Each version of Balon Greyjoy is useful in his own right.  The original Balon, from A Sea of Storms, seems the weakest to most people, since he merely removes the renown keyword from opposing characters, but most people forget that this is also the Balon that has the renown keyword himself.  The Flight of Dragons version of Balon is considered to be the strongest, with the ability to initiate challenges with no defenders declared, thus making himself unblockable.  The Ice and Fire Balon gets the added bonus of an Intrigue icon, but his ability merely draws a card for each Warship when he dies.

The simple fact of the matter, though, is that any one of these three versions of Balon are excellent characters for the right deck type.  The unblockable Balon is only good in a deck that's designed to rapidly boost the strength of a single character, which may be detrimental if an opponent can just find a way to kneel or kill him.  The renown version is decent, but renown is totally useless if the character dies.  The Intrigue Balon is good as long as no special abilities are needed, because he effectively is a character with no special abilities.

So, if you're building a deck where you build in a lot of saving effects, but don't put in a lot of strength boosters, the SoS Balon is the best bet for you.  Even if you don't have a lot of saving effects, this version of Balon may be great for the simple fact that it forces your opponent to chose Balon over Littlefinger to die late in the game.  The FoD Balon is perfect in a strength enhancement deck with a lot of saving abilities, but is almost useless in any other kind of deck.  The I&F Balon is good in a Greyjoy deck built heavily on doing well with all kinds of challenges.

A note, the FoD Balon should always be combined with King of the Isles, Support of Harlaw,  and Drowned God's Blessing.  In addition, Risen from the Sea, Iron Mines, Nagga's Ribs, We Do Not Sow, and the SoS version of Euron Crow's Eye may be useful in saving Balon from death or increasing his strength.
