BUSINESS LABOUR UNIVERSITY for electronic Society (acronym : B.L.U.e.S )

 

BLU.eS pilot project of  <e.Learning on demand >, is designed as a  tool for change improving entrepreneurial creativity , centered around the need to growth opportunities for developing  the  European Knowledge Society .  Following the above goal an “Inducator” strategy  will be developed by the <European Virtual University> Consortium producing a lifelong e learning incubator methodology, for enhancing European SME’s concurrency in the workd market . B.L.U.e.S. is an “e.learning innovation process” that  may be viewed as one  R&D catalytic interface  that converts advanced cognitions of the  knowledge economy to the necessary knowledge management “net-learning” , for implementing  SME’s leadership abilities .

4. 2                 European laboratory for innovation in e-learning                                                                                             X

In a rapid changing cultural environment of contemporary “knowledge society” development, “e.learning” cannot be considered as a simple transfer of contents at distance. Therefore the B.L.U.e.S. “e.learning on demand” action plan,  need to be founded on a virtual European network of “Research & Development” in the field of knowledge management innovation. The European net-R&D- laboratory will be the active promoter of the creation of  some  cycles  of “e.learning on demand” formalised in  courses programs. The contents of such cycles of  Knowledge Management  will start  from the production of educational on line

material, for core skills on net-economy,  to the adjournment and enrichment  of the successive e.learning  cycles, that will be adapted for more specialist skills requirements,  coming from the solicitations of the SME’s joined to the B.L.U.e.S. joint activities .

Hence B.L.U.e.S. strategy need to start up as a pilot program for joining an European  Laboratory Network

finalised to grow up the possibility of SME’s to operate in an European scale of co-operative R&D in “Digital Economy”, reinforcing their networked infrastructure with Universities , getting an innovative  strategic vision of  productive development in the global market.

 

 

4.3       New learning environments                                                                                     X

The B.L.U..e.S., project will be a knowledge incubator  on net-economy development of European  SME’s,   corresponding to an e.learning innovative designing  of  knowledge management working as well as a permanent consultant system of  a new  e.learning environment - 

The e-learning modus operandi of B.L.U.e.S. European Virtual University in called as INDUCATOR strategy (i.e. icubator of e.leraning knowledge acquisition for long life education. 

In fact B.L.U. E.S.   partnership will act as an European Virtual University enterprise working in both synchronous and asynchronous e.learning open system for identifying  and designing  integrated e.training  strategy, to  optimise the development of critical competencies across networked  extended  organisation among University and SME’s  to drive “e. business” competitive results. B.L.U. E.S. networked partnership  would  develop an e.learning action plan  structured as well as an interactive  consultants on line strategy working  to disseminate  knowledge evolution on  key  areas of NET-Economy development , where e.learning  has the greatest potential, essentially to drive both . a)   graduates new e.work employing,  b)  development  of  e .business into a networked co-operation between  SME’s and University enterprises.

To achieve the above goal  B.L.U. E.S. partnership will develop an innovative strategic  enterprise on 

knowledge management education connecting to build up an “ e.learning “ system finalised to help the

growing of extended networked  SME’s organisations by means a long-term, scalable vision for 

“e.BUSINESS” for increasing European SME’s competitiveness in the world-market.

 

 

4.4              Virtual models of education and training                                                                          X

As before said the B.L.U..e.S.   pilot project will be organised as a model of Virtual University “e.learning

Management Systems” – finalised as well as an “inducator” for knowledge asset accelerator for grooving SME’s/ University expended enterprise in the context of the evolution of NET-Economy . Following  the

above goal the B.L.U..e.S. will  offer a number of synchronous and asynchronous workshops and consulting  lectures and conferences  that enable European SME’s to more effectively link between e.learning and e. business results in the contest of  the contemporary evolution of knowledge based society .

B.L.U..e.S. pilot project will provide e-learning consulting  “inducator” enterprise based on  partnership and co-operation among European University and other socio-economic actors, to favour  and to accelerate initial deployment success with a well conceived, sustainable roll out plan and long-term e-learning effectiveness for European Companies interested in  developing new “extended networked enterprises”.

