The CONSTITUTION of the REPUBLIC of ODUS

The CHARTER
The Republic of Odus forms the society and government of Odus, Kerra Ridge, and Prexan Isle on the Bristlebane Server of EverQuest. Being predominantely Erudite with association from the other intelligent races of Norrath, we are individually competent enough for every member to take part in rule, in the form of a republican democracy.

It is the goal of the Republic of Odus to spread Erudite culture across Norrath, ushering in an enlightenment of intellectual thought. Although we are not na�ve enough to think that this might occur in the current Age, the day will come when all of Norrath will be united in an edified state of evolutionary summit, and the Erudite race must hasten its arrival.

I. The SOCIAL ORDER
Guild members of the Republic of Odus shall be divided into three classes of social standing.
i. Tenant - a status which implies non-citizen residency of Odus. Persons attain this standing upon admission to the guild, possessing the rights to participation in guild events, the protection of the guild, and the opportunity to contribute to discussions of the public forum.
ii. Citizen - a tenant who has successfuly completed the Requirements of Intellect may advance to this standing. Rights hereunto appertaining include the aforementioned with the addition of suffrage in senatorial elections and the right of diplomatic deference. Citizens are eligible for appointment to consular and magisterial offices.
iii. Patrician - the highest level of citizenship, any citizen who completes the Requirements of Mastery in two areas may become a patrician. Patricians possess all the aforementioned rights of citizens, in addition to diplomatic immunity and eligibility for election to senatorial positions.

II. The SENATE
i. The Senate is a five-member legislative body elected by the citizens and patricians of Odus to serve the purpose of making policies and administering policies for the guild. Consular intervention excepting, the Senate is the final word on all guild matters.
ii. In cases of policy-making, the Consul shall preside over the Senate in the Public Forum (Section V.) In cases of legality and administration, the Praetor shall preside over the Senate (Section VI.)
iii. Any and all Senate discussions are to be held in public, discussed by the body of members, and voted on upon in a manner of time according to the Consul's discretion. iv. In turn, it falls upon the Senate to elect both the Consul and the Praetor.

III. The CONSUL and CONSULAR APPOINTMENTS
i. The Senate shall elect from the patricians an Erudite to serve as Consul, the head of state and symbolic figurehead of the guild.
ii. The Consul has the ultimate authority over all aspects of guild operation and can overturn the act of any other official, including collective senatorial decrees.
iii. The Consul shall preside over the Senate in the Public Forum and all matters of guild policy. It falls under his discretion when a Public Forum discussion has been exhaused of new argument, whereupon it is his duty to declare the Forum closed and initiate a vote of the Senate.
iv. The Consul shall represent the interests of the guild in relations with other guilds, or shall appoint one or several ambassadors to serve in his stead.
v. The following offices are filled by consular appointment to assist in the operation of the guild:
1. The Censor
2. The Aedile
3. The Quaestor

IV. The PRAETOR and MAGISTERIAL APPOINTMENTS
i. The Senate shall elect from the patricians an Erudite to serve as Praetor, the chief judge and second-highest office of the guild.
ii. The Praetor has the authority to raise disciplinary measures at his own discretion against any tenant or citizen, bearing the citizen's right of diplomatic deference in mind. Under these circumstances, the Praetor has complete authority over the final sentence.
iii. The Praetor shall bring requests of citizens for a senatorial trial to the attention of the Senate, and if the Senate accepts, shall preside over the Senate in the trial. Under these circumstances, the Praetor may not change the Senate's final sentence.
iv. The Praetor shall serve as Consul in the absence of the Erudite holding that office.
v. At his discretion, the Praetor may appoint lesser judges called magistrates to deal with judiciary and disciplinary actions. The amount of power delegated to these magistrates is entirely the Praetor's decision and their term is arbitrary as he deems fit.

V. The PUBLIC FORUM
In order to encourage the involvement of every guild member, policy discussions in the Republic of Odus shall be open to public discourse. Citizens will debate the issues at hand, building off of each other's ideas. At the Consul's discretion, the debate shall be closed, whereupon the Senate shall vote, having heard all sides of the issue. The Senate's decision is final save consular intervention.

VI. The LEGAL CHAMBER
Discipline and other legal decisions shall remain behind the closed doors of the legal chamber, whereover the Praetor has reign, leading discussions and decisions among himself, his magistrates, and the Senate, with Consul supervision.

VII. The CONSIDERATION of RACE
A guild pursuant of intellectual goals, we recognise the inherent inability of certain races to operate on a cognitive level comparable with that of an Erudite. This in mind, membership in the Republic of Odus will be restricted to the Erudite and Human varieties of Men; all Elves including Koada'Dal, Tier'Dal, Fier'Dal, and the Half-Elven; and Gnomes. Dwarves, Halflings, and the intelligent Iksar should not be considered for membership without careful judgement and calculation on the part of the inviting officer and express consent of the Consul, Praetor, Senate, and Censor. Trolls, Ogres, and our ancient enemies the Vah Shir are never to be considered for membership under any circumstances.

VIII. The PHILOSOPHER'S CORNER
In order to stimulate high-echelon thinking, a forum will be provided for those timeless discussions of higher thought, including but not limited to:
i. Which is more usless, an Ogre or a Halfling?
ii. If a Half-Elf were raised in Paineel by Erudites, could it become intelligent?
iii. Does intellectual superiority carry with it responsibility towards the intellectually inferior?
iv. Are wisdom and intelligence truly distinct, does one give rise to the other, or are the codependent?
v. MYTHOLOGY: Why don't Erudites look like Humans? Tell the myths you have heard.
