107.1 EXPLAIN THE PURPOSE OF A COMMAND MANAGED EQUAL OPPORTUNITY (CMEO) PROGRAM: (REF A)

ESTABLISHES THE EO PROGRAM FOR EACH COMMAND. CMEO DIRECTS THE CHAIN OF COMMAND TO EMPLOY RESOURCES TO CREATE AND MAINTAIN A POSITIVE EO CLIMATE WITHIN THE COMMAND, IDENTIFY AND RESOLVE EO/SEXUAL HARASSMENT PROBLEMS AND CONCERNS. A. PERSONAL VALUES AND RESPONSIBILITY TRAINING (PREVENT) - LEVEL I - TEACHES. PREVENT CONDUCTS AN EDUCATIONAL PROGRAM FOR NAVY AND MARINE CORPS PERSONNEL ABOUT THE DANGERS OF ALCOHOL AND DRUG DEPENDENCE AND ASSOCIATED BEHAVIOR AFFECTING THEIR HEALTH, WELFARE AND MILITARY EFFECTIVENESS.

B. COUNSELING AND ASSISTANCE CENTER - LEVEL II - COUNSELS. COUNSELING AND ASSISTANCE TO FLEET AND SHORE COMMANDS IN THE COUNSELING OF PERSONNEL INVOLVED WITH ADMITTED DRUG USE BEFORE IDENTIFICATION BY URINALYSIS, ALCOHOL DEPENDENCY AND WEIGHT PROBLEMS.

C. NAVAL ALCOHOL REHABILITATION CENTER (ARC) - LEVEL III - TREATS. THESE CENTERS ARE NAVAL ACTIVITIES WITH A COMMANDING OFFICER AND PROVIDE A PROGRAM OF INTENSE AND COMPREHENSIVE REHABILITATION FOR ACTIVE DUTY NAVY AND MARINE CORPS PERSONNEL SUFFERING FROM ALCOHOLISM.

D. DRUG AND ALCOHOL PROGRAM ADVISOR (DAPA) - AN INDIVIDUAL (OR POSSIBLY MORE THAN ONE) IN A COMMAND WHO IS ASSIGNED THIS RESPONSIBILITY AS A COLLATERAL DUTY. RESPONSIBLE FOR SCREENING POTENTIAL ALCOHOL ABUSERS/WEIGHT CONTROL PROBLEMS, SETTING UP APPOINTMENTS WITH MEDICAL, SCHEDULING PERSONNEL FOR PREVENT, CAAC OR ARC. MONITORS FOLLOW-UP BEHAVIOR AND TREATMENT.

E. NAVY ALCOHOL AND DRUG SAFETY PROGRAM (NADSAP) - PROVIDES FOR THE EARLY IDENTIFICATION OF PROBLEM DRINKERS AND ALCOHOL ABUSE THROUGH ALCOHOL-RELATED INCIDENTS OR OFFENSES. PROVIDES EDUCATIONAL PROGRAMS TO INCREASE AWARENESS OF DRUG ABUSE AND TO EDUCATE AND POSITIVELY MOTIVATE PEOPLE WITH ALCOHOL ABUSE PROBLEMS. DESIGNED TO PROMOTE ZERO TOLERANCE OF ALCOHOL ABUSE.

A. SPONSOR (REF C) - ESTABLISHED TO EASE THE RELOCATION OF NAVAL PERSONNEL AND THEIR FAMILIES WHEN TRANSFERRED ON PERMANENT CHANGE OF STATION (PCS) ORDERS. ASSIGNMENT IS MANDATORY IN THE CASE OF PCS ORDERS TO OR FROM ANY OVERSEAS ACTIVITY. A SPONSOR SHOULD SEND YOU A LETTER OR TELEPHONE YOU AND EXPLAIN WHAT YOU NEED TO KNOW ABOUT THE LOCAL AREA AND ASK WHAT TYPE OF ASSISTANCE YOU WILL NEED WHEN YOU ARRIVE AT YOUR NEW LOCATION.

B. INDOCTRINATION (REF D) - DESIGNED TO HELP ORIENTATE NEWLY REPORTED PERSONNEL TO THE COMMAND AND LOCAL AREA AND TO EMPHASIZE THEIR RESPONSIBILITIES TO THEMSELVES, THE COMMAND AND THE U.S. NAVY. THE PROGRAM CONSISTS OF A DAY OR MORE OF LECTURES PRESENTED BY COMMAND PERSONNEL AND THE LOCAL FAMILY SERVICE CENTER.

