority of ITS wants government status but do not want to leave BSNL. God can only save BSNL.Public money invested in BSNL is at stake.Both the General Secretaries are silent spectators.Some thing has to be done by general membership to save BSNL.All executives are requested to impress upon these leaders to go on agitational programme. We can also depute advocates from Association side, becoming party in this case otherwise our future is dark.
16-03-2006:: Time Bound Promotion:-
In Uttarakgand Telecom Circle implementation of Time Bound promotion is at the final Stage. DPC committee is already formed for both STS and Groub B promotion. Data from every SSA has been received including from Haridwar SSA. It is hoped that whole process will be over upto 25th March 2007.
15-03-2007:: Promotion orders of JTOs:-
Thirty Five regular SDEs from different Circle have been allotted for Uttaranchal Circle.We welcome all newly posted SDEs to join this Circle in the interest of BSNL. They will feel here as good as they are at their home town.
28.11.2006:: Group A Absorption:-
It is heard that due to sad demise of mother of one of the judges hearing could not be possible.Next date fixed for 13-12-2006. This is a linger on process unless our Associations become party in this case. The matter seems to be lingering on, on one or the other pretext.God can only save BSNL. The present Secrtary Telecom is also not taking any interest.The departure of Dr Sharma from Secretary Telecom from our Department has haulted the process and no one either Associations or Higher authorities are taking any interest.It is high time to exert pressure on our central leadership by one and all.It must be decided once for all either positive or negative. MTNL New Delhi is not able to give Pay and allowances of its staff and money is being taken from MTNL Mumbai now a days.Will you like this situation in BSNL also.
27.11.2006:: Time bound promotion:-
The Secretary Telecom was on tour to Bhopal and then now to Dehradun. Despite meeting by both the General Secretaries every week and assurances to get issued orders "SOON" no out come is visible. Also there is no pressure of these associations on DOT. Things are taking its own course of time. Due to this people are retiring as Adhoc in STS cadre everyday.Unless both these issues are settled, we should not hope any result from our CHQs may be SNEA or AIBSNLEA.The strategy of ITSA is prevailing over all. Those who have been absorbed are worst sufferer.Those who are on depuation are enjoying. Perhaps both the Associations should bindup their bag and baggae, if they are so in effective.General members of both the Associations should unit and do some thing or otherwise Formula of "SOON" will continue till optees are out of BSNL.
15.11.2006:: Group A Absorption Court Case:-
Today case came for hearing on behalf of Govt. ITSA insisted to appoint a committee to finalize the modalities of absorption. Govt. Addl. Solicitor General informed on behalf of government that there is no such proposal & also inform the Hon'ble Court the Terms & Conditions which were offered to Group 'A' officers are final one. Hon'ble Court intervene & told that respondent can't be insisted to appoint a Committee and also told to the advocate of ITSA to argue on merits. The case is posted for argument on 27.11.2006 on day to day hearing basis
15/11/2006 :-Promotion Policy:-
Return of the Secretary Communications from abroad is expected on 16-11-2006.report on financial implications in view of upgradation has already been submitted to the Joint secretary by the DDG(Finance) DOT. CMD informed that he has already spoken to Secretary DoT for an early approval & Secretary DoT has also assured an early action. He also advised us to interact with the concern officers of Pension & Finance Wing of DoT.
27/10/2006 :- MEETING WITH MOS(C) :-
GS, Pres, FS, AFS and Auditor met Hon'ble Dr. Shakeel Ahmed Minister of State for Communications and IT .Senior Oficers of DOT were also present in the meeting. Discussed pending grievances of Executives in BSNL.1) IMPLEMENTATION OF EXECUTIVE PROMOTION POLICY IN BSNL, ABSORPTION OF GROUP 'A' OFFICERS AND PENSION :- MOS(C) informed that, he will instruct concerned officers to take necessary action.So that BSNL can implement immediately.2) REFUND OF CGEGIS :- Already approval of MOF has been communicated by DOT to BSNL vide letter no.5-18(3)/2006/PAT dated 25/10/2006 and also informed that DDG(A/Cs) will communicate the actual payment of accumulations under "savings fund" of scheme separately-Click here.3) WINTER/SUMMER DRESS TO EXECUTIVES OF BSNL :- MOS(C) assured that He will speak to CMD,BSNL to provide Winter/ Summer Dress to Executives Of BSNL immediately. 4) OTHER HR ISSUES AND VIABILITY OF BSNL :- He informed that issues will be examined and looked in to. Meeting continued for an hour.
19.10.2006:: Group A Absorption Court Case:-
Next date of hearing in Delhi High Court fixed on 03-11-2006. Arguments remained inconclusive due to sad demise of a judge.
12/10/2006 :- Recommendations of the Shri Bhave Committee & Policy as approved by Secretary, DoT
1.The first upgradation of IDA scale of individual Executive will be due for consideration on completion of 4 (four) years of service in the current IDA scale subject to the condition that the Executive�s basic pay in the current IDA scale has crossed /touched the lowest of the higher IDA scale for which his/her upgradation is to be considered OR he/she has completed 6(six) years of service in the current IDA scale, whichever is earlier.

