0.0 Preface

AAW Footing Memo for Councils. This is first time we try to implement council-type-of-thing in AAW, the following objectives are of interest

Development council and Quest council follow the culture of informality AAW has had so far, and no rules or such are needed for them, other than merely defining their position and giving their authority for certain privilages (to be implemented later). As a body that passes judgements, the High Council needs to be defined more precisely.

0.1 Ranking in AAW

The following levels are currently in our MUD.

Councillors are ranked as level 75 Legends, even though their level is not automatically raised.

1.0 High Council

Primary function. To works as judical system for AAW. Passes judgement on cases according to the laws of AAW. The procedure for this:

Secondary function. To work as legislative body. Can make decisions concering

Each member of High Council has one vote in all voting topics that are to be brought up. Vote options: yes, no, empty, absent. Decisions shall be taken by majority vote of all the members of High Council. In case of votes going "50-50", the chairman's vote counts.

High Council does not pose the authority to putting decisions into effect. This is done by Development and Quest Councils, where applicable, or by Imms.

1.1 New Members of High Council

To become a councillor: The councils can appoint new members as they wish. In order to become legal, these decisions have to be sealed by imms. Candidates for High Council has to fulfill following:

1.2 Mandate

The councillors are appointed to their posts for a one month preliminary term. After this time of trial the system and its future will be decided, according to how well the objectives at 0.0 are met. The term starts at 2.2.98 0:01 CET and ends 1.3.98 0:01 CET. The high council starts as:

2.0. Council of Development and Foreign Affairs

Primary function. Follows the idea board and condences and prepares ideas that could be implemented. Gives preparations straight to imms (so to reduce unnecessary bureucracy), presentates however its doings once a month in front of High Council (if asked). Also a starting area builders can begin here.

2.1. New Members of DFA

No strict level limit. If interested candidates show up, they should contact an earlier member of council, or an imm.

Will not be considered before the end of trial period.

2.2 Mandate

The councillors are appointed to their posts for a one month preliminary term. After this time of trial the system and its future will be decided, according to how well the objectives at 0.0 are met. The term starts at 2.2.98 0:01 CET and ends 1.3.98 0:01 CET. Or anytime they wish to retire.

3.0 Quest Council

Primary Function. To plan and prepare quests for AAW. Assists imms in implementing quests. Also a starting area builder can begin here.

3.1 New Members of QC

No strict level limit. If interested candidates show up, they should contact an earlier member of council, or an imm.

Will not be considered before the end of trial period.

3.2. Mandate

The councillors are appointed to their posts for a one month preliminary term. After this time of trial the system and its future will be decided, according to how well the objectives at 0.0 are met. The term starts at 2.2.98 0:01 CET and ends 1.3.98 0:01 CET. Or anytime they wish to retire.

1
