Federal Lighting Requirements

 

IN CAB INSPECTION

1)       Check horn operation

2)       Check seat security and seat belt operation

3)       Check blower and heater controls and defroster, defroster must blow hot air controls must operate as intended.

4)       Check clutch pedal free play

5)       Check glass condition no obstructions or chips or stars in the field swiped by the wiper blades, no window tinting as to obstruct driver view, nothing to obstruct driver front or side views.

6)       Check all dust boots (shifter and pedal) for leaks.

7)       All pedal pads have non-slip surface or rubber pads installed.

8)       No holes in cab floor, or cab interior as to permit exhaust fumes to enter cab.

9)       All door latches and windows and door seals, and door hinge.

10)   Tractor protection and Emergency valves pop off minimum 20 psi.

11)   Low air warning buzzer and light (must sound at 55 psi or higher).

12)   The air pressure gauge must work.

13)   Pressure build up from 50 to 90 psi must not exceed three minutes.

14)   Governor cut in and cut out must be to manufacturer specifications or 85 psi and 135 psi respectively.

15)   A fully charged brake application must not lower reservoir pressure more than 20 psi.

16)   With a fully charged system pressure shall not drop more than two psi in one minute with service brakes released, and three pounds in one minute with the service brakes applied.

17)   All energy absorbing material shall be intact.

18)   Collapsible steering column shall appear intact.

19)   Air suspension shall not inflate with less than 55-psi reservoir pressure.

20)   The park brake shall hold the vehicle in reverse and forward gear against light throttle.

21)   In the case of vacuum boosted hydraulic brakes if equipped with a gauge or warning device shall be tested and the vacuum gauge shall be operative, and with the engine stopped the warning device shall sound before vacuum reserve drops below 8” of mercury, or if no vacuum gauge is fitted there shall be at least one boosted brake application available after the warning device operates.

22)   If equipped the safety neutral switch shall function.

23)   Windshield wipers and washers shall work.

24)   The dash lights shall work.

25)   Mirrors, must be present and in good condition, and secure. 

ROAD TEST 

26)   The speedometer shall work, odometer will work.

27)   The throttle will not stick.

28)   The transmission will operate as intended.

29)   The brakes must be capable of skidding any wheel from a speed not exceeding 20 kilometers an hour unless equipped with anti lock brakes.

30)   Vehicle should steer as intended.

31)   Transmission will operate as intended. 

IN SHOP 

32)   Check brake lights.

33)   Check left turn light.

34)   Check right turn light.

35)   Check license light.

36)   Does not have to have back up lights, but if equipped it is recommended that it work.

37)   Excluding tractor designed to pull a trailer, units over 2.05 metres in width shall have two clearance lights, one on each side of the front of the vehicle and those lights will be amber in colour, and two lights on the rear of the vehicle on each side which shall be red in colour.  

38)   A vehicle 2.05 metres (excluding tractor designed to pull a trailer) in width or 9.2 metres in length shall have three identification lights red or green in colour not less than 150 millimeters nor more than 310 millimetres apart along a horizontal line as near the top of the unit as the structure permits.

39)   More than one spotlight is not allowed.

40)   More than four lights emitting 300 candela is not allowed.

41)   Check headlights, tinting or covering of headlights is not allowed.

42)   Check headlight alignment.

43)   Check for any protruding sharp objects that may injure a pedestrian.

44)   Check body security for any hazard that may cause harm to other vehicles or pedestrians including tailgate hinges and door latches.

45)   Inspect fuel caps.

46)   Inspect fuel tanks for leaks and security, no fuel leaks of any kind.

47)   Inspect hood latches and tilt cab locks, and hinges.

48)   Inspect exhaust, no leaks, no burning or charring of other components, any exposed parts must be shielded so as a pedestrian cannot burn themselves.

49)   Exhaust system must not pass through the cab or occupant compartment.

50)   Exhaust must be directed past the cab or occupant compartment.

51)   Exhaust must not extend vehicle by more than 15 centimetres.

52)   There will be a muffler.

53)   Fifth wheel will be secure, jaws will operate, and slides will lock, nothing worn out.

54)   Hitches and chains will be secure and no signs of welding or brazing are permitted.

55)   Wheels will not be visibly out of alignment.

56)   Drain air tanks, drain cocks must function.

57)   One way check valves must function, draining the primary tank should not drain the secondary tank or vice versa, draining the wet tank should not drain either the primary or secondary tanks. 

TIRES 

58)   Minimum 1.5 millimetres of tread in any two adjacent groves at three equally spaced intervals shall remain.

59)   3 millimeters (of above) on steers.

60)   No exposed cords.

61)   No caps on steers.

62)   No bulges or bumps or knots.

63)   No tire will be smaller than the manufacturer specifies, or so large as to contact any vehicle component.

64)   No tire will bear the letters “SL” “NHS” or “TG” after the tire designation.

65)   No mixture of radial or biased tires on an axle, but you can have all biased on one axle and all radial on another (only if dual wheels).

66)   Dual tires will not contact each other or be more than 13 millimetres difference in circumference. 

WHEELS 

67)   No wheel stud, bolt, clamp or lug shall be loose, missing, damaged, broken, mismatched or have insufficient thread engagement.

68)   No disc wheel assembly shall have any visible crack, elongated hole, indication of repair by welding, or be so bent or damaged as to affect the safe operation of the vehicle.

69)   No wheel rim or lock ring shall be mismatched, bent sprung, or otherwise damaged so as to affect the safe operation of the vehicle.

70)   No cast wheel shall show evidence of excessive wear in the clamp area.

71)   No wheel spoke shall be missing, loose or broken. 

LICENSE PLATE 

72)   License plate will be lighted and in good condition. 

SUSPENSION STEERING 

73)   Steering shaft couplings and splines shall not have excessive play.

74)   With the wheels on the ground and if power assisted steering the engine will be running, free play of the steering wheel with no movement of the tires will not exceed the limit set by the manufacturer or the measurements shown I column 2 for the steering wheel diameter given in column 1.

76)   There shall not be excessive play in any steering linkage joint.

77)   Inner control arm pivots, king pins, wheel and axle bearings, and ball joints, other than wear indicating ball joints, shall be inspected for wear and damage while the wheels of the vehicle are off the ground so that the suspension joints are not under load.

78)   No non-load carrying ball joint shall show any perceptible play other than that specified by the manufacturer.

79)   In the case of king pins, no front wheel shall have a rocking play about its horizontal axis in excess of six millimetres for a tire diameter of sixteen inches, nine millimetres for a tire diameter that is larger than sixteen but not larger than eighteen, or twelve millimetres for a tire diameter that is larger than eighteen inches.  As measured from the extreme top or bottom of the tire tread face.

80)   No control arm inner pivot shall have excessive play.

81)   Wear indicating ball joints will be inspected under-load and no excessive wear shall be indicated.

82)   No wheel or axle bearing shall give any indication of excessive wear or damage when the bearing is rotated.

83)   No wheel bearing shall be maladjusted as to result in excessive play or binding.

84)   Front and rear springs, shackles, U-bolts, center bolts, radius rods, control arms, shock absorbers, equalizers, stabilizers, their supports and attachments shall be inspected and none will be loose, bent broken, disconnected, perforated by rust, or missing.

85)   Rear axles will be inspected for alignment and tracking.

86)   No air leaks in the suspension, including lift axles.

87)   Lift axles will operate by their switch or valve.

88)   With air in the suspension system at normal operating pressure, the vehicle body and chassis frame shall be supported clear of all axles and shall appear to be level.

89)   No suspension joints of a variable load-sharing axle with independent suspension shall be worn beyond the manufacturers specified safe limits.

90)   The power steering system shall be inspected, including fluid level, no excessive leaks, no missing bolts.

91)   Steering column and box shall be inspected. 

BRAKES 

92)   Brake drums and disc pads shall be removed from all wheel brakes.

93)   No drum or disc shall have any external crack or cracks on the friction surface, other than normal heat-check cracks, that reach the outer edge of the drum bore or periphery of the disc.

94)   No drum or disc shall have any mechanical damage to the friction surface, other than that which may attributed to normal wear.

95)   No ventilated disc shall have broken or visibly cracked cooling fins.

96)   No inside diameter of a drum shall be greater than the dimension stamped on the drum, or where the dimension is not stamped on the drum, the vehicle manufacturers wear limit.

97)   No bonded lining will be thinner than 1.5 millimetres when measured at its thinnest point.

98)   Riveted lining shall not be closer to the rivet head than specified by the manufacturer and in no case be less than 0.8 millimetres.

99)   Bolted linings shall not be thinner than 8 millimetres when measured at the center of the shoe.

100)                        No brake will be broken or loose on its shoe or pad.

101)                        No brake shall show evidence of contamination such as to effect braking performance.

102)                        No hydraulic brake cylinder shall show evidence of leakage.

103)                        No mechanical or structural part shall be misaligned, badly worn, cracked, broken, binding, seized, disconnected or insecure, and no grease retainer will be missing or leaking.

104)                        If fitted no auto-slack shall be inoperative.

105)                        No hydraulic brake piston will fail to move when moderate pressure is applied to the brake pedal.

106)                        No brake hose will be braided.

107)                        All brakes will be adjusted for minimum lining-to-drum clearance without brake drag.

108)                        With the service brakes properly adjusted, the service brake system shall be tested by stopping the unloaded vehicle on a substantially level, dry, smooth, paved surface free from loose material and,

(a)     from a speed of not more than 20 kilometres per hour, with heavy pedal force,

(i)                  each wheel brake, other than a front wheel brake of a vehicle having a gross vehicle weight rating of exceeding 8,200 kilograms or a wheel brake controlled by an anti-lock or brake proportioning device, shall cause its wheel to slide,

(ii)                no component shall fail, and

(iii)               each wheel brake shall release immediately after the pedal force is is removed;

(104)   The brake shall not pull to the left or right.
