106.1 EXPLAIN THE FOLLOWING: (REF A)
A. ADMINISTRATIVE ORGANIZATION - ADMINISTRATION IS THE MACHINERY BY WHICH AN ORGANIZATION PLANS AND ACCOMPLISHES ITS ASSIGNED RESPONSIBILITIES. ORGANIZATION IS THE ELEMENT OF ADMINISTRATION WHICH ENTAILS THE ORDERLY ARRANGEMENT OF MATERIALS AND PERSONNEL BY FUNCTIONS IN ORDER TO ATTAIN THE OBJECTIVE OF THE UNIT.
B. WATCH ORGANIZATION - OPERATIONAL REQUIREMENTS ARE CONSIDERED FIRST IN DEVELOPING A WATCH ORGANIZATION. BASED ON THESE REQUIREMENTS, FUNCTIONS AND RESPONSIBILITIES OF PERSONNEL ARE DELINEATED IN WRITING. THE WATCH ORGANIZATION MUST ALSO BE BASED ON CAPABILITIES OF PERSONNEL AND THE WISHES OF THE COMMANDING OFFICER. THE UNIT WATCH ORGANIZATION SHOULD BE CHARTED AND EXPLAINED IN THE UNIT'S ORGANIZATION BOOK TO ENSURE PERSONNEL KNOW THEIR RESPONSIBILITIES WHILE ON WATCH.
C. ADMINISTRATIVE BILLS - ESTABLISH UNIFORM POLICIES FOR ASSIGNMENT OF PERSONNEL TO DUTIES OR STATIONS FOR EXECUTING SPECIFIC EVOLUTIONS OR FUNCTIONS. SOME EXAMPLES ARE: BERTHING AND LOCKER BILL, CLEANING, PRESERVATION AND MAINTENANCE BILL, GENERAL VISITING BILL, SECURITY BILL, AND THE PERSONNEL RECALL BILL.
D. OPERATIONAL BILLS - SET POLICIES AND PROCEDURES CONCERNING THE SHIP'S BOATS, CIVIL DISASTER, COLD AND HEAVY WEATHER, ELECTRONIC EMISSION CONTROL (EMCON), HAZARDS OF ELECTROMAGNETIC RADIATION TO ORDNANCE (HERO), DARKEN SHIP, ETC.
E. EMERGENCY BILLS - PROVIDES AN ORGANIZATION, PRESCRIBED PROCEDURES AND ASSIGNS RESPONSIBILITIES FOR CONTROLLING THE EFFECTS OF A MAJOR EMERGENCY OR DISASTER, I.E. COLLISION, GROUNDING, EXPLOSION, NBC CONTAMINATION, EARTHQUAKE, STORM OR BATTLE DAMAGE.
106.2 DESCRIBE THE DUTIES, RESPONSIBILITIES AND AUTHORITY OF
THE FOLLOWING PERSONNEL: (REF A)
A. COMMANDING OFFICER - THE DUTIES AND RESPONSIBILITIES OF THE COMMANDING OFFICER ARE ESTABLISHED BY U.S. NAVY REGULATIONS, GENERAL ORDERS, CUSTOMS, AND TRADITION. THE AUTHORITY OF THE COMMANDING OFFICER IS COMMENSURATE WITH HIS RESPONSIBILITY, SUBJECT TO THE LIMITATIONS PRESCRIBED BY LAW AND U.S. NAVY REGULATIONS.
B. EXECUTIVE OFFICER - IS THE DIRECT REPRESENTATIVE OF THE COMMANDING OFFICER. THE EXECUTIVE OFFICER IS PRIMARILY RESPONSIBLE FOR THE ORGANIZATION, PERFORMANCE OF DUTY, AND GOOD ORDER AND DISCIPLINE OF THE ENTIRE COMMAND. ALL ORDERS ISSUED BY HIM WILL HAVE THE SAME FORCE AND EFFECT AS THOUGH ISSUED BY THE COMMANDING OFFICER.
C. COMMAND MASTER CHIEF - THE SENIOR ENLISTED ADVISOR TO THE COMMAND ON THE FORMULATION AND IMPLEMENTATION OF POLICIES PERTINENT TO MORALE, WELFARE, JOB SATISFACTION, DISCIPLINE, UTILIZATION AND TRAINING OF ALL ENLISTED PERSONNEL.
