SUBJECT: Restricting Access, (Masking) Warrant Officer One
                             (WO1) Officer Evaluation Reports (OERs)

1. Effective the 1st quarter, FY99, OERs rendered on WO1s will be removed from the performance portion of a Warrant Officer’s Official Military Personnel File (OMPF) and placed in the restricted portion of the file when a warrant officer has been selected for the rank of CW3. Additionally, current CW3s and CW4s will have their WO1 OERs moved to the restricted portion of the OMPF. WO1 OERs will also be removed from their Career Management Individual File (CMIF).

2. This initiative, similar to the second lieutenant "masking" program, is intended to facilitate the development of junior warrant officers.

3. Each Army component (Active, National Guard, and Reserve) will develop internal procedures for implementing these instructions.

4. Commander, PERSCOM, will announce this policy in writing to begin implementation 1st quarter FY99 in the form of a MILPER message pending final publication of AR 600-8-104.
