OVERVIEW Decrease in Total Number of Accidents 1 The overall number of road accidents resulting in injury or death decreased by 3% from 7,091 cases in 2001 to 6,879 in 2002. The most notable decrease was a 52% drop in the number of serious injury accidents from 302 cases in 2001 to 145 in 2002. The number of fatal road accidents increased marginally from 186 cases in 2001 to 190 cases in 2002. Decrease in Serious Violation Accidents 2 The number of fatal speed-related accidents decreased from 67 cases in 2001 to 63 cases in 2002. The number of persons arrested for drink-driving accidents also decreased from 439 persons in 2001 to 342 in 2002, a 22.1% drop. The number of fatal accidents resulting from red-running violations also showed a decrease from 13 to 9 cases. In terms of violations, the number of red-running violations decreased by 50.1% while the number of speeding violations also decreased, by 7.4%. Fatalities by Road Users 3 There were 199 fatalities recorded in 2002, the 3rd lowest in 29 years. Compared to the 194 killed in 2001, this is an increase of 2.6%. The fatality rate per 100,000 population was 4.8 for 2002 as compared to 4.7 for 2001. Car driver and passenger fatalities fell by 16.0% while pedestrian fatalities fell by 9.3% in the same period. 4 Pedal cyclist fatalities increased by 4 in 2002 over 2001. Motorcyclists and pillion riders remained the most vulnerable group of road users, comprising 50.8% of the total road accident fatalities. Riders aged 30 and below continued to form the bulk of fatalities in this group of road users. Negligence on the part of the motorcyclists (e.g. failing to have proper control of their vehicles, speeding, failing to keep a proper lookout etc) was the likely cause in many of the fatal accidents involving motorcyclists.

VULNERABLE ROAD USERS - MOTORCYCLISTS Decrease in Motorcyclists & Pillion Riders Injured 8 The number of motorcyclists and pillion riders injured decreased from 4,811 in 2001 to 4,637 in 2002. They accounted for 50.8% of the total road accident fatalities in 2002.
The rate is calculated based on per 10,000 qualified riding licence holders of the respective age group. In 2002, out of every 10,000 motorcyclists aged 30 and below, about 339 were involved in fatal and injury accidents, as compared to about 65 for every 10,000 motorcyclists aged between 31 and 50 and about 56 for every 10,000 motorcyclists aged 51 and above.
The rate is calculated based on per 10,000 qualified riding licence holders of the respective age group. In 2002, out of every 10,000 motorcyclists aged 30 and below, about 9 were involved in fatal accidents, as compared to about 2 for every 10,000 motorcyclists aged between 31 and 50 and about 1 for every 10,000 motorcyclists aged 51 and above.

Measures to arrest motorcycle accident trend 9 In our continual effort to arrest the motorcycle accidents and casualties trend, Traffic Police adopts a holistic approach through strict enforcement action, enhanced training curriculum, rigorous training standards and aggressive public education efforts.

SERIOUS TRAFFIC OFFENCES Drink-Driving 10 A total of 1,825 persons were arrested for drink-driving last year. Compared to the 1,891 persons arrested in 2001, this represents a decrease of 3.5%. The number of persons arrested for drink-driving accidents has also decreased. A total of 342 persons were arrested for accidents involving drink-driving last year. When compared to the 439 persons arrested in 2001, this represents a decrease of 97 persons, or 22.1%.

Speeding 11 Last year, 34,779 summonses were issued for speeding. This is a decrease of 2,783 summonses (7.4%) when compared to 2001, where 37,562 summonses were issued.
Red-Running 12 The number of red-running violations decreased by 16,974 (-50.1%) from 33,905 in 2001 to 16,931 last year. The following junctions have been identified as the top 6 junctions for red-running violations:
13 The number of fatal accidents resulting from red-running violations has decreased. In 2001, there were 13 fatal accidents. The figure decreased to 9 last year.

CONCLUSION 14 Our roads continue to be safe. While the total number of fatal accidents has increased marginally, the overall number of accidents has fallen. Much progress has been recorded in several areas - reductions in serious injury accidents, pedestrian fatalities, motorcar driver and passenger fatalities as well as red-running offences. As far as enforcement is concerned, Traffic Police will continue to focus on speeding, drink-driving, red-running and offences involving motorcyclists. 15 The high number of casualties and offences involving motorcyclists continues to be a predominant concern. Our efforts to reduce casualties among this group of road users include the review of current training packages and testing standards to ensure maximum effectiveness as well as the stepping up of enforcement actions on errant motorcyclists to further drive home the safety message. We also constantly stop and check motorcyclists to ensure that their safety is not compromised, for example, by checking that their helmets are fastened securely to give them added protection. Other motorists can help a great deal by keeping an eye on this vulnerable group of road users and providing them sufficient space while they are on the road. 16 Traffic Police urges all to take serious note of the traffic situation in Singapore and adopt 3 'C's to make our roads safer:
