October  1997
       PRESIDENT'S CORNER
I first want to extend my personal thank -you to Harry Huggins for the sensational Steak- Out that we had on the 26th.   I feel Harry put out that extra effort to make sure everything was  convenient for all of us.  I also wish to thank Henry for coming out even though  his wife was sick at home.  I know a good time was had by the 53 people that were able to make it, and I hope next time we can even have more.  The club did a great job on the baked potatoes, sauteed onions and mushrooms, green beans almondine, salad and dessert.
Well it sure has been a quick year for me, unfortunately it seems that I have been sick for most of it and did not get to do some things with my family as I had wanted to.  I hope you have all had a pleasant summer and got to do fun things with the family.
I hope to see a good turn out for our luncheon business meeting at Locks Pointe Restaurant at Great Bridge in Chesapeake at 136 Battlefield Blvd. N., it is just past the intercoastal bridge going towards NC.  I have never ate there but my wife has, she said the food was great.
I look forward to hearing more ideas for fun things for us to do next year, I think we should have a house party, a trip to Atlantic City or Vegas.
I have built a distribution list to send to all CWO's in MLC and also reach to Area, I hope to get a few people from this building to attend this October luncheon.
I want to thank those that sent cards and called while I was not feeling well this summer it is nice to know that people care.

RETIREE DENTAL PLAN
Retiree Dental Plan authorized by the 1997 Defense authorization Act will not get off the ground until at least early 1998.  The congress directed DOD to establish a dental plan for retirees and have operating by October 1, 1997.  The program is being delayed because of Congressional staffers' concerns over DOD's intent to have a single national premium.  The concern is that a single national premium would overcharge some retirees and undercharge others, because dental costs are different in different parts of the country.  They want separate premiums for different geographic regions, to protect retirees living in low-cost regions from subsidizing those in higher-cost area.
This new guidance has delayed the award of the contract while DOD and the potential bidders sort out how to construct a regional program.

THE MAKING OF A SAILOR
It is not in books or at the library table that the art of the seaman can be acquired.  Quickness of eye, nerve, promptitude of judgement, are the indispensable gifts, which must be gained by long and varied experience at sea.