C. OMBUDSMAN (REF M) - TWO-WAY COMMUNICATIONS LINK BETWEEN A NAVY DEPENDENT AND THE NAVY'S TOP ECHELON. ONE JOB OF AN OMBUDSMAN IS TO HELP THE DEPENDENT GET STRAIGHT ANSWERS TO QUESTIONS AND TO HELP WHERE RED-TAPE SLOWS DOWN THE PROCESS. OTHER JOBS ARE TO PRESENT THE DEPENDENT'S PROBLEMS TO THE RIGHT PEOPLE AND TO REPRESENT THE DEPENDENT IN THE COMMAND.

D. FAMILY SERVICE CENTER (FSC) (REF E) - CENTRAL REFERRAL AND INFORMATION SERVICE. THIS SERVICE INCLUDES A BROCHURE OR PACKET THAT CONTAINS INFORMATIONAL MATERIALS ON HOUSING, COMMISSARY AND EXCHANGE PRIVILEGES, SCHOOLS, RECREATIONAL FACILITIES AND CIVIC ACTIVITIES IN AREAS AROUND THE WORLD WHERE MILITARY ACTIVITIES ARE LOCATED. SOME CENTERS ALSO OFFER WELFARE ASSISTANCE, DEPENDENTS PERSONAL AFFAIRS ORIENTATION, BABYSITTER REFERRAL SERVICE, AND A CONVENIENT PLACE TO POST HOUSEHOLD AND PERSONAL PROPERTY OFFERED FOR SALE.

E. CHAMPUS (REF F) - CHAMPUS (CIVILIAN HEALTH AND MEDICAL SERVICES OF THE UNIFORM SERVICES). HEALTH BENEFIT PROVIDED BY LAW. UNLIKE A HEALTH INSURANCE PLAN AVAILABLE ON THE COMMERCIAL MARKET, THERE IS NO PREMIUM. YOU PAY ONLY WHEN MEDICAL CARE IS OBTAINED, AND THEN ONLY A SMALL PORTION OF THE TOTAL COST. THE PROGRAM IS COMPOSED OF TWO PARTS -- BASIC PROGRAM AND PROGRAM FOR HANDICAPPED.

F. DEPENDENT DENTAL PROGRAM (REF G) - PROVIDES COST COVERAGE OF BASIC DENTAL CARE FOR DEPENDENTS (SPOUSES AND CHILDREN) OF ACTIVE DUTY MEMBERS OF ALL UNIFORMED SERVICES IN THE UNITED STATES, THE DISTRICT OF COLUMBIA, PUERTO RICO AND THE U.S. VIRGIN ISLANDS. THE PROGRAM IS VOLUNTARY; HOWEVER, ONCE ENROLLED, DEPENDENTS REMAIN IN THE PROGRAM FOR A MINIMUM OF TWO YEARS UNLESS FAMILY IS TRANSFERRED OVERSEAS. NOT ALL DENTISTS PARTICIPATE IN THE PROGRAM SO IT SHOULD BE DISCUSSED WITH THE DENTAL CARE PROVIDER BEFORE CARE IS RECEIVED.

G. NAVY AND MARINE CORPS RELIEF SOCIETY (REF G) - THIS IS YOUR SOCIETY. THE PRIMARY MISSION IS TO PROVIDE RELIEF OF AN EMERGENCY NATURE TO FAMILIES OF NAVY AND MARINE CORPS PERSONNEL. FINANCIAL AID IS GIVEN ON THE BASIS OF NEED. IT MAY BE OBTAINED IN AN EMERGENCY FOR SUCH NEEDS AS RENT, FOOD, EMERGENCY LEAVE TRAVEL, DENTAL CARE FOR DEPENDENTS AND OTHER BASIC LIVING EXPENSES. THE RELIEF WILL ALSO PROVIDE COUNSELING ON FAMILY BUDGETS AND OTHER PROBLEMS THAT ARE UNIQUE TO MILITARY LIFE. NAVY RELIEF LOANS MUST BE REPAID THROUGH ALLOTMENT, LUMP SUM PAYMENT OR REGULAR MONTHLY PAYMENTS BY CHECK OR CASH.


H. AMERICAN RED CROSS (REF H) - OFFERS A WIDE VARIETY OF IMPORTANT SERVICES TO MILITARY PERSONNEL AND THEIR DEPENDENTS SUCH AS COMMUNICATION AND EMERGENCY REPORTING, COUNSELING IN PERSONAL AND FAMILY PROBLEMS, ASSISTANCE WITH BUDGETARY PROBLEMS, FINANCIAL ASSISTANCE IN MEETING EMERGENCIES, NURSING AND HEALTH PROGRAMS.

I. INFORMATION TICKETS AND TRAVEL (ITT) (REF D) - PART OF MWR, IT PROVIDES DISCOUNTED TICKETS/TOURS TO LOCAL/MAJOR ATTRACTIONS, AS WELL AS LITERATURE ON A VARIETY OF ATTRACTIONS THROUGHOUT THE LOCAL AREA AND UNITED STATES. DISCOUNTED TICKETS, INFORMATION, TRAVEL LITERATURE AND LICENSES ARE JUST A FEW OF THE MANY SERVICES PROVIDED BY ITT TO ALL LLMILITARY AND AUTHORIZED CIVILIANS AND THEIR DEPENDENTS.

J. DEFENSE ELIGIBILITY ENROLLMENT REPORTING SYSTEM (DEERS) (REF N) - COMPUTER DATA BASE SYSTEM, PROVIDING ACCURATE ACCOUNTING OF ALL THOSE WHO ARE ELIGIBLE FOR UNIFORMED SERVICES BENEFITS, NOT JUST SPONSORS. THIS DATA BASE ASSISTS THE MANAGERS TO IMPROVE THEIR PLANNING, PROGRAMMING, BUDGETING AND ALLOCATION FOR MANY BENEFITS IN SUCH AREAS AS HEALTH CARE, EDUCATION, HOUSING, CHILD CARE, COMMISSARIES, EXCHANGES AND FACILITIES PLANNING AND CONSTRUCTION, AT BOTH THE HEADQUARTERS AND LOCAL LEVELS.

L. DEPENDENT CARE CERTIFICATE (REF O) - FORMALIZED DEPENDENT CARE PLAN PROVIDING REQUIRED REGULAR COUNSELING FOR ALL SINGLE SPONSORS AND MILITARY COUPLES WITH DEPENDENTS ON THE FULL SCOPE OF THEIR RESPONSIBILITIES. COMPLETION OF THE DEPENDENT CARE CERTIFICATES WILL PROVIDE DESIGNATED CUSTODIANS WHO WILL ASSUME RESPONSIBILITY FOR THE MEMBER'S DEPENDENTS IN THEIR ABSENCE. IT IS DESIGNED TO ENSURE THE PERSONNEL HAVE MADE ADEQUATE DEPENDENT CARE ARRANGEMENTS FOR MOST CONTINGENCIES WHICH MIGHT ARISE WHILE FULFILLING THEIR MILITARY RESPONSIBILITIES AND MAINTAINING WORLDWIDE AVAILABILITY.

107.5 DISCUSS THE AUTHORITY AND FUNCTIONS OF SHORE PATROL: (REFS K, L) NAVY'S POLICE FORCE. SHORE PATROL DUTIES IN FOREIGN COUNTRIES WILL VARY FROM NATION TO NATION IN ACCCORDANCE WITH TREATIES, AGREEMENTS, AND AS DIRECTED BY THE SENIOR OFFICER PRESENT. BASICALLY THEY RENDER ASSISTANCE TO MEMBERS OF THE ARMED FORCES, MAINTAIN GOOD ORDER AND DISCIPLINE AMONG MILITARY PERSONNEL, APPREHENDING AUTHORIZED ABSENTEES AND REPORT CONDITIONS OR PRACTICES THAT APPEAR PREJUDICIAL TO THE WELFARE OF MILITARY PERSONNEL.


107.6 STATE THE PURPOSE AND COMPOSITION OF THE COMMAND RETENTION TEAM: (REF I)

THE NAVY RETENTION TEAM PROGRAM HAS BEEN DEVELOPED TO PROVIDE A MEANS OF STRENGTHENING POLICY AND PROGRAMS DESIGNED TO OBTAIN PERSONNEL STABILITY THROUGH THE RETENTION OF TOP QUALITY PERSONNEL IN PROPER BALANCE AND REQUIRED NUMBERS, PROVIDE A MEANS THAT WILL SUCCESSFULLY FULFILL THE NAVY'S OBLIGATION TO KEEP ITS PERSONNEL AND FAMILIES PROPERLY INFORMED, PROVIDE CONTINUING CAREER GUIDANCE SO THAT INDIVIDUALS MIGHT BEST DEVELOP AND USE THEIR TALENTS WHILE IN THE NAVY, INCREASING GOOD WILL AND RESPECT FOR THE NAVY FOR EACH MEMBER LEAVING THE SERVICE AND ENCOURAGING MEMBERS WHO SEPARATE TO PARTICIPATE IN THE NAVAL RESERVE. THE COMMAND RETENTION TEAM IS COMPOSED OF THE COMMANDING OFFICER, EXECUTIVE OFFICER, COMMAND CAREER COUNSELOR, COMMAND MASTER CHIEF, DEPARTMENT HEADS, DIVISION OFFICERS, DEPARTMENT LPO'S AND DEPARTMENTAL/DIVISIONAL CAREER COUNSELORS.

