117.3 STATE THE RESPONSIBILITIES OF MAINTENANCE CONTROL. (REF. E)
MAINTENANCE CONTROL IS DIRECTLY RESPONSIBLE FOR THE ORGANIZED SUPERVISION OF ALL MAINTENANCE PERFORMED ON EACH AIRCRAFT. THE WORKLOAD IS ASSEMBLED AND DISTRIBUTED BY MAINTENANCE CONTROL. ALL SHOPS COORDINATE THEIR MAINTENANCE EFFORTS THROUGH MAINTENANCE CONTROL. A. PLANNED MAINTENANCE SYSTEM (PMS) - PROGRAM FOR FORMALLY ENSURING AERONAUTICAL EQUIPMENT IS MAINTAINED THROUGHOUT ITS LIFE CYCLE BY CONTROLLING DEGRADATION RESULTING FROM TIME, OPERATIONAL CYCLES, USE, OR CLIMATIC EXPOSURE.
B. SCHEDULED MAINTENANCE (AIRCRAFT/SE) - REQUIREMENTS ARE THE MINIMUM NECESSARY, UNDER ALL CONDITIONS, AND ARE MANDATORY TO ENSURE TIMELY DISCOVERY AND CORRECTION DEFECTS. PERIODIC PRESCRIBED INSPECTIONS/SERVICING OF EQUIPMENT DONE ON A CALENDAR, MILEAGE OR HOURS-OF-OPERATION BASIS.
C. UNSCHEDULED MAINTENANCE (AIRCRAFT/SE) - MAINTENANCE REQUIRED BECAUSE OF AIRCRAFT/SE FAILURE OR TO CORRECT DISCREPANCIES AND DEFICIENCIES FOUND DURING OPERATION OR SCHEDULED MAINTENANCE. UNSCHEDULED MAINTENANCE CONSISTS OF FAULT ISOLATION (TROUBLESHOOTING), REPAIR, REPLACEMENT, TEST, AND CALIBRATION.
D. PREFLIGHT INSPECTION - CONDUCTED BY AIRCREW AND GROUND CREW PRIOR TO EACH FLIGHT TO ENSURE INTEGRITY OF THE AIRCRAFT AND VERIFY PROPER SERVICING.
E. POSTFLIGHT INSPECTION - CONDUCTED BY AIRCREW AND GROUND CREW AFTER EACH FLIGHT TO DETECT DEGRADATION OR DAMAGE THAT MAY HAVE OCCURRED DURING THE FLIGHT AND TO DETERMINE THE NEED FOR SERVICING.
F. TURNAROUND INSPECTION - CONDUCTED BY PLANE CAPTAIN UTILIZING MRC CARDS BETWEEN FLIGHTS TO ENSURE THE INTEGRITY OF THE AIRCRAFT FOR FLIGHT, VERIFY PROPER SERVICING, AND TO DETECT DEGRADATION THAT MAY HAVE OCCURRED DURING THE PERVIOUS FLIGHT. CONSIDERED VALID FOR 24 HOURS, PROVIDED THAT NO FLIGHT AND NO MAINTENANCE OTHER THAN SERVICING OCCURS DURING THIS PERIOD.
G. DAILY INSPECTION - CONDUCTED BY PLANE CAPTAIN UTILIZING MRC CARDS TO INSPECT FOR DEFECTS TO A GREATER DEPTH THAN THE TURNAROUND OR PREFLIGHT INSPECTIONS. VALID FOR 72 HOURS, PROVIDED NO FLIGHT OCCURS DURING THIS PERIOD AND NO MAINTENANCE OTHER THAN SERVICING HAS BEEN PERFORMED. IF FLIGHTS HAVE OCCURED, VALID FOR ONLY 24 HOURS. THIS 24-HOUR PERIOD BEGINS WITH THE FIRST LAUNCH FOLLOWING ACCOMPLISHMENT OF THE DAILY INSPECTION. IN NO CASE IS IT VALID FOR MORE THAN 72 HOURS.
H. SPECIAL INSPECTION - A SCHEDULED INSPECTION WITH PRESCRIBED INTERVALS OTHER THAN DAILY, CALENDAR, OR PHASE. THESE INTERVALS ARE SPECIFIED IN THE APPLICABLE PMS PUBLICATION AND ARE BASED ON ELAPSED CALENDAR TIME, FLIGHT HOURS, OPERATING HOURS, OR NUMBER OF CYCLES OR EVENTS.
