Israel keeps the winners, and we export the losers. Those who remain are determined to survive in Israel.
There are exceptions, of course. However, most of those who leave weren't able to make it in Israel. It's a difficult country, and some of them were frustrated by their inability to survive financially or socially.
As expected, some of those who leave were able to create a better life for themselves, and others do worse.
However, those who do worse had to face a serious problem. Many of them feel that they cannot return to Israel, where they had failed previously. They know that they would not be able to explain to their friends and acquaintances that they were international failures.
Thus, those who fail usually remain abroad - if only for reasons of shame. On the other hand, some of those who succeed stay abroad, while others return to Israel.
Thus, Israel loses the losers and gains the winners.
What happens in the reverse situation, when people come to Israel?
The situation changes. Israel attracts quality people who could have done well abroad. They know about the hardships, but they come anyhow. They are determined to make their future in Israel.
That leaves a very fine and positive balance between the winners who come and the losers who leave.