2.The subsequent upgradation of IDA scale to the next higher IDA scale will be due on completion of 5 (five) years of service in the current IDA scale.

6.The ACRs of the previous 5 (five) years shall be taken into consideration for arriving at marks with rating marks as below:

7.For the purpose of counting the service in current IDA pay scale for any Time Bound upgradation, technical break periods in the Adhoc arrangements ordered by DoT/DTS/DTO/BSNL Corporate Office will be treated as continuaous for the limited purpose of counting of current IDA scale service period only without any other benefit, monetary or otherwise. Further, IDA scale granted to any Executive by virtue of any local officiating arrangements will not count for the purpose of IDA payscale upgradation.

8.Review to be done at Circle level for all disciplines on a time bound basis and on being found fit as per concerned regulatory conditions, the IDA scale of Executive will be upgraded to the concerned IDA scale from due date. 9.Consequent to upgradation of IDA pay scale, there will be NO CHANGE IN SUBSTANTIVE STATUS, designation and duties and responsibilities of Executive, unless any change is ordered in specific context.

10.Since the first review under Executive upgradation policy is to be made with reference to 01.10.2004, upgradation due to the Executive on or before 01.10.2004 based on earlier time bound policies, so upgradation will be granted to the executive on the basis of options as ONE TIME RELAXATION if he /she is willing for such promotion and adjudged fit in accordance with concerned regulatory conditions. Options once exercised shall be final. The subsequent eligibility for IDA pay scale upgradation of such Executives will be governed by BSNL�s Time Bound Upgradation Scheme.

11.With the implementation of TIME BOUND Upgradation with effect from 1.10.2004, provisions with regard to the post based or otherwise arrangements like Ad-hoc/officiating/In-situ/ACP and any time bound promotion/ upgradation scheme presently in operation in BSNL shall stand withdrawn, unless permitted in any specific context.

12.Every Executive whose pay is upgraded to next higher IDA pay scale will have to compulsorily undergo Two weeks of training (One week in Administrative Management/ Customer Care and one week in latest developments in Core Competence Area) for being eligible for drawal of second increment in the upgraded IDA Pay scale, i.e. the training is to be completed within a period of two years from the date of upgradation to the higher scale. The Executive who fails to successfully undergo the prescribed two weeks training will not be eligible for consideration for next IDA scale upgradation even if he/she is due for upgradation otherwise. The detailed instructions in his regard shall be issued by the training branch of BSNL.

13.Since complete picture of Executive cadre will emerge only after terms and conditions of Group A absorption are known and linked issues appropriately addressed, existing designations shall continue. However, to bring similarity in designations for Executives of same pay scales working in Corporate Office, the designations of all SDEs/Aos/PSs/Sos be changed to AD(Assistant Director) and all all JTOs/JAOs/Assistants/PAs to be changed to Joint AD.

