Value is a subjective thing. How much are you willing to pay, and how badly do you want the car?
One thing that should NOT influence your budget is how much you expect sell the car for when you are done.
Restoring Mustangs is not a profitable business. Counting the car's original cost, you will most certainly invest more in the project than you will be able to recoup in a sale---and that does not include your time and sweat equity.