EX: 7/14/28/42 DAY INSP OR 30/50/100 HOUR INSPS
I. CONDITIONAL INSPECTION - UNSCHEDULED EVENTS REQUIRED AS THE RESULT OF A SPECIFIC OVERLIMIT CONDITION, OR AS A RESULT OF CIRCUMSTANCES OR EVENTS WHICH CREATE AN ADMINISTRATIVE REQUIREMENT FOR AN INSPECTION. A LOGBOOK ENTRY IS REQUIRED FOR A CONDITIONAL MAINTENANCE REQUIREMENT WHICH PRESCRIBES INSPECTIONS TO DETERMINE EQUIPMENT CONDITION. EX: OVERSTRESS INSP, HARD LANDING INSP, AND BOLTER INSP
J. PHASED MAINTENANCE INSPECTION - CONCEPT WHICH DIVIDES ONE LARGE SCHEDULED MAINTENANCE REQUIREMENT INTO SMALL PACKAGES, PHASES OF APPROXIMATELY THE SAME WORK CONTENT. THESE ARE DONE SEQUENTIALLY AT SPECIFIED INTERVALS. COMPLETION OF ALL REQUIRED PHASES AT THEIR SPECIFIED INTERVALS COMPLETES THE PHASES INSPECTION CYCLE. THE CYCLE IS REPETITIVE FOR THE SERVICE LIFE OF THE AIRCRAFT AND IS NOT INTERRUPTED DURING SDLM.
K. ACCEPTANCE INSPECTION (AIRCRAFT AND SE) - THIS INSPECTION IS PERFORMED AT THE TIME THE REPORTING CUSTODIAN ACCEPTS A NEWLY ASSIGNED AIRCRAFT OR UPON RETURN OF AN AIRCRAFT FROM SDLM OR OTHER MAJOR DEPOT LEVEL REWORK. ALSO REQUIRED UPON RECEIPT OF AN AIRCRAFT FROM ANOTHER SQUADRON. IT INCLUDES INVENTORY OF ALL EQUIPMENT LISTED IN THE AIRCRAFT INVENTORY RECORD (AIR), VERIFICATION OF CADS AND AIRCREW ESCAPE PROPULSION SYSTEMS (AEPS), VERIFICATION OF ALL SCHEDULED REMOVAL COMPONENTS, A CONFIGURATION VERIFICATION, HYDRAULIC FLUID SAMPLING, A DAILY INSPECTION AND A FULL SYSTEMS FUNCTIONAL CHECK FLIGHT (FCF).
L. TRANSFER INSPECTION (AIRCRAFT AND SE) - PERFORMED AT THE TIME A REPORTING CUSTODIAN TRANSFERS AN AIRCRAFT/SE, INCLUDING TO SDLM. IT INCLUDES AN INVENTORY OF ALL EQUIPMENT LISTED IN THE AIR, VERIFICATION OF ALL SCHEDULED REMOVAL COMPONENTS, A CONFIGURATION VERIFICATION, HYDRAULIC FLUID SAMPLING, AND A DAILY INSPECTION AS REQUIRED BY APPLICABLE PMS PUBLICATION.
M. AIRCRAFT SERVICE PERIOD ADJUSTMENT (ASPA) INSPECTION - CONDITIONAL MAINTENANCE INSPECTION WHICH IS A DEPOT LEVEL EVALUATION OF AIRCRAFT GENERAL MATERIAL CONDITION. PERFORMED BY A CERTIFIED ASPA EVALUATOR AND CONSISTS OF RECORD/LOGBOOKS ANALYSIS AND A PHYSICAL AIRCRAFT EXAMINATION. THE INSPECTION IS TO DETERMINE WHETHER AN EXTENSION OF THE PERIOD END DATE (PED) IS JUSTIFIABLE. IF THE AIRCRAFT FAILS THE ASPA INSPECTION, IT WILL BE INDUCTED INTO STANDARD DEPOT LEVEL MAINTENANCE (SDLM) AT THE END OF THE PED.
