Pengembangan Terpadu PLTA Mamberamo dan Industri Aluminium
(Development of Integrated Mamberamo Hydropower Plant and Aluminium Industry) 

Abstract

    Hydropower potential in Mamberamo river catchment area reaches 10,476 MW and the one which has the potential to be developed in advance is Edi Valen hydropower plant with capacity 630 MW. The hydropower generation is planned to supply electricity to the aluminum industry to process alumina into aluminum using imported alumina raw materials from Australia. Economy of an integrated hydropower plant and aluminium industry in Papua will be evaluated in this paper. Smelter production capacity is assumed 225 thousand tonnes per year with life time of 25 years and discount rate of 10%. The hydropower plant has installed capacity of 460 MW with electricity price of 5.37 cents US$ /kWh and transmission costs of 1.9 cents US$/kWh. Based on these conditions, the economic value of the aluminum industry can be determined. The estimation of the annual profits is 89.4 million US$ per year with an IRR of 22%, NPV of 853.5 million US$ and BEP after 8 years. When the electricity generating cost over 7.4 cents US$/kWh, the development of smelter industry is not feasible.
