Anti-Terrorist Organization Charter

 

-          WHEREAS terrorism has produced widespread loss of human life and damage throughout the Vexillium;

-          WHEREAS this group of nations, whose representatives have signed this charter, is concerned as to what direction terrorism may head in the future;

-          WHEREAS these same nations wish to protect their citizens and establish vex-wide legislation on this threat;

 

We, the Nations whose signatories have assembled in this City of Newton, on the 14th of January 301, do establish an Anti-Terrorist Organization, or ATO, to allow the fruitful interaction of our ideas, to produce binding legislation in all of our nations concerning terrorism, and to monitor the evolution of the terrorist scene on the Vexillium, and which shall be internally governed by the principles contained in this Charter:

 

1.The Anti-Terrorist Organization, or ATO, as it shall from now on be called, shall be defined as a free union of several nations of the Vexillium, in order to:

a)      Provide a forum for the exchange of ideas for combating terrorism;

b)      Establish international laws, binding in all of our member states, concerning terrorism.

c)      Monitor the evolution of terrorism vex-wide.

 

2. ATO shall have a General Assembly, which shall convene annually, for a period of 15 days, in the ATO offices in Newton, and which shall establish new regulations and international laws concerning terrorism. Delegations from each of the nations will comprise:

a)      A Leader and Spokesperson of the delegation.

b)      A representative of the government of the country.

c)      A representative of the police forces of the country, especially those specialized in combating terrorism.

d)      Any other delegates the state believes should be useful for the delegation, such as experts in sociology, explosives, or intelligence, to name a few.

The General Assembly shall have a Chairman and a group of Vice-Chairmen, to perform the tasks of giving speaking time to each of the delegations, and the like. These shall be named by the Executive Council. Only the spokesperson of a delegation shall be allowed to intervene, expressing the input given by the other members of the delegation. Legislation and other proposals put forward to the General Assembly shall be approved only by a majority vote.

 

3. ATO shall have a permanent Executive Council, consisting of an Ambassador from each of the member states, and which shall enforce the decisions taken by the General Assembly. The purpose of the Executive Council is to define the best way to answer to situations as they come, in the spirit of the regulations and legislation passed on the last General Assembly.

 

4.The Executive Council shall establish, as it wishes, Advisory Committees, composed from experts in particular fields of study linked to terrorism combat, with the function of informing the Executive Council of recent developments in their fields, submitting a monthly report. Already established by this charter shall the:

a)      Advisory Committee on Policing Activities.

b)      Advisory Committee on Sociology

c)      Advisory Committee on Intelligence.

A Chairman, elected by the Executive Council, shall head each Advisory Committee, and he shall include in his Advisory Committee the members he sees fit.

 

5. There shall exist an Internal Court, where the Ambassador of a member nation can bring cases forward, if it is believed to have occurred a violation of the spirit of this Charter, such as one of the components of ATO acting on areas that were under the jurisdiction of another body. The Justices serving in the Internal Court shall be appointed by the Executive Council.