A. SELECTIVE REENLISTMENT BONUS - THE NAVY'S PRINCIPLE MONETARY RETENTION INCENTIVE. IT IS NOT A GUARANTEED ENTITLEMENT. SRB IS PAID TO MEMBERS SERVING IN SELECTED RATINGS/NECS. MEMBERS MUST REENLIST FOR A MINIMUM OF 3 YEARS TO RECEIVE SRB.

B. SELECTION CONVERSION AND REENLISTMENT (SCORE) PROGRAM - OFFERS THE FOLLOWING CAREER INCENTIVES TO MEMBERS WHO REENLIST FOR CONVERSION TO A CRITICALLY UNDERMANNED RATING: GUARANTEED ASSIGNMENT TO AN APPROPRIATE "C" SCHOOL (IF APPLICABLE), AUTOMATIC ADVANCEMENT TO PETTY OFFICER SECOND CLASS UPON SUCCESSFUL COMPLETION OF "C" SCHOOL AND REENLISTMENT BONUS (IF ELIGIBLE).

C. SELECTIVE TRAINING AND REENLISTMENT (STAR) PROGRAM - OFFERS CAREER DESIGNATION TO FIRST-TERM MEMBERS WHO REENLIST AND THEREBY ESTABLISH ELIGIBILITY FOR THE FOLLOWING CAREER INCENTIVES: GUARANTEED ASSIGNMENT TO APPROPRIATE "A" OR "C" SCHOOL, GUARANTEED ADVANCEMENT TO PETTY OFFICER THIRD CLASS IF GRADUATING FROM "A" SCHOOL AND ADVANCEMENT TO SECOND CLASS PETTY OFFICER IF GRADUATING FROM "C" SCHOOL (ONLY ONE SCHOOL/ADVANCEMENT AUTHORIZED) AND SRB IF ELIGIBLE.

D. GUARANTEED ASSIGNMENT RETENTION DETAILING PROGRAM (GUARD III) - PROVIDES FOR TWO GUARANTEED ASSIGNMENTS DURING A CAREER. THE FIRST GUARANTEED ASSIGNMENT IS TO BE USED ON THE FIRST REENLISTMENT WHILE THE SECOND CAN BY USED AT AN INDIVIDUAL'S DISCRETION ANY TIME UP TO THE COMMENCEMENT OF THE 25TH YEAR OF SERVICE. GUARD III ENCOURAGES DIRECT COMMUNICATIONS BETWEEN ELIGIBLE PERSONNEL AND THEIR DETAILERS. MEMBERS MUSTS REENLIST FOR 4, 5 OR 6 YEARS.

E. ASSIGNMENT TO SCHOOLS - PROVIDES AN INCENTIVE FOR REENLISTMENTS OF 4 OR MORE YEARS BY GUARANTEEING, UNDER CERTAIN CONDITIONS, ASSIGNMENT TO A SPECIFIC SCHOOL.


F. LATERAL CONVERSION - BUPERS DESIRES THAT MEMBERS SERVE IN THE RATING FOR WHICH THEY HAVE THE GREATEST APTITUDE AND INTEREST. PROVIDING THAT CHANGES IN RATING DO NOT CAUSE ANY UNDESIRABLE EFFECT ON THE OVERALL DISTRIBUTION AND ADVANCEMENT OPPORTUNITY OF CAREER PETTY OFFICERS. CHANGE OF RATING MAY BE APPROVED IN ACCORDANCE WITH GUIDELINES CONTAINED IN THE MILPERSMAN.

G. PERSONNEL EXCHANGE PROGRAM (PEP) - THE NAVY CONTINUES NEGOTIATIONS WITH ALLIED COUNTRIES FOR THE EXCHANGE OF A SMALL NUMBER OF ENLISTED PERSONNEL, TO OBTAIN INCREASED OPPORTUNITIES FOR INTERESTING FOREIGN DUTY FOR DEPRIVED AND TECHNICAL RATES, EXCHANGE PERSONNEL ASSIGNED ACTUAL MILITARY DUTIES AND RESPONSIBILITIES AS OPPOSED TO FUNCTIONING STRICTLY AS INSTRUCTORS, ADVISORS, LIAISON PERSONNEL OR OBSERVERS. EXCHANGE PERSONNEL ACT AS AN INTEGRAL PART OF THE HOST COUNTRY'S NAVY IN ORDER THA A BETTER UNDERSTANDING AND APPRECIATION OF OUR ALLIES CAN BE OBTAINED AND IN TURN ALLOW THE HOST NATION TO BECOME BETTER ACQUAINTED WITH THE UNITED STATES THROUGH PERSONNEL CONTACT.