D. DEPARTMENT HEAD - IS THE REPRESENTATIVE OF THE COMMANDING OFFICER IN MATTERS PERTAINING TO THE DEPARTMENT. ALL PERSONS ASSIGNED TO THE DEPARTMENT WILL BE SUBORDINATE TO HIM AND ALL ORDERS ISSUED BY HIM WILL ACCORDINGLY BE OBEYED BY THEM.
E. DIVISION OFFICER - IS RESPONSIBLE, UNDER THE DEPARTMENT HEAD, FOR THE DUTIES ASSIGNED TO THE DIVISION AND FOR THE CONDUCT OF SUBORDINATES, FOLLOWING REGULATIONS AND ORDERS OF THE COMMANDING OFFICER AND OTHER SUPERIORS.
F. DIVISION CPO - THE CHIEF PETTY OFFICER DESIGNATED BY THE DIVISION OFFICER AS THE DIVISION CPO NORMALLY WILL BE THE SENIOR CPO IN THE DIVISION. THE LCPO ASSISTS THE DIVISION OFFICER IN ADMINISTERING, SUPERVISING AND TRAINING DIVISION PERSONNEL.
G. DIVISION LPO - THE DIVISION LEADING PETTY OFFICER IS DESIGNATED BY THE DIVISION OFFICER AND IS NORMALLY THE SENIOR PETTY OFFICER IN THE DIVISION. HE/SHE WILL ASSIST THE LEADING CHIEF AND THE DIVISION OFFICER IN ADMINISTERING, SUPERVISING AND TRAINING THE DIVISION.

CODING SYSTEM: (REF B)
A FOUR-DIGIT NUMERICAL CODING SYSTEM THAT FACILITATES MANAGEMENT CONTROL OVER ENLISTED SKILLS BY IDENTIFYING BILLETS AND PERSONNEL AND ENHANCES EFFICIENT UTILIZATION OF PERSONNEL IN DISTRIBUTION AND DETAILING.
106.4 STATE THE MISSION OF EACH OF THE FOLLOWING MAJOR CLASSES OF AVIATION CAPABLE SHIPS: (REF C)
A. DD/DDG - DESTROYER/GUIDED-MISSILE DESTROYER - EXCELLENT MULTIPURPOSE SHIPS THAT ARE USEFUL IN ALMOST ANY KIND OF NAVAL OPERATION. THEY ARE FAST SHIPS WITH A VARIETY OF ARMAMENT, BUT LITTLE OR NO ARMOR. FOR PROTECTION, THEY DEPEND ON THEIR SPEED AND MOBILITY. PRINCIPAL MISSION IS TO OPERATE OFFENSIVELY AND DEFENSIVELY AGAINST SUBMARINES AND SURFACE SHIPS, AND TO TAKE DEFENSIVE ACTION AGAINST AIR ATTACKS. THEY ALSO PROVIDE GUNFIRE SUPPORT FOR AMPHIBIOUS ASSAULTS; AND PERFORM PATROL, SEARCH AND RESCUE MISSIONS. THEY ALSO HAVE FULL HELICOPTER FACILITIES TO ACCOMMODATE THE LIGHT AIRBORNE MULTIPURPOSE SYSTEM (LAMPS) SH-2 HELICOPTER.
B. FF/FFG - FRIGATE/GUIDED-MISSILE FRIGATE - USED FOR OPEN- OCEAN ESCORT AND PATROL. FRIGATES RESEMBLE DESTROYERS IN APPEARANCE, BUT ARE SLOWER, HAVE ONLY A SINGLE SCREW, AND CARRY LESS ARMAMENT. THEY CAN CARRY ONE OR TWO LAMPS MK 1 SH-2 HELICOPTERS.
C. CG/CGN - GUIDED-MISSILE CRUISER/GUIDED-MISSILE CRUISER NUCLEAR - MEDIUM-SIZED, GENERAL UTILITY SHIPS. THEY HAVE A LARGE CRUISING RANGE AND ARE CAPABLE OF HIGH SPEEDS (OVER 30 KNOTS). THEY SERVE AS PROTECTIVE SCREENS AGAINST SURFACE AND AIR ATTACKS, AND ALSO PROVIDE GUNFIRE SUPPORT FOR LAND OPERATIONS. THE TICONDEROGA (CG-47) CLASS CRUISERS ARE BUILT ON THE SPRUANCE (DD-963) HULL. THESE CRUISERS ARE FITTED WITH THE AEGIS COMBAT SYSTEM. THE AEGIS SYSTEM PROVIDES AREA COVERAGE, ELECTRONIC COUNTERMEASURES (ECM) RESISTANCE, AND THE FAST REACTION TIME TO EFFECTIVELY COMBAT THE ANTISHIP CRUISE MISSILE THREAT. THE TICONDEROGA CLASS CRUISERS ARE CAPABLE OF CONDUCTING ANTIAIR WARFARE, ANTISUBMARINE WARFARE, AND ANTISURFACE SHIP WARFARE AT THE SAME TIME. PROPULSION IS GAS TURBINE ENGINES. THEY CARRY THE NEW LAMPS MK III SH- 60 HELICOPTER.
