
Ceta Storm decks are one of the decks involving multicolour combos from the Invasion block, the best block ever, in my opinion. The two centerpieces of this deck are Ceta Sanctuary and Meteor Storm; hence the name. A clasic Ceta Storm deck from I found poking around the net follows:

Several things about this deck jump out at me. It has more expensive rares than I'll ever be able to afford, it has more counterspells than are usually useful, and it's completely invasion block. Several cards that were geared for that block or cards that better cards exist for could be easilly replaced with cards that will help more. These include Mask of Intolerance, Gainsay, and perhaps some copies of Mystic Snake. Fact or Fiction can be replaced (with Deep Analysis); though that depends on your playing style. I'm land crazed; Lay of the Land goes, Llanowar Elves comes (faster), and I add Explosive Vegetation, and take out a forest. The other thing I must do is deal with the rares; the lands are almost critical but if you want to replace them use the planeshift lair lands (Crosis's Catacombs, Treva's Ruins); 3 of each will do; add a forest and a mountain. I like Shivan Wurm, so I added 2. Fire/Ice is better in some cases and far cheaper ($) than Urza's Rage. I remove the sideboard completely, because I don't know much about sideboarding. The card I know will help, however, would be Naturalize, if you can fit it.
However, there is a better, crazier way! Ceta Storm is perfect for a madness deck. The lair lands work better in madness because they can return a land to be discarded, and otherwise just take the best cards from a U/G madness deck. The basic concept of this deck is that everything can be discarded. Little burn like Violent Eruption can really help with hordes, and if you have it you can use Upheaval instead of Wash Out (but I like Wash Out better).