H. NAVY NUCLEAR PROPULSION PROGRAM: PROVIDES FOR THE TRAINING OF QUALIFIED VOLUNTEERS IN THE SUPERVISION, OPERATION AND MAINTENANCE OF NUCLEAR PROPULSION PLANTS ABOARD SUBMARINES AND SURFACE SHIPS.

I. STRATEGIC WEAPON SYSTEM PROGRAM - PROVIDES HIGHLY TRAINED PERSONNEL FOR FLEET BALLISTIC MISSILE SUBMARINES (POLARIS, POSEIDON AND TRIDENT).

107.8 DISCUSS THE FOLLOWING EDUCATIONAL PROGRAMS: (REF I)

A. NAVY CAMPUS - THE NAVY'S COMMITMENT TO PROVIDE QUALITY EDUCATION TO ITS MEMBERS IS CARRIED OUT THROUGH NAVY CAMPUS. THIS UNIQUE EDUCATIONAL PROGRAM ENABLES NAVY PERSONNEL TO PURSUE ALL LEVELS OF EDUCATION AND TRAINING, WHEREVER THEY ARE STATIONED. THROUGH NAVY CAMPUS, THEY CAN EARN THE SAME ACADEMIC DEGREES OR VOCATIONAL CERTIFICATES EARNED BY STUDENTS AT CIVILIAN INSTITUTIONS OF HIGHER EDUCATION. THEY PROVIDE GUIDANCE IN ON-DUTY AND OFF-DUTY STUDY PROGRAMS FOR CREDIT PURPOSES. PERSONNEL CAN ENROLL IN ANY COMBINATION OF NAVY CAMPUS PROGRAMS AND KEEP ACCUMULATING CREDITS TOWARD A CIVILIAN DEGREE OR VOCATIONAL CERTIFICATE OF THEIR CHOICE. NAVY CAMPUS ALSO SCREENS SERVICE RECORDS TO RECORD CREDITS FOR NAVY SCHOOLS ATTENDED.

B. PACE - PROGRAM FOR AFLOAT COLLEGE EDUCATION. THE NAVY SPONSORS A LOW/NO-TUITION PROGRAM OFFERING COLLEGE COURSES TO CREW MEMBERS SERVING ABOARD MANY SHIPS AT SEA. THIS IS CALLED THE PROGRAM FOR AFLOAT COLLEGE EDUCATION. THE MAJORITY OF COURSES ARE AT THE FRESHMAN/SOPHOMORE LEVEL, AND ALL COURSES ARE OFFERED BY ACCREDITED INSTITUTIONS OF HIGHER EDUCATION.


C. TUITION ASSISTANCE - THE NAVY PAYS UP TO 75% OF TUITION COSTS, DEPENDING ON RECIPIENT'S RATE AND LENGTH OF SERVICE, FOR QUALIFIED PERSONNEL WHO REGISTER TO TAKE APPROVED COURSES AT CIVILIAN INSTITUTIONS DURING OFF-DUTY TIME. CREDIT MAY BE GAINED FROM COURSES TAKEN AT ACCREDITED COLLEGES, UNIVERSITITES, HIGH SCHOOLS, VOCATIONAL/TECHNICAL SCHOOLS, AND THROUGH INDEPENDENT STUDY. D. SOCNAV - SERVICEMEMBERS OPPORTUNITY COLLEGES OF THE NAVY. SIMILAR TO THE NAVY CAMPUS CERTIFICATE/DEGREE PROGRAM, SOCNAV IS DESIGNED TO HELP MILITARY PERSONNEL ON ACTIVE DUTY EARN A DEGREE OR CERTIFICATE DESPITE TRANSFERS TO OTHER LOCATIONS. MORE THAN 400 TWO-YEAR AND FOUR-YEAR COLLEGES AND UNIVERSITIES COLLECTIVELY CONFER THE FULL RANGE OF ASSOCIATE, BACCALAUREATE AND GRADUATE DEGREES. THEY HAVE AGREED TO ENROLL ACTIVE DUTY PERSONNEL UNDER SPECIAL PROVISIONS THAT ASSIST NAVY STUDENTS. SOME OF THE BENEFITS OFFERED BY THIS PROGRAM ARE:

FUNCTIONAL SKILLS (ALSO CALLED BASIC SKILLS) - CLASSES THAT CONCENTRATE ON LANGUAGE SKILLS (VERBAL, WRITTEN, COMPREHENSION), READING AND MATHEMATICS ARE OFFERED TO NAVY PERSONNEL THROUGH THIS PROGRAM. IT IS DESIGNED TO COVER THE BASICS IN ORDER TO IMPROVE MILITARY PERFORMANCE AND AS A PREREQUISITE FOR RETAKING THE ASVAB TEST. COURSES ARE TAUGHT DURING ON-DUTY HOURS
BY CIVILIAN INSTITUTIONS AND ARE FREE TO THE MILITARY MEMBER. PERSONNEL MUST APPLY THROUGH NAVY CAMPUS.

F. NAVY CAMPUS HIGH SCHOOL COMPLETION PROGRAM - THE NAVY ENCOURAGES YOUNG PEOPLE TO REMAIN IN HIGH SCHOOL AND GRADUATE BEFORE ENLISTING IN THE NAVY, BUT THIS NAVY CAMPUS PROGRAM ASSISTS NON-HIGH SCHOOL GRADUATES IN OBTAINING THIS CREDENTIAL WHILE THEY ARE ON ACTIVE DUTY. THE NAVY PAYS UP TO 100 PERCENT OF COSTS. HIGH SCHOOL COMPLETION COURSES ARE NORMALLY PURSUED DURING OFF-DUTY HOURS.

G. NATIONAL APPRENTICESHIP PROGRAM - NAVY PERSONNEL WORKING AS APPRENTICES IN CERTAIN SKILL AREAS MAY BE ELIGIBLE FOR JOURNEYMAN STATUS IN A NATIONALLY RECOGNIZED OCCUPATION. UNDER AN AGREEMENT BETWEEN THE NAVY AND THE U.S. DEPARTMENT OF LABOR, SOME NAVY SKILLS CAN LEAD TO CERTIFICATION OF COMPLETION OF APPRENTICESHIP IN COMPARABLE CIVILIAN FIELDS. ELIGIBLE NAVY PERSONNEL BENEFIT FROM THIS PROGRAM BY OBTAINING THE SAME CREDIT FOR SPECIFIED NAVY WORK EXPERIENCE AND TRAINING AS THEIR CIVILIAN

COUNTERPARTS. THIS PROGRAM'S PRIMARY PURPOSE IS TO DEVELOP HIGHLY SKILLED, NAVY-ORIENTED JOURNEYMEN WHO WILL CONTINUE TO USE THEIR TECHNICAL SKILLS IN THE NAVY.

H. DANTES - DEFENSE ACTIVITY FOR NON-TRADITIONAL EDUCATION SUPPORT. DANTES IS A DEPARTMENT OF DEFENSE AGENCY WHICH PROVIDES SUPPORT TO THE VOLUNTARY EDUCATION PROGRAMS OF ALL THE MILITARY SERVICES. NON-TRADITIONAL EDUCATION TYPICALLY MEANS THAT THE EDUCATIONAL EXPERIENCE DID NOT TAKE PLACE IN THE FORMAL CLASSROOM. HOW THIS EXPERIENCE IS PROVIDED AND DOCUMENTED IS A CONCERN OF DANTES. ONE WAY IS THROUGH A COMPREHENSIVE EXAMINATION PROCESS. DANTES TESTING SECTIONS ARE LOCATED AT MAJOR SHORE STATIONS AND ON MANY LARGE SHIPS AND THEY PROVIDE FOR THE ADMINISTRATION OF EXAMINATIONS BY NAVY CAMPUS EDUCATION SPECIALISTS AND EDUCATION SERVICES OFFICERS. I. EEAP - ENLISTED EDUCATION ADVANCEMENT PROGRAM. THIS PROGRAM ENABLES SELECTED ACTIVE DUTY NAVY PERSONNEL TO ATTEND JUNIOR OR COMMUNITY COLLEGES IN RESIDENCE, AND EARN ASSOCIATE IN ARTS OR SCIENCE DEGREES IN 24 MONTHS OR LESS OF FULL-TIME COLLEGE EDUCATION. THE PURPOSE OF EEAP IS TO ENHANCE ENLISTED MEMBERS' ABILITIES IN THEIR TECHNICAL SKILLS AND AT THE SAME TIME IMPROVE THEIR GENERAL SUPERVISORY AND MANAGERIAL ABILITIES. THE PROGRAM PREPARES CAREER NAVY PERSONNEL TO ASSUME LEADERSHIP POSITIONS OF INCREASED RESPONSIBILITY. PRIMARY CONSIDERATION IN SELECTING CANDIDATES IS GIVEN TO PERFORMANCE EVALUATIONS, PERFORMANCE IN NAVY SCHOOLS AND EVIDENCE OF INDIVIDUAL EFFORT TO ADVANCE THEIR ACADEMIC LEVEL WHILE IN THE NAVY.