D. AO - OILERS - CARRY NAVY FUEL, JET FUEL AND OTHER PETROLEUM PRODUCTS, OPERATING WITH REPLENISHMENT GROUPS AND DELIVER THEIR CARGO TO SHIPS AT SEA. CAN SERVICE SHIPS ON BOTH SIDES SIMULTANEOUSLY.
E. AOE - FAST COMBAT SUPPORT SHIP - THE LARGEST AND MOST POWERFUL AUXILIARY SHIP IN THE NAVY. UNLIKE OTHER REPLENISHMENT SHIPS, THE AOE IS DESIGNED TO OPERATE AS AN INTEGRAL FORCE RATHER THAN A UNIT OF AN UNDERWAY REPLENISHMENT GROUP. IT IS A MULTIPLE PRODUCTS SHIP (MISSILES, FUEL, AMMUNITION, AND GENERAL CARGO) THAT HAS A CARGO-FUEL CAPACITY GREATER THAN THAT OF OUR LARGEST FLEET OILERS, PLUS A HOLD CAPACITY EQUAL TO THE LARGEST AMMUNITION SHIP. IT ALSO CARRIES A LARGE LOAD OF BOTH GENERAL SUPPLIES AND REFRIGERATED CARGO. THEY CARRY TWO H-46 HELICOPTERS FOR VERTICAL REPLENISHMENT (VERTREP) AND LOGISTICAL SUPPORT.
F. AOR - REPLENISHMENT OILER - TRANSFER FUEL, REPLACEMENT PARTS, PROVISIONS, FLEET FREIGHT AND AMMUNITION. THEY CARRY TWO H-46 HELICOPTERS FOR VERTREP AND LOGISTICAL SUPPORT.
G. AE - AMMUNITION SHIP - OPERATE WITH REPLENISHMENT GROUPS TO DELIVER AMMUNITION AND MISSILES TO THE FLEET AT SEA. THESE SHIPS ARE CAPABLE OF HANDLING ALL TYPES OF MISSILES. THE USNS KILAUEA (T-AE-26) IS THE ONLY AE OPERATED BY THE MILITARY SEALIFT COMMAND (MSC). THEY CARRY TWO H-46 HELICOPTERS FOR VERTREP AND LOGISTICAL SUPPORT.
H. LCC - AMPHIBIOUS COMMAND SHIP - CAN SERVE SIMULTANEOUSLY AS A COMMAND SHIP FOR AN AMPHIBIOUS TASK FORCE, LANDING FORCE AND AIR SUPPORT COMMANDERS DURING AMPHIBIOUS OPERATIONS. IT PROVIDES ACCOMMODATIONS AND COMMAND AND COMMUNICATION FACILITIES FOR THE VARIOUS COMMANDERS AND THEIR STAFFS. THESE SHIPS HAVE THE MOST MODERN AND CAPABLE COMMAND FACILITIES AFLOAT. LANTFLT - USS MOUNT WHITNEY (LCC 20). PACFLT - USS BLUE RIDGE (LCC 19).
I. LPH - AMPHIBIOUS ASSAULT SHIP - IS DESIGNED TO EMBARK, TRANSPORT AND LAND 2,000 TROOPS AND THEIR EQUIPMENT BY MEANS OF TRANSPORT HELICOPTERS IN CONJUNCTION WITH A BEACH ASSAULT. WHEN NOT USED IN AMPHIBIOUS ASSAULTS, THEY HAVE THE CAPABILITY OF ASSISTING IN ANTISUBMARINE WARFARE.
J. LPD - AMPHIBIOUS TRANSPORT DOCK - INCORPORATES FEATURES OF THE LSD AND LPH. TRANSPORTS TROOPS AND EQUIPMENT IN THE SAME SHIP. WITH FACILITIES FOR OPERATING EIGHT HELICOPTERS, THE LPD FREQUENTLY SERVES AS A SATELLITE TO THE LPH DURING VERTICAL ASSAULT OPERATIONS.