117.7 IDENTIFY THE BASIC REQUIREMENTS OF A MONTHLY MAINTENANCE PLAN/MEETING. (REF. B)
A. MONTHLY MAINTENANCE PLAN
1. "O" LEVEL - PROVIDES SCHEDULED CONTROL OF THE PREDICTABLE MAINTENANCE WORKLOAD. IDENTIFY KEY PEOPLE, TECHNICAL DIRECTIVES, SPECIAL INSPECTIONS, LISTS QUALIFIED INSPECTORS, TRAINING REQUIREMENTS, HIGH TIME ITEMS, I-LEVEL INSPECTION REQUIREMENTS, PLANNED EVOLUTIONS (PRE-DEPLOYMENT) AND SCHEDULED MAINTENANCE FOR EACH MONTH. THE MMP WILL BE PREPARED AND DISTRIBUTED BY THE 25TH OF THE MONTH PRIOR TO THE MONTH TO WHICH IT APPLIES. MMCO IS RESPONSIBLE FOR THE TIMELY DISTRIBUTION.
2. "I" LEVEL - THE MMP WILL BE PUBLISHED BY THE AIMD OFFICER FOR USE BY THE PRODUCTION DIVISIONS. INCLUDES MUCH OF THE SAME CONTENT AS AN O-LEVEL MMP WITH THE EXCEPTION OF SPECIFIC AIRCRAFT REQUIREMENTS. THE PLAN WILL BE PREPARED AND DISTRIBUTED BY THE LAST DAY OF THE MONTH PRIOR TO THE MONTH TO WHICH IT APPLIES.
B. MONTHLY MAINTENANCE PLANNING MEETING
1. "O" LEVEL - CONVENED BY THE MMCO. WILL BE HELD TO FINALIZE THE MMP AND ENSURE SUPERVISORY PERSONNEL ARE AWARE OF UPCOMING REQUIREMENTS. THE MEETING WILL BE USED TO PRESENT THE PROPOSED PLAN AND DISCUSS PROBLEMS, REQUIREMENTS, SUPPORT, AND OTHER FACTORS INVOLVED IN THE OVERALL MAINTENANCE EFFORT.
2. "I" LEVEL - CONVENED BY THE AIMD OFFICER, WILL BE ATTENDED BY MAINTENANCE AND SUPPLY REPRESENTATIVES FROM ALL SUPPORTED ACTIVITIES ON BOARD. THE PURPOSE OF THE MEETING IS TO DO NECESSARY PLANNING AND COORDINATION TO IMPROVE THE OVERALL MAINTENANCE PROGRAM.
117.8 EXPLAIN THE WEIGHT AND BALANCE PROGRAM. (REF. G)
PROVIDES SERVICE ACTIVITIES WITH A STANDARD SYSTEM OF FIELD WEIGHT AND BALANCE CONTROL. GIVES THE MAXIMUM OPERATING WEIGHTS, CENTER OF GRAVITY RESTRICTIONS AND METHOD OF LOADING THAT IS SATISFACTORY FOR SAFE FLIGHT. J. AIRCRAFT DISCREPANCY BOOK (ADB) - PROVIDES CURRENT CHRONOLOGY OF FLIGHT AND MAINTENANCE DISCREPANCIES. THE LAST 10 FLIGHTS OF SIGNED MAFS ARE ON LEFT SIDE AND OUTSTANDING "GRIPES" ARE ON RIGHT SIDE. ADB MUST BE VALIDATED BEFORE RELEASING OF THE AIRCRAFT SAFE FOR FLIGHT. ALSO CONTAINS THE CURRENT DAILY AND TURNAROUND INSPECTIONS.
K. PHASE MAINTENANCE PROCEDURES - A PHASED SYSTEM RUNS ON A SCHEDULE OF INSPECTIONS IN A CYCLE. IT REPEATS THE PROCESS UNTIL THE AIRCRAFT IS RETIRED FROM SERVICE. WHEN AN AIRCRAFT IS INDUCTED INTO A PHASE OR CALENDAR INSPECTION, MAINTENANCE CONTROL AND THE INSPECTION SUPERVISOR REMOVE ALL VIDS/MAFS, EXCEPT INSPECTION CONTROL DOCUMENT, FROM THE MAINTENANCE CONTROL VIDS BOARD, AND PLACE THEM ON THE INSPECTION WORK CENTER'S VIDS BOARD. WHEN MAINTENANCE CONTROL IS NOTIFIED THAT THE INSPECTION HAS BEEN COMPLETED, IT WILL RETURN THE VIDS/MAF REGISTERS TO THE APPROPRIATE COLUMNS OF THE MAINTENANCE CONTROL VIDS BOARD AND INDICATE IF AN FCF IS REQUIRED.
