Scooter Licences

 As we’ve mentioned elsewhere in this newsletter BBC’s Watchdog did a couple of reports on scooter suppliers. In the first report they mentioned that all scooters needed to be licensed, this has caused some confusion amongst those of our members who have scooters of their own.

On the second report the following week they stated that standard 4mph disability scooters do not require a licence, the licence applies to ‘sport’ scooters (often called Buzz Boards) but they added that larger mobility scooters, that is the heavy-duty 8mph type, do not need a licence but do need to be registered with the DVLA. We subsequently rang the DVLA to find out for ourselves exactly what the position is. This proved more complicated than anticipated as nobody at the DVLA deals with scooters (or seems to know that much about them!) they sent us a statement reaffirming the need for licensing and registering for Buzz Boards, Go-Peds and similar vehicles but within the statement there was no mention of electrically powered disability scooters.

We rang the department of transport and spoke to Alex Jones of vehicle standards who told us categorically that neither 4mph medium nor 8 mph heavy-duty scooters needed a licence; all scooters intended for use by those with mobility problems are exempted from requiring a licence.

Neither the DVLA or Dept. of Transport knew anything about registering the larger scooters, neither did any of the scooter manufacturers that we spoke to. The only thing that they all mentioned was that people using heavy-duty scooters need to remember that it’s illegal to drive these at 8mph on a public footpath; when on a public footpath the speed should be turned down to 4mph.

Insurance 

In the same vein as above we’ve been asked what the position is regarding insurance for scooters. Within the scheme our members are covered by our own insurance whilst out on one of our vehicles, subject of course to the usual terms and conditions. Many insurance companies offer schemes (third party and fully comp.) specifically for scooters and electric wheelchairs but at the moment there is no legal requirement to be insured if you are out on your own vehicle. Like compulsory testing, we suspect that it is something that probably will happen in the future, time will tell when.

 

SCOOTERS IN THE SNOW

We’ve been asked if we’ll allow scooters out in the snow (if we get any!) the simple answer at the moment is we don’t know. Until we’ve had the opportunity to take a scooter out in the snow and see how it handles we’re a little reluctant to commit ourselves.

I suspect that light dry snow will be no problem but ice or frozen snow will be.

We’ll probably make decisions on a daily basis, taking a scooter out ourselves first if we’re in any doubt.

Scooter Security

 

Neil Crabtree of the crime prevention unit at Abergavenny Police station has been looking at scooter security, he was approached himself
by the member of the public who was concerned that anyone with a key could drive off with their scooter. Neil spoke to Carcraft in
Abergavenny who have ignition locks and circuit breakers that would be as effective on a scooter as on a car. We spoke to several of the
scooter manufacturers none of whom did anything specifically for scooters but all said that most devices that work on a car would work on a scooter. As some scooters users might have difficulty in fitting one of these devices themselves, PC mobility in Bargoed are offering a fitting service, for more details contact us.

 

Neil also told us that Abergavenny Police have a cycle marking scheme, they put a number onto the bike with a U.V. pen and an embossed
label, this number and your address are then put into a database. If the bike is stolen and recovered it can then be traced and returned.
The police don’t charge for this service and are quite happy to offer it to us and any of our members; they will mark the scooters in the
same way and add the information to their database.

If you don’t live in the Abergavenny area and are interested in the scheme contact the Crime Prevention officer of your local police force, most forces have similar schemes and should be prepared to include scooters.


Waterside Rest

 

The Waterside Rest is offering a discounted menu for daily lunch times and afternoon teas to local groups who wish to visit on a regular basis. If you know of or belong to a group that would like to take advantage of this offer they can be contacted on 01873 881355.

The Waterside rest is situated at Goytre Wharf, it is surrounded by woodland and would make a nice location for a future members trip in the summer. There’s a lot to see there (without going too close to the canal) and the restaurant has a ramp and plenty of room for wheelchairs. If you think you might be interested in coming along, let us know and if we get enough interest we’ll organise all of the transport and provide details. Meals will be around �3.50 per head.


Scooter Club

 

Many of our members bring their children/grandchildren with them when they take out a vehicle, indeed many of our members only joined as a result of ‘persuasion’ from their kids. Unfortunately we cannot allow children to ride with you on the scooter as they upset the vehicles centre of gravity. To make up for this we started the scooter club.

After some discussion the judges finally picked a winner in our autumn colouring competition, Roy Noble who commented that the standard of the pictures was remarkably high considering the age of some of the entrants presented Alana Sculley with her prize. The winner of the winter competition will be picked at the end of January; the first issue of our club comic and the new colouring sheets are available now, free from the office. The competition is open to anybody. All completed sheets and the winning entry will be displayed as usual on our office wall.
