109.1 WHO IS ULTIMATELY RESPONSIBLE FOR THE TRAINING OF NAVAL PERSONNEL AND FOR DIRECTING COMMANDS IN PROVIDING RESOURCES REQUIRED TO IMPLEMENT TRAINING PROGRAMS? (REF A)
CHIEF OF NAVAL OPERATIONS (CNO) IS RESPONSIBLE FOR THE TRAINING OF NAVAL PERSONNEL AND FOR DIRECTING VARIOUS COMMANDS AND OFFICES IN PROVIDING RESOURCES REQUIRED TO IMPLEMENT THE TRAINING PROGRAM.
109.2 EXPLAIN THE FOLLOWING:
A. PERSONNEL QUALIFICATION STANDARDS (PQS) (REFS A,B,D) - A QUALIFICATION SYSTEM FOR OFFICER AND ENLISTED PERSONNEL TO PERFORM CERTAIN DUTIES CONTAINING A LIST OF MINIMUM KNOWLEDGE AND SKILLS REQUIRED TO QUALIFY FOR SPECIFIC WATCH STATIONS, MAINTAIN SPECIFIC EQUIPMENT OR PERFORM AS A TEAM MEMBER WITHIN A UNIT. THE PQS PROGRAM IS NOT A TRAINING PROGRAM, BUT IT DOES PROVIDE AN OBJECTIVE FOR TRAINING.
B. NAVAL CORRESPONDENCE COURSES (REF B) - NAVAL CORRESPONDENCE COURSES ARE DESIGNED AS SELF-STUDY MATERIALS AND ARE AVAILABLE TO YOU WITHOUT CHARGE. THESE COURSES COVER A WIDE RANGE OF SUBJECTS. A CURRENT LIST OF AVAILABLE COURSES IS CONTAINED IN NAVEDTRA 10061, "LIST OF TRAINING MANUALS AND CORRESPONDENCE".
C. PROFESSIONAL TRAINING (REF B) - FORMAL INSTRUCTION CONCERNING INFORMATION PERTAINING TO A PARTICULAR RATING AND/OR BILLET ASSIGNMENT.
D. ON-THE-JOB TRAINING (OJT) (REFS A,B) - PRACTICAL INSTRUCTION OF PERSONNEL IN THE PERFORMANCE OF MAINTENANCE TASKS, BY DEMONSTRATION AND SIMULATION, UNDER SUPERVISION OF DESIGNATED PERSONNEL. EXPERIENCED PERSONNEL OF THE ACTIVITY ARE USED IN DEMONSTRATING AND IMPARTING THEIR SKILLS TO THE LESS EXPERIENCED.
E. MAINTENANCE TRAINING IMPROVEMENT PROGRAM (MTIP)(REF. A) A TRAINING MANAGEMENT TOOL THAT EVALUATES THE TECHNICAL KNOWLEDGE LEVELS OF AVIATION TECHNICIANS. COMPREHENSIVE TESTING IDENTIFIES DEFICIENCIES WHICH, ONCE KNOWN, ARE TARGETED FOR REFRESHER TRAINING.
F. PROFESSIONAL DEVELOPMENT PROGRAM (REF. B) - DESIGNED TO INSTRUCT ENLISTED PERSONNEL ON EDUCATIONAL AND TRAINING PROGRAMS, OPPORTUNITIES AVAILABLE TO CAREER PERSONNEL, AND CAREER INCENTIVES.
G. PHYSICAL READINESS TRAINING (REF. C) - TO ENSURE OPERATIONAL EFFECTIVENESS OF THE NAVY, EVERY MEMBER SHALL ACHIEVE AND MAINTAIN STANDARDS OF PHYSICAL READINESS AND PARTICIPATE IN A LIFESTYLE WHICH PROMOTES OPTIMAL HEALTH. THIS PROGRAM IS DESIGNED TO SUPPORT AND ENHANCE THE PHYSICAL READINESS OF ALL PERSONNEL.
H. GENERAL MILITARY TRAINING (REFS B,H) - THE INITIAL ORIENTATION AND FOLLOW UP ONBOARD TRAINING IN NONTECHNICAL AREAS TO PREPARE YOU TO FULFILL THE OBJECTIVES OF YOUR OATH OF ENLISTMENT. IT ALSO PROVIDES GUIDANCE AND INFORMATION IN AREAS THAT AFFECT YOUR WELFARE BOTH AS A CITIZEN AND A MEMBER OF THE NAVY.