J. JOBS - JOB ORIENTED BASIC SKILLS. PROGRAM WHERE PERSONNEL REQUEST TO ATTEND BASIC SKILLS AS PART OF PCS FUNDED TRANSFER ENROUTE TO NAVY SCHOOLS. PRIMARILY FOR MEMBERS WHOSE ASVAB SCORES ARE NOT HIGH ENOUGH FOR THE SCHOOL, BUT WITH JOBS ENROUTE MEMBER CAN IMPROVE IN HIS WEAK AREAS. IF MEMBER IS ELIGIBLE FOR ASVAB WAIVER, HE IS ELIGIBLE TO REQUEST JOBS. JOBS ASSISTS WITH MATH, READING, ENGLISH COMPOSITION AND COMPREHENSION. MAXIMUM ASVAB WAIVER IS 10 POINTS. WAIVERS DEPEND ON SCHOOL REQUIREMENTS.

A. NAVAL RESERVE OFFICER PROGRAMS - PROGRAMS FOR COMMISSION IN THE U.S. NAVY RESERVE FOR ENLISTED MEMBERS WHO POSSESS A BACCALAUREATE DEGREE OR HIGHER.


B. NAVAL ACADEMY - PERSONNEL GO TO COLLEGE FOR FOUR YEARS AT THE NAVAL ACADEMY IN ANNAPOLIS, MD. UPON GRADUATION, THEY RECEIVE A BACHELOR OF SCIENCE DEGREE IN ONE OF 18 MAJORS, AND A COMMISSION IN THE REGULAR NAVY OR MARINE CORPS. AN OUTSTANDING OPPORTUNITY FOR QUALIFIED MEMBERS TO EMBARK ON A NAVAL CAREER AS OFFICERS IN THE U.S. NAVY OR MARINE CORPS. MIDSHIPMEN RECEIVE APPROXIMATELY ONE-HALF OF AN ENSIGN'S PAY PER MONTH, PLUS TUITION, ROOM AND BOARD. NAVAL ACADEMY CANDIDATES MAY NOT BE MARRIED OR HAVE ANY DEPENDENTS.

C. BROADENED OPPORTUNITY FOR OFFICER SELECTION AND TRAINING PROGRAM - THE NAVY IS ENGAGED IN A VIGOROUS EFFORT TO ENSURE THAT OPPORTUNITIES FOR CAREER SERVICE AS NAVAL OFFICERS ARE OPEN TO PERSONS WHO HAVE DEMONSTRATED IN THEIR INDIVIDUAL ENVIRONMENTS THAT THEY POSSESS THE QUALITIES AND DESIRE NECESSARY FOR CAREERS AS NAVAL OFFICERS. AS A PART OF THIS EFFORT, THE NAVY DEVELOPED THE BOOST PROGRAM. A TAILORED CURRICULUM TO PREPARE SELECTED INDIVIDUALS TO BE MORE COMPETITIVE FOR ENTRANCE INTO NROTC AND THE NAVAL ACADEMY. THE MILITARY STAFF PROVIDES PHYSICAL FITNESS, GENERAL MILITARY TRAINING AND COUNSELING WHILE A STAFF OF CIVILIAN EDUCATORS TEACH THE ACADEMIC CURRICULUM. IN GENERAL, ELIGIBILITY IS BASED ON MOTIVATION, PERFORMANCE AND DESIRE TO COMPLETE FOLLOW ON OFFICER TRAINING PROGRAMS.

D. ACTIVE DUTY CHIEF WARRANT OFFICER PROGRAM - ONE OF THE PRIMARY ENLISTED TO OFFICER PROGRAMS SPONSORED BY THE NAVY THAT DOES NOT REQUIRE A COLLEGE EDUCATION. THE ACTIVE DUTY CWO PROGRAM PROVIDES AN OPPORTUNITY FOR SELECTED SENIOR ENLISTED PERSONNEL TO RECEIVE APPOINTMENTS AS CWOS FOR PERFORMANCE OF DUTIES IN THE TECHNICAL FIELD INDICATED BY THEIR FORMER ENLISTED RATING GROUP. MUST BE AN E7 OR ABOVE TO APPLY WITH BETWEEN 12-24 YEARS ACTIVE DUTY.

