If you want to build roads and railroads on the ocean:
Get a settler or and engineer into a vessel, go to the position in which you would like to build the road or railroad, and press R.
Go to the map editor and make the map entirely and only water. Then save it and go to pre made world. Select the map you saved, and once the game starts you will win a lot of points.
