With the car sitting on a level surface, the highest point of the front wheel well rim should be approximately 26 inches off the ground. The rear wheel well rim should be about 25 inches off the ground.
Here's a measurement table for an early Mustang posted on the Vintage Mustang Forum by long-time Mustang restorer and Mustang Club of America competition judge Jeff Speegle. The question was posed for a 1965 Mustang:

Lift up on the bumper then push down on the fender, to settle the suspension. Repeat on each fender. Now measure from the ground to the high-point of the wheel well rim.
