Dear Mr Debus,
Attached is a copy of a letter seen to the NSW Ombudsman, Ms. Irene
Moss, regarding a complaint which we are making to her about the denial
by the DCS Institutional Ethics Committee of access by NSW prisoners to
the KM1 Herbal Formula trial and the way in which that decision was made.
I draw your attention to an attached copy of a letter from Assoc. Professor
Dr. Andrew Lloyd supporting our application for your information, along
with copies of other letters from individuals and institutions supporting
our application. We very much regret having to approach the Ombudsman but
feel that we have been left with little choice. The conduct of the IEC
has been, we feel, appalling. It has hardly been 'ethical'. There is widespread
disquiet about this decision amongst the HIV/AIDS community of interest
as well as from those concerned with human rights.
A number of HIV/AIDS doctors and other specialists are now prepared
to support our case before the IEC, they are concerned about the decision.
We believe that you can act on this matter in our favour and that of
prisoners living with HIV/AIDS and ask that you do.
