AS AN EXPRESSION OF MANPOWER NEEDS OF AN ACTIVITY, IT IS THE AUTHORITY USED BY THE CHIEF OF NAVAL PERSONNEL AND THE APPLICABLE ENLISTED PERSONNEL DISTRIBUTION OFFICE TO PROVIDE REQUISITE MILITARY PERSONNEL DISTRIBUTION AND NAVAL RESERVE RECALL.
IT IS THE BASIC NAVY MILITARY MANPOWER PLANNING DOCUMENT FOR CURRENT/FUTURE PEACETIME AND MOBILIZATION IN THE AREAS OF RECRUITING, TRAINING, PROMOTION, PERSONNEL DISTRIBUTION AND NAVAL RESERVE RECALL.
IT IS THE SINGLE OFFICIAL STATEMENT OF ORGANIZATIONAL MANNING AND BILLETS/POSITIONS AUTHORIZED. IT LISTS ALL INDIVIDUALS ASSIGNED AND PROVIDES: A SUMMARY BY DISTRIBUTION COMMUNITY OF THE PRESENT AND FUTURE MANNING STATUS OF THE ACTIVITY; A COMMON REFERENCE FOR COMMUNICATING MANNING STATUS BETWEEN AN ACTIVITY AND ITS MANNING CONTROL AUTHORITY (MCA); A STATEMENT OF ACCOUNT FOR VERIFICATION BY THE ACTIVITY; AND A PERMANENT HISTORICAL RECORD IN THE BUREAU OF NAVAL PERSONNEL (BUPERS) OF AN ACTIVITY'S ENLISTED PERSONNEL ACCOUNT.

108.5 DESCRIBE WHAT AN ENLISTED MANNING INQUIRY REPORT (EMIR) IS AND HOW IT IS USED: (REF C)

MANNING REPORT SENT TO BUPERS AND EPMAC VIA MESSAGE TO REPORT RATINGS THAT ARE UNDERMANNED AT THE COMMAND. THE COMMAND MUST BE BELOW NAVY MANNING PLAN (NMP) OR BASIC ALLOWANCE (BA) TO SUBMIT AN EMIR.

C. ENLISTED EVALUATION PROCESS - PERIODIC RECORDING OF AN INDIVIDUAL'S QUALIFICATIONS, PERFORMANCE LEVEL IN COMPARISON TO CONTEMPORARIES, CONDUCT AND PROSPECT FOR INCREASED RESPONSIBILITIES. IT IS THE MOST SIGNIFICANT PERSONNEL MANAGEMENT TOOL IN THE ENLISTED RECORD. ITS PRIMARY USE IS BY BUPERS IN MAKING ADVANCEMENT AND ASSIGNMENT DECISIONS. IT IS ALSO USED IN DETERMINING ELIGIBILITY FOR GOOD CONDUCT AWARDS, REENLISTMENT AND CHARACTER OF SERVICE AT TIME OF DISCHARGE. D. ENLISTED SUMMARY REPORT - THE ESR IS A SUMMARY OF ENLISTED PROFESSIONAL AND PERFORMANCE HISTORY. IT CONTAINS INFORMATION PRESENT IN AUTOMATED FILES AT THE TIME IT IS PRINTED.


108.7 STATE THE EFFECTS OF ENLISTED EVALUATIONS ON THE FOLLOWING: (REFS F, I, J)

A. TYPES OF DISCHARGE - BASIS FOR DETERMINING THE TYPE OF DISCHARGE RECEIVED BY THE MEMBER. HONORABLE REQUIRES AT LEAST AN AVERAGE OF 2.7, CONDUCT 3.0 AVERAGE. OTHERWISE A GENERAL IS AWARDED.

B. ADVANCEMENT - SINGLE MOST IMPORTANT FACTOR IN DETERMINING WHO WILL BE SELECTED FOR ADVANCEMENT. HIGH EVALUATION MARKS STRENGTHEN THE MEMBER'S CHANCE FOR ADVANCEMENT. OVERALL 3.0 AVERAGE.

C. GOOD CONDUCT AWARDS - A GOOD CONDUCT AWARD WILL NOT BE PRESENTED TO ANYONE WITH A PERFORMANCE EVALUATION MARK BELOW 3.0 OR PRIOR NJP OR COURTS-MARTIAL CONVICTIONS.

D. ELIGIBILITY FOR REENLISTMENT - A MEMBER WITH MARKS UNDER 3.0 WILL NOT NORMALLY BE ABLE TO REENLIST. DECISION IS COMMANDING OFFICER'S DISCRETION.