I. NTP (REF A) - NAVY TRAINING SUPPORT PLAN (NTSP) IS THE OFFICIAL STATEMENT OF BILLETS, PERSONNEL, AND TRAINING INPUT AND RESOURCE REQUIREMENTS TO SUPPORT INTRODUCTION AND OPERATIONAL USE OF AIRCRAFT, SYSTEM, SUBSYSTEM, EQUIPMENTS, AND OTHER DEVELOPMENTS. THE NTP ASSIGNS RESPONSIBILITY FOR PLANNING, PROGRAMMING, AND IMPLEMENTING ACTIONS NECESSARY TO PROVIDE REQUIRED SUPPORT.
J. MTRR (REF A) - MAINTENANCE TRAINING REQUIREMENTS REVIEW. IS THE CNO SPONSORED REVIEW OF DESIGNATED WEAPONS SYSTEM TRAINING COURSES WHICH IDENTIFIES TRAINING TRACT, COURSE, NAVY ENLISTED CLASSIFICATION OR MILITARY OCCUPATIONAL SPECIALTY, CURRICULUM DEFICIENCIES. THE MTRR INITIATES CORRECTIVE ACTION AND ESTABLISHES TAILORED TRAINING TRACTS FOR ENLISTED AVIATION BILLETS.
K. NAVY ENLISTED OCCUPATIONAL STANDARDS (REF A) - THE MANUAL OF NAVY ENLISTED MANPOWER OF PERSONNEL CLASSIFICATION AND OCCUPATIONAL STANDARDS. (MAVPERS 18068F). DEFINES RATES AND RATINGS BY DESCRIBING THE NAVY REQUIREMENTS AND IDENTIFIES ADDITIONAL SKILLS REQUIRED IN SPECIFIC BILLETS WHICH ARE SUPPLEMENTAL TO RATING SKILL REQUIREMENTS.

N. ESO (REF B) - EDUCATIONAL SERVICE OFFICE IS THE POINT OF CONTACT FOR ALL THE NAVY'S TRAINING AND EDUCATION PROGRAMS. THE ESO IS RESPONSIBLE FOR ALL TRAINING WITHIN AND FOR A UNIT.
O. ADVANCEMENT HANDBOOK FOR PETTY OFFICERS (REF B) - NAVAL AND OCCUPATIONAL STANDARDS REPRINTED IN BOOKLET FORM. PUBLICATIONS (MANDATORY AND RECOMMENDED) THAT COVER EACH RATING.
109.3 DESCRIBE THE FOLLOWING TYPES OF TRAINING:
A. APPRENTICE TRAINING (REF F) - THOSE WHO DO NOT ATTEND CLASS "A" SCHOOL, RECEIVE AIRMAN, SEAMAN, OR FIREMAN APPRENTICE TRAINING FOLLOWING COMPLETION OF RECRUIT TRAINING AND REPORT DIRECTLY TO THEIR ULTIMATE DUTY STATION. TRAINING IS ACCOMPLISHED IN A SEQUENTIAL PROCESS WITH BASIC COURSES PROVIDING REQUISITES FOR FOLLOWING COURSES. MOST AVIATION PERSONNEL RECEIVE INITIAL TRAINING ENROUTE TO THEIR FIRST DUTY STATION.
B. CLASS A SCHOOLS (REFS A,B) - PROVIDES BASIC TECHNICAL KNOWLEDGE AND SKILLS REQUIRED TO PREPARE FOR JOB ENTRY LEVEL PERFORMANCE, WHICH INCLUDES APPRENTICE TRAINING. REQUESTS FOR CLASS "A" SCHOOLS SHOULD BE FORWARDED TO THE CHIEF OF NAVAL PERSONNEL, VIA THE CHAIN OF COMMAND.
C. CLASS C SCHOOLS (REFS A,B) - PROVIDES ADVANCE KNOWLEDGE, SKILLS AND TECHNIQUES TO PERFORM A PARTICULAR JOB IN A BILLET AND/OR ANY COURSES WHICH IS A PREREQUISITE TO AN NEC/MOS AWARDING COURSE. REQUESTS FOR CLASS "C" SCHOOLS ARE MADE THROUGH THE APPROPRIATE QUOTA CONTROL MANAGER.
