This is an excellent photo of Valdeko Timusk who is a Snr Lieutenant of the Soviet Militia (Police). He has a 3rd Class Officers Classification badge, an Excellent Militia Service badge (either 1st or 2nd - picture is too unclear to tell), and also a "Master Sports" badge. This photo was taken in the late 1980's. He served in Estonia.