E. ASSIGNMENT - CERTAIN ASSIGNMENTS IN THE NAVY REQUIRE GOOD EVALUATIONS (INSTRUCTOR DUTY, RECRUITING DUTY, RECRUIT COMPANY COMMANDER, PHYSICAL SECURITY DUTY, ETC). HOWEVER, AN OVERALL 3.0 AVERAGE IS REQUIRED AND APPROVAL IS AT THE DISCRETION OF BUPERS.

A. NAVAL LETTER - USED TO CORRESPOND OFFICIALLY WITH ACTIVITIES IN THE DEPARTMENT OF DEFENSE (DOD). ALSO USED WITH ORGANIZATIONS OUTSIDE THE DOD IF THEY HAVE ADOPTED THE FORMAT. OUTSIDE USERS INCLUDE THE COAST GUARD AND SOME CONTRACTORS WHO DEAL WIDELY WITH THE NAVY AND MARINE CORPS.

D. ENLISTED SUMMARY REPORT - THE ESR IS A SUMMARY OF ENLISTED PROFESSIONAL AND PERFORMANCE HISTORY. IT CONTAINS INFORMATION PRESENT IN AUTOMATED FILES AT THE TIME IT IS PRINTED.


108.7 STATE THE EFFECTS OF ENLISTED EVALUATIONS ON THE FOLLOWING: (REFS F, I, J)

A. TYPES OF DISCHARGE - BASIS FOR DETERMINING THE TYPE OF DISCHARGE RECEIVED BY THE MEMBER. HONORABLE REQUIRES AT LEAST AN AVERAGE OF 2.7, CONDUCT 3.0 AVERAGE. OTHERWISE A GENERAL IS AWARDED.

B. ADVANCEMENT - SINGLE MOST IMPORTANT FACTOR IN DETERMINING WHO WILL BE SELECTED FOR ADVANCEMENT. HIGH EVALUATION MARKS STRENGTHEN THE MEMBER'S CHANCE FOR ADVANCEMENT. OVERALL 3.0 AVERAGE.

C. GOOD CONDUCT AWARDS - A GOOD CONDUCT AWARD WILL NOT BE PRESENTED TO ANYONE WITH A PERFORMANCE EVALUATION MARK BELOW 3.0 OR PRIOR NJP OR COURTS-MARTIAL CONVICTIONS.

D. ELIGIBILITY FOR REENLISTMENT - A MEMBER WITH MARKS UNDER 3.0 WILL NOT NORMALLY BE ABLE TO REENLIST. DECISION IS COMMANDING OFFICER'S DISCRETION.

E. ASSIGNMENT - CERTAIN ASSIGNMENTS IN THE NAVY REQUIRE GOOD EVALUATIONS (INSTRUCTOR DUTY, RECRUITING DUTY, RECRUIT COMPANY COMMANDER, PHYSICAL SECURITY DUTY, ETC). HOWEVER, AN OVERALL 3.0 AVERAGE IS REQUIRED AND APPROVAL IS AT THE DISCRETION OF BUPERS.

A. NAVAL LETTER - USED TO CORRESPOND OFFICIALLY WITH ACTIVITIES IN THE DEPARTMENT OF DEFENSE (DOD). ALSO USED WITH ORGANIZATIONS OUTSIDE THE DOD IF THEY HAVE ADOPTED THE FORMAT. OUTSIDE USERS INCLUDE THE COAST GUARD AND SOME CONTRACTORS WHO DEAL WIDELY WITH THE NAVY AND MARINE CORPS.

C. MEMORANDUM - AN INFORMAL WAY TO CORRESPOND WITHIN AN ACTIVITY OR BETWEEN DIFFERENT ACTIVITIES. SUBORDINATES MAY USE IT TO CORRESPOND DIRECTLY WITH EACH OTHER ON ROUTINE BUSINESS. DO NOT USE IT TO ISSUE DIRECTIVES OR FOR FORMAL CORRESPONDENCE.

F. E-MAIL - ELECTRONIC MAIL. TRANSMITTED ELECTRONICALLY BY COMPUTER THROUGH PHONE LINES OR VIA SATELLITE. CAPABLE OF WORLDWIDE COMMUNICATION.

G. MTF (MESSAGE TEXT FORMAT) - STANDARD MESSAGE FORMAT USED THROUGHOUT THE NAVY TODAY.

108.9 EXPLAIN THE MEANING AND TIME LIMITATIONS FOR TRANSMISSION OF THE FOLLOWING MESSAGE PRECEDENCES: (REF H)

A. ROUTINE (R) - MESSAGES THAT ARE NOT OF SUFFICIENT URGENCY TO JUSTIFY HIGHER PRECEDENCE BUT MUST BE DELIVERED WITHOUT DELAY. TIME STANDARD: SIX HOURS AFTER RECEIPT BY COMM CENTER.