14.BSNL Board decided that Management Trainees Recruitment is to be done at the level of STS. 50:25:25 will be the ratio for filling up the post through Seniority cum Fitness, Departmental Examination and Direct Recruitment. Bhave Committee proposed for recruitment of MT at STS level with 60:20:20 for Seniority cum Fitness, Department Examination and Direct Recruitment. 15.Period of past service rendered in the DoT/DTS/DTO not to be counted for the purpose of time bound IDA upgradation (no service weightage) since financial benefit is given through point to point fixation in IDA pay scale.

11/10/2006 :- REFUND OF CGEGIS :-
GS spoken to DDG(E),DOT regarding refund of CGEGIS. DDG(E) informed that DOT has received clearance from Ministry of Finance regarding refund of CGEGIS savings . He also informed that soon after completion of some formalities, order is expected to be issued by the end of Oct,2006.
05.10.2006 :- ABSORPTION OF GROUP"A' OFFICERS-COURT CASE :-
New Bench in Delhi High Court formed. Next date of hearing is fixed for 16-10-2006. Day to day hearing proposed. Let us hope results favourable to BSNL.
23.09.2006:-All the Circle / Branch Secretaries are requested that the request transfer applications being sent to CHQ to be taken up in BSNL Corporate Office New Delhi should be sent with the following conditions :-
Applications should be drafted in the Performa circulated by BSNL Corporate Office Whether the case is forwarded / recommended by Head of Circle or not? If not mention reason. Direct cases may be sent to CHQ based on medical grounds of specific diseases listed by BSNL Corporate Office. Applications should be sent in original to CHQ. Applications will be entertained being sent through Circle Secretary only.
23-09-2006:- Uttarakhand SNEA One Office Bearer Frustrated:
People recruited at a place had never gone in their entire span of service to any other place/Circle/Station, though claiming themselves of being of All India service liability and availing facilities. Regarding rotational transfer, when we insisted to implement BSNL guide lines in this respect, the administration shifted few of them to a nearby station/circle, Such people are now so annoyed that they are treating it, as their personal enimity and crying/making malicious, bogus personal complaints against our Circle President and his family members. Their such attempt to tornish image of our Circle President shall be repulsed equally & firmly.Truth always prevails over evil. We request all executives irrespective of their affiliation to realise this fact and never trust such people.
14-09-2006:- Agitation Threatening by SNEA Uttarakhand :-
When ordinary executive is transferred out of station against rules, no one opposes it but when leaders are transferred even as per rules, different tricks, ways and means are adopted to pressurise the administration for personal shake. This is the pathetic scene of so called trade uion leadership.The real face of this leader is visible to all. Many people become office bearer to safe guard their own interest only. General members should realise this fact. Please expose such negative approach of such leaders. Be united for general cause of all Executies of BSNL.

12.09.2006:-GS,President,AGS Shri Pradeep Goel,FS and AFS met Shri D S Mathur Secretary,DOTand discussed 1) Payment of Pension to BSNL Employees :-
We strongly protested against DoT letter dated 15.06.2006 which is causing lot of frustration and unrest in the minds of BSNL employees. Secretary,DOT informed that the issue will be discussed in Telecom Commission Meeting. He also appreciated our concern and anxiety on the issue.
2) Withdrawal of benefit of pay fixation under FR 22(1)a(i) to JTOs and SDEs:-
on their vertical promotion issued byI DOT vide ltr NO.1-4(34)/2000-PAT dated 06/09/2006 :-We apposed the letter return by DOT. Secretary, DOT informed that the it was compulsion on the part of the DOT to issue this order to comply para raised by DAP&CAG. He also clarified the order will take immediate effect but not retrospective effect. He informed that you may contact Member (S), DOT for further clarifications.
