Instruction :  
Using F5 hook with blue yarn, make loop on 
hook & join with sc to elastic band.  
Rnd 1 : Work 49sc around elastic band. 
            Sl st to 1st sc to join (50sc).  
Rnd 2 : Ch1, sc into same st.   
            Work (3ch, sc into next st) around.   
            Ch1, hdc into1st sc to join. 
Rnd 3 : Work (3ch, sc into next loop, 6ch, sc  
            into same loop) around.   Sl st to 1st  
            ch to join.  Fasten & break off yarn.   
            Weave in loose end.  
Rnd 4 : Using 2/0 hook with white yarn, join to 
            3ch-loop with sc.  *Ch3, into next 
            6ch-loop, work (3ch, sc, 5ch, sc, 3ch, 
            sc), ch3, sc into next 3ch-loop.  Repeat
            from * around.   Sl st to 1st sc to join.  
            Fasten & break off yarn.  
            Weave in loose end.