B.L.U..e.S. pilot project will  propose a new dynamic e.learning environment model for growing up an  “e.university “ through  the organisation of  e-learning virtual models and collaborative learning practices of permanent education and training for operating the change associated with the team management training competency  to produce e.business addressing all the challenges and opportunities of the Knowledge Digital Economy. In conclusion , the pilot project B.L.U.e.S  developing  comparable criteria and methodologies in the field of the contemporary e.learning challenge, acts in perfect coherence with the Sorbona and Bologna declarations for the future of  European Universities looking to enhance higher educational co-operation in developing European cultural & economical dimensions for social and human growth, capable of giving its citizens the necessary competencies to face the challenges of the new millennium

Finally a  large transfer of the pilot project  model of Virtual University on “e.learning Management Systems” will be guarantee by dissemination actions of the e.learning B.L.U.e.S. PORTAL and through four international meetings .The pedagogical and technological quality will be effectively testes and assessed opening a “virtual Community” with European SMEs for the development of the “e.learning on demand” cycles of lifelong educational materials and consultant  product, tailored to the narrowed needs of user-groups of specific productive sectors, for enriching the knowledge management of  SMEs competitively in the world market. In progress auto-sustainability of the “European  Virtual University “ know how  will be  experimented  starting from the idea to apply a “franchising “ business model for improving the auto-financing  expansion of the Business Labour University for e.Society at the international level.

 

 

4.6       e-learning demonstration projects for key areas                                                          X

B.L.U..e.S. e. learning action plan, will develop advanced culture matters for the European model of Knowledge Based Society  producing e.learning materials for  improving and enriching  e. learning demonstration  for key areas  of SME’s production for enhancing the quality  of the learning and consulting interactive process  starting from the fundamental need  of integration  between scientific and business cultures i.e. one of the most important factor of  the contemporary knowledge based economy where the success means being able to respond quickly to  changes in the   knowledge management of the global market-space.

B.L.U..e.S. e. learning action plan will be  organised on the basis of a  common platform for innovative e.learning cross fertilisation  among University and SME’s as a consulting  permanent training system subdivided in three levels of  Knowledge Management courses  finalised to improve Net-Economy Competition. Those levers organ that will concerns : 1) Basic Net- e.Business issues in the globally connected world,  2)  Focused adjournment topics  of modelling in managing change of re-organisational networking requirements  ,3) Specific strategic issues on new paradigms of knowledge management. Such three cycles of

interactive courses  will be developed during three semestral sequential, giving as educational products some modularised web-based knowledge management e.books, that will be disseminated.

B.L.U..e.S. e. learning action plan will develop during  the last semester  of the program implementation a series modularised web-based knowledge management materials,  which provide for  large leadership special application on the following key areas of the development of net-economy : Science & Technology  advancements in Ago-Food  industry and market , Cultural – Tourism  for improving  new  “e. entrepreneur ships“  for e.Europe development.

This section will be  important for defining the spectrum of new intellectual  e. professions, giving  an appropriated contribute to the solutions to the problem of skill shortage in the field of Net-Economy development.

The School of Mechanical, Materials, Manufacturing Engineering and Management at the University of Nottingham has well established links with a wide range of industries, academic and research institutions at both national and international level. 2. Pacificstream Information - UK, Southport –private not for profit company -, will provide skills and knowledge specifically relating to B.L.U.e.S e.Learning. pilot project:

Graphical Interface design ; Web design ; Technical solutions inc. Server hosting; Information Architecture; Evaluation and assessment; Project management.

Pacificstream Information has particular expertise on the evaluation of projects because of the experience they have of quality assurance methodologies. Senior Directors have experience in TQM, quality systems approved by the Training and Enterprise Council, UK (TQASM), ISO90002, Registration for the Directorate of Contracts and Accreditation and Investors in People. They have also been involved with the development of self-assessment quality assurance methods for EU projects, for  developing  a culture of continuous improvement. A comprehensive commercial plan will be developed for the future market potencial and commercialisation of BLU.eS Virtual University . The partnership will act as consultants for this plan.All decisions will follow EU guidelines. The Commercial plan will cover the folowing topics:

ž          Overall management, segmentation and marketing

ž          Production of a marketing and commercialisation plan.