E. LIMITED DUTY OFFICER PROGRAM - ALONG WITH THE CWO PROGRAM, CONSIDERED TO BE A PRIMARY ENLISTED TO OFFICER PROGRAM THAT DOES NOT REQUIRE A COLLEGE EDUCATION. THE ACTIVE DUTY LDO PROGRAM PROVIDES AN OPPORTUNITY FOR SELECTED CWOS AND SENIOR ENLISTED PERSONNEL TO RECEIVE APPOINTMENTS TO GRADES ABOVE CWO4 FOR THE PERFORMANCE OF DUTIES IN THE BROAD OCCUPATIONAL FIELD INDICATED BY THEIR FORMER CWO DESIGNATOR OR ENLISTED RATING GROUP. LDO'S ARE TECHNICALLY ORIENTED OFFICERS WHO PERFORM DUTIES WHICH ARE LIMITED TO SPECIFIC OCCUPATIONAL FIELDS. MUST BE AN E-6 WITH ONE YEAR TIME IN PAYGRADE OR ABOVE TO APPLY. MUST HAVE BETWEEN 8-16 YEARS ACTIVE SERVICE.

F. ENLISTED COMMISSIONING PROGRAM (ECP) - AN UNDERGRADUATE EDUCATION PROGRAM THAT PROVIDES AN OPPORTUNITY FOR OUTSTANDING CAREER MOTIVATED ACTIVE DUTY ENLISTED PERSONNEL IN THE NAVY OR NAVAL RESERVE, WHO HAVE PREVIOUS COLLEGE CREDITS, TO EARN A REGULAR COMMISSION. SELECTEES WILL BE ORDERED TO THE ECP ON A PERMANENT CHANGE OF STATION BASIS AND ENROLLED IN A PARTICIPATING NAVAL RESERVE OFFICERS TRAINING CORPS HOST UNIT. WHILE PARTICIPATING IN THE PROGRAM, ALL COSTS WILL BE DEFRAYED BY THE CANDIDATE.

G. MEDICAL ENLISTED COMMISSIONING PROGRAM - BASICALLY THE SAME AS ECP, BUT MECP PERSONNEL WORK TOWARD A DEGREE AND COMMISSION IN THE MEDICAL FIELD.

H. NROTC SCHOLARSHIP PROGRAM - NAVAL RESERVE OFFICER TRAINING CORPS. LEADS TO APPOINTMENT AS AN OFFICER IN THE REGULAR NAVY OR MARINE CORPS IN THE GRADE OF ENSIGN OR SECOND LIEUTENANT (USMC). THE NROTC SCHOLARSHIP PROGRAMS ARE MAINTAINED TO EDUCATE AND TRAIN WELL-QUALIFIED YOUNG MEN AND WOMEN FOR CAREERS AS COMMISSIONED OFFICERS OF THE REGULAR NAVY OR MARINE CORPS. ONLY THOSE REASONABLY DISPOSED TO MAKING THE NAVY OR MARINE CORPS A CAREER SHOULD PLAN TO ENTER AN NROTC SCHOLARSHIP PROGRAM. THE TWO-YEAR AND FOUR-YEAR NROTC SCHOLARSHIP PROGRAMS PROVIDE THE RECIPIENT WITH TUITION, TEXT BOOKS, INSTRUCTIONAL FEES AND A MONTHLY ALLOWANCE. ENLISTED PERSONNEL COMPETE FOR AN NROTC SCHOLARSHIP IN THE SAME MANNER AS CIVILIAN APPLICANTS.

I. OFFICER CANDIDATE SCHOOL - THIS IS CONDUCTED AT THE NAVAL OFFICER CANDIDATE SCHOOL IN NEWPORT, RI. THE 16-WEEK COURSE PROVIDES COLLEGE GRADUATES THE INITIAL TRAINING TO BECOME NAVY OFFICERS. OCS IS AN INTENSIVE CURRICULUM IN NAVAL SCIENCE AND HUMAN RELATIONS MANAGEMENT. TO ATTEND OCS YOU MUST HAVE A BACHELOR'S DEGREE FROM AN ACCREDITED COLLEGE OR UNIVERSITY. APPLICATION FOR OCS CAN BE MADE AS EARLY AS ONE YEAR PRIOR TO COLLEGE GRADUATION.