K. LSD - DOCK LANDING SHIP - CAN TRANSPORT AND LAUNCH A VARIETY OF LOADED AMPHIBIOUS CRAFT AND VEHICLES. IT CAN PROVIDE LIMITED DOCKING AND REPAIR SERVICES TO SMALL SHIPS AND CRAFT AND IS EQUIPPED TO REFUEL HELICOPTERS. WHEN THE CRAFT IS LAUNCHED, THE LSD IS BALLASTED DOWN, THE WELL IS FLOODED, AND THE CRAFT MOVE OUT UNDER THEIR OWN POWER. THE LSD CAN TRANSPORT 18 LCM-6'S PLUS THE SHIP'S ALLOWANCE OF FOUR LANDING CRAFT. IT HAS ONE HELICOPTER LANDING SPOT WHICH IS CAPABLE OF HANDLING A CH-53 HELICOPTER.
L. LST - TANK LANDING SHIP - USED FOR TRANSPORTING TROOPS, TANKS, PRELOADED VEHICLES, AMMUNITION, FUEL, AND ALL SORTS OF SUPPLIES. BOW DOORS AND A BOW RAMP GIVE ACCESS TO A HUGE HOLD CALLED THE MAIN DECK. A TURNTABLE IN THE FORWARD PART OF THE TANK, TURNS VEHICLES WITHOUT A GREAT DEAL OF MANEUVERING. NEW DESIGNS INCLUDE BOW THRUSTER (SIDE PROPULSION UNIT) TO AID IN MANEUVERING, A CLIPPER BOW, EXTENDED BOW RAMP INSTEAD OF BOW DOORS AND A ROUNDED BOTTOM.
M. LHA - AMPHIBIOUS ASSAULT SHIP - IS ABLE TO EMBARK, DEPLOY AND LAND A MARINE BATTALION LANDING TEAM BY HELICOPTERS, LANDING CRAFT, AMPHIBIOUS VEHICLES AND COMBINATIONS OF THESE METHODS. IT COMBINES THE FEATURES OF THE LPH, LPD, LKA AND LSD INTO A SINGLE SHIP.
N. LHD - AMPHBIOUS WARFARE SHIP - DESIGN BASED ON THAT OF THE LHA-1 CLASS BUT INTENDED TO BE CONVERTIBLE FROM AN ASSAULT SHIP TO AN ASW SHIP WITH HARRIER V/STOL FIGHTERS FOR GROUND ASSAULT. BECAUSE OF THE DESIRE TO MAXIMIZE THE NUMBER OF DECK SPOTS, NO SKI-JUMP V/STOL RAMP IS FITTED. USES AN LSD/LPD-TYPE LOWERING STERN GATE, VICE THE SECTIONAL, RISING GATE OF THE LHA. CAN HOLD THREE LCAC'S IN A SINGLE BAY.
O. CV/CVN/CVT - MULTIPURPOSE CARRIER/MULTIPURPOSE CARRIER NUCLEAR/TRAINING CARRIER - THE JOB OF THE CV OR CVN IS TO CARRY, LAUNCH, RETRIEVE AND HANDLE COMBAT AIRCRAFT QUICKLY AND EFFECTIVELY. THE AIRCRAFT CARRIER CAN APPROACH THE ENEMY AT HIGH SPEED, LAUNCH PLANES FOR THE ATTACK, RECOVER THEM, AND RETIRE BEFORE ITS POSITION CAN BE DETERMINED. THE ATTACK CARRIER IS AN EXCELLENT LONG- RANGE OFFENSIVE WEAPON AND IS THE CENTER OF THE MODERN NAVAL TASK FORCE OR TASK GROUP. THE ONLY CVT IN COMMISSION IS THE USS FORRESTAL (CV 59) USED AS A TRAINING PLATFORM, MAINLY FOR PILOTS. IT IS HOMEPORTED IN PENSACOLA, FL.
P. AGF - MISCELLANEOUS COMMAND SHIP - MODIFIED LPD'S SERVING A COMMAND AND COMMUNICATION ROLE IN MIDDLE EASTERN WATERS. PROVIDES A PLATFORM FOR UP TO SIX HELICOPTERS. THEY ARE PAINTED WHITE TO HELP THEIR AIR CONDITIONERS COPE WITH THE INTENSE HEAT OF THE MIDDLE EAST.
