3.) I don't think Resolutions would have been as good with Picard & Riker
2.) Picard would have spent the whole pilot debating over whether or not it violated the Prime Directive to save the Ocampans. He eventually would have saved them and used some philosophical babble to weasel out of the Prime Directive.
1.) Picard would probably have peed his pants when they reached Borg space. (He also would never form an alliance with the Borg, so the whole galaxy would be vaporized by now.)
