Biography



Chief Borges was born August 8, 1960 and was the second child of five to Antero M. and Frances A. Borges of Cumberland, Rhode Island. Graduated from Cumberland High School June 10, 1978.

He began his Navy career on August 11, 1978. Following completion of Recruit Training in Great Lakes, Illinois, Chief Borges attended Builder "A" School at Naval Construction Training Center, Port Hueneme, California. Reported to Public Works at Naval Station, Guantanamo Bay, Cuba in February 1979. In March 1981 reported to Naval Mobile Construction Battalion ONE THREE THREE completing deployments to Guam and Rota, Spain.

Chief Borges then completed Navy Recruiting Orientation Unit (NEC 9585) and reported to Navy Recruiting District, Boston, Massachusetts in October 1982, and worked at stations in Providence, Rhode Island and Burlington, Vermont where he met and married Kathryn M. Parker of Milton, Vermont on 5 January 1985. In May 1985 Chief Borges reported aboard Naval Air Station, Keflavik, Iceland as the Base Locksmith (NEC 9583)and Builder Shop LPO. Their daughter, Jessica Lyn, and son, Manuel George II, were born during their stay.

He then returned back to Naval Mobile Construction Battalion ONE THREE THREE in June 1988 with deployments to Rota, Spain and Andoya, Norway. While in NMCB-133, he was assigned to Fleet Support Billet at Naval Construction Training Center, Gulfport, Mississippi as a PRE (Permanent Rear Echelon) Instructor, he completed Technical Training Instructor Course (NEC 9502) at Kessler Air Force Base, Biloxi, Mississippi. At NCTC he instructed numerous Builder SCBT (Secondary Construction Battalion Training) and Builder "A" School Courses and earned the designation as Master Training Specialist prior to departing.

In November 1990, Chief Borges reported to Naval Station at Annapolis, Maryland as First Lieutenant. He was designation as a "Seabee Combat Warfare Specialist" on July 16, 1992. He was also the Assistant Executive Support Branch, White House Fleet Manager and driver during the 1993 Presidential Inauguration. He reported to Navy Support Facility, Diego Garcia in January 1994 as Quality Assurance Evaluator and Maintenance Branch Head. On 16 October 1994 he was advanced to Chief Petty Officer.

He reported to Naval Mobile Construction Battalion FORTY in May 1995 after successful completion of "EA-CI" Construction Inspector School NEC(5501) graduating number two in the class. Was Project Chief for two large construction projects while deployed to Guam. Completed Seabee CPO Management Course with Honors at CECOS, Port Hueneme, California. Deployed to Souda Bay, Crete, Greece as Operations Chief and then assigned Officer-in-Charge when battalion re-deployed to Bosnia-Herzegovina. Chief Borges reported to Naval Air Station at Fallon, Nevada in March 1997 as Public Works LCPO and Self-Help Manager. Their second daughter, Maccenzi Teresa was born during this time. His transfer to Fleet Reserve will be on 31 March 1999.

BUC(SCW) Borges' decorations include Joint Service Commendation Medal, Navy/Marine Corps Achievement Medal, Good Conduct Medal (5), Navy Expeditionary Medal, National Defense Service Medal, Expert M16-A2 Rifleman Medal (4), Expert Pistol, and numerous campaign and service ribbons.