- In the UPCT are being taught several  e-learning courses since two years in the bosom of a research about e-learning advantages and disadvantages. This research has allowed us to know about students’ opinions, infrastructure needs, technological platforms, ecc.

Our participation in the BLUeS project could be as follows:

5.- CEPaD (University centre for continuing and distance learning) provides technical and pedagogical support for developing e-learning in Catholic University of the Sacred Heart.

The centre’s principal activities are:

-          trying out digital and multimedia technologies for teaching applications;

-          setting up a technological system for developing university activities by means of new communication technologies;

-          the study and organisation of flexible and readily accessible media for the training of new technology trainers;

-          laying down systems for assessing the quality of new teaching activities and their respective organisational and structural process;

-          setting up multi-disciplinary methods and instruments for assessing the University’s activities within the permanent and adult education sector.

We follow a didactic system that operates on three different elements:

-          professor’s on-line presence ; live tele-didactics; web-based didactics

these three elements are not self exclusive, they are part of an integrated system related to a classic professor-to-students lesson. CePAD  – will contribute to the B.L.U.e.S. Pilot  project  in the following tasks:

-          Participating to the B.L.U. .e.S.  European laboratory for innovation in e.learning  and to the networking “Consortium”,  growing up an European Virtual University  for on demand e.learning

-          Co-operating in applied research ,developmen, implementation and testing  of knowledge manegement new learning  environment

-          Evaluating on a critical reflexive use of new pedagogica methods and approaches  in the B.L.U.eS collaborative e.learning practices , assessing  the added value and benefits of e.learning environments for the SME’s community involved in the B.L.U.e.S e.learning programs.

-          Contribute to the development of new learning materials  on demand for specialistic areas  and for  specific user groups  in bi-lingual- transpation  (Italian – English)

 

7. UNIVERSITY OF THE AEGEAN :

DEPARTMENT OF CULTURAL TECHNOLOGY AND COMMUNICATION

The University of the Aegean was established on March 20th, 1984. It is a pioneering endeavor in several aspects, namely its geographical location and dispersion, the selection of academic and research fields, and the interdisciplinary knowledge offered in its academic departments. The geographical location of the University of the Aegean puts a challenge to the operation of a University system. The University’s unconventional character is manifested in its efforts to spread its academic activities on six Aegean islands located at considerable distances from each other. This uncommon choice is contrary to the prevailing traditional university model, which is characterised by a centralised and bureaucratic operation. The application of a decentralised model has several obstacles to overcome, such as administrative overhead, problems in cooperation between departments and researchers, and the difficulty of sharing resources. The approach  taken in our case has proven most successful so far and is consists mainly in extensive utilisation of information and telecommunication technologies, as well as in the careful selection of academic disciplines and location of Schools and Departments. It is important to note, moreover, that the greater area on which the University operates, namely the islands of the Aegean Sea, is one of the less developed regions of the European Union. Among its numerous problems are low per capita income, diminishing population, difficulties of communication, and inadequate infrastructure. These problems put an additional challenge to the University and largely dictate its development policy. The University of the Aegean’s academic ambition is to trace new directions in Higher Education, in consonance with the needs of modern Greek society. Moreover, the University’s innovative orientation is manifested in the choice of the scientific disciplines that it fosters, which are largely defined by new scientific developments. In order to enforce its dynamism and modern character, the University of the Aegean emphasizes the development of educational methods and research activities. A well-organized library, with complete electronic support and collections in all five islands offering access to all contemporary sources of knowledge and encouraging a creative approach of bibliography instead of an ex-cathedra teaching, is definitely in the vanguard of the educational and scientific progress. In order to exploit its special role in the best possible way as well as to rationalise its proceedings and activities, in the last few years the University has put great emphasis on the development of New Information Technologies and Telecommunications. This development has already begun to influence in a positive way the general administrative and academic functions of the Institution.  As far as the teaching process is concerned, the broad utilisation of New Technologies will contribute immensely to its upgrading.

Along with its educational function, the University of the Aegean is a research institution. Furthermore it attempts to formulate a strong presence for the upgrading of the Greek periphery and the social and economic development of the Aegean archipelago.

The DEPARTMENT OF CULTURAL TECHNOLOGY AND COMMUNICATION was established in 1999 and is a part of the School of Social Sciences of the University of the Aegean located in the city of Mytilene. The mission of the Department of Cultural Technology and Communication is the cultivation and promotion of knowledge related to culture and cultural heritage using technologies of informatics for the study of culture and intercultural management. Its objective is to record, process and promote various cultural procedures and data, as well as to train scientific experts specializing in the fields of media planning, production, dissemination and management of cultural products through means of new media technologies. Furthermore its goal is the recording, processing, presentation and promotion of cultural activities and data Interculturacultural well as the general positions of the European Union in the following areas: cultural policies, cultural management, e-commerce, communication and culture, consumers and cultural differences, culture and knowledge in the knowledge economy society.

 

- The UNIVERSITY OF THE AEGEAN could be involved in the B.L.U.e.S. pilot project in following issues: - Policy issues for e.business  in particular: SMES's policy advertisement through the  WWW Methodology of intercultural  eLearning ;- Dissemination of the results and information of the Greek SMEs;- Participation in the Conferences, seminars, etc;- University of the Aegean could be the leader partner as far as the Culture and Tourism issues (seminars, conferences, etc) of the project are concerned. ;- Development of educational material in the related sector; The University of Aegean  act in co-operation with a proper joint venture wit a subcontractor (INNOVATIVE APPLICATIONS – ATAC see: http://www.atac.gr/)  for the  following  tasks:

- Development of the web-site (portal) in order the partners to exchange the required info

- Customization of already used technical solutions in order to meet the needs of the end users

- Technical Assistant and consultant to the University of the Aegean as far as the elearning  environment is concerned -- Participating in the Technical Committee in order to conclude in the final platform to be used for the elearning environment ;- Participation in the dissemination of the results through presentation in conferences, etc ;- Participating in the seminars and conferences by presenting already working solutions from other sectors . Of course, all the technical partners could also be involved in these parts of the work.

The UNIVERSITY OF THE AEGEAN could be involved inthe Project BLU.eS  the following issues:- Policy issues for e.business ;- SMES's policy advertisement through the WWW

- Methodology for eLearning ;- Dissemination of the results and information of the Greek SMEs ; - Participation in the Conferences, seminars, etc ; - University of the Aegean could be the leader partner as far as the Culture and Tourism issues (seminars, conferences, etc) of the project are concerned. ;- Development of educational material in the related sector

As already mentioned, ATAC will act as subcontractor to the University and therefore the work described in the previous paragraphs can be presented as one (for the University of the Aegean).

The Universitat Oberta de Catalunya (Open University of Catalunya) is an open and distance learning institution aimed at providing high quality university level education through the use on new information and communication technology.  By combining the latest technologies available in telematics, personal computers and multimedia with both a solid pedagogical foundation and continuous evaluation, the UOC has built a Virtual Campus - that is, an accredited and flourishing public university that functions almost entirely on-line- to serve a virtual community of 20.000 students, 700 professors, 280 management staff … who interacts and exchange any kind of information. The Virtual Campus is therefore the virtual environment that provides to the University members with learning activities, secretary services, library services, and socialising areas. One of the main challenges that the UOC faces is to not only design an advanced new pedagogical model that takes full advantages of the information age, but to be sure that this model keeps pace with the continually changing possibilities of new technology.  As part of this effort the university participates in a variety of co-operative international research and development projects and it has recently created an Internet Interdisciplinary Institute (IN3) aimed at promoting research in the many different areas of the Information Society, in particular e-learning.

The Universitat Oberta de Catalunya could be involved in the project BLU.eS in the following issues:

- Participation in the definition of activities to be concluded in the framework of the project

- Participation in the Conference/workshop , Seminar and Congress of the project

- Contribution in the e.content on line production

-          Contribution on the dissemination of final results at National and Regional level .