D. CLASS F SCHOOLS (REFS A, B) - INDIVIDUAL FUNCTIONAL SKILL TRAINING REQUIRED BY FLEET OR TYCOM. NO NEC AWARDED.
E. CLASS R SCHOOLS (REFS A, B) - TRAINING UPON INITIAL ENLISTMENT OR INDUCTION WITCH PROVIDES GENERAL INDOCTRINATION AND PREPARES THE RECRUIT FOR EARLY ADJUSTMENT TO MILITARY LIFE BY PROVIDING SKILL AND KNOWLEDGE IN BASIC MILITARY SUBJECTS.
F. NAVAL AIR MAINTENANCE TRAINING GROUP DETACHMENT (NAMTRAGRUDET) (REF. A) - UNDER CNTECTRA, PROVIDES TRAINING COURSES IN FAMILIARIZATION, OPERATION AND/OR MAINTENANCE OF SPECIFIC WEAPONS SYSTEM OR EQUIPMENT TO ENLISTED MAINTENANCE PERSONNEL AND OFFICERS.
G. FLEET READINESS AVIATION MAINTENANCE PERSONNEL (FRAMP) (REFS A,F) - PROVIDES MAINTENANCE PERSONNEL WITH SPECIFIC WEAPON SYSTEM TRAINING. COURSES ARE PROVIDED IN FAMILIARIZATION, OPERATION/MAINTENANCE OF THE SPECIFIC SYSTEM OR EQUIPMENT WHICH IS REQUIRED TO BE MAINTAINED. PRACTICAL TRAINING IS COORDINATED AND REINFORCED IN THE CLASSROOM.
H. FLEET AVIATION SPECIALIZED OPERATIONAL TRAINING GROUP (FASOTRAGRU) (REF A) - TRAINS FLEET PERSONNEL IN COURSES COVERING OPERATIONAL AND TACTICAL EMPLOYMENT OF SPECIFIC EQUIPMENT AND SYSTEMS, AND IN AVIATION MAINTENANCE ADMINISTRATION AND MANAGEMENT.
I. COMSEC (REF G) - COMMUNICATIONS SECURITY MATERIAL SYSTEM (CMS) USERS MUST RECEIVE TRAINING IN THE HANDLING, SECURITY, ACCOUNTING, AND DISPOSITION/DESTRUCTION OF COMSEC MATERIAL THEY RECEIVE OR USE. THE CMS ACCOUNT CUSTODIAN MUST ENSURE THIS TRAINING IS PROVIDED. LOCAL HOLDER CUSTODIANS RESPONSIBLE FOR PROVIDING THIS TRAINING TO USERS OF THEIR COMSEC MATERIAL IN ACCORDANCE WITH INSTRUCTIONS AND GUIDANCE PROVIDED BY THE CMS ACCOUNT CUSTODIAN.
J. ADP (REF E) - AUTOMATED DATA PROCESSING (ADP) AND AUTOMATED INFORMATION SYSTEMS (AIS) ARE INTERCHANGEABLE. AIS TRAINING ENSURES THAT ALL PERSONNEL WHO ACCESS AIS ARE AWARE OF PROPER OPERATIONAL AND SECURITY-RELATED PROCEDURES AND RISKS. AN EFFECTIVE ACTIVITY TRAINING PROGRAM PROVIDES BOTH FORMAL AND INFORMAL INSTRUCTION WHICH RANGES FROM SECURITY AWARENESS EDUCATION FOR TOP-LEVEL MANAGEMENT TO HIGHLY TECHNICAL SECURITY TRAINING FOR AIS OPERATIONS PERSONNEL.
K. JOINT AVIATION SUPPLY AND MAINTENANCE MATERIAL MANAGEMENT (REF A) - THIS COURSE IS PROVIDED FOR SENIOR ENLISTED (E-7 AND ABOVE), OFFICERS AND CIVILIAN PERSONNEL IN SUPPLY, MAINTENANCE, AND OPERATING COMMUNITIES. THE PRIMARY GOAL IS TO FOSTER THE SPIRIT OF COOPERATION BETWEEN MAINTENANCE AND SUPPLY PERSONNEL.
L. NAVAVNDEPOT (REF A) - CONDUCT COURSES REQUESTED BY FLEET AND SHORE ACTIVITIES ON AS NEEDED BASIS. MOST COURSES EMPHASIZE TROUBLESHOOTING ALIGNMENT AND SPECIALIZED TRAINING.
M. IN-SERVICE TRAINING (REF A) - FORMAL IN-SERVICE TRAINING IS CONDUCTED THROUGH FORMAL/INFORMAL LECTURES SUPPLEMENTED WITH REQUIRED READING.
