

Israel has strict laws about what merchandise may be brought in by visitors or by residents.
Those who bring in merchandise that is not permitted, are considered smugglers. The items can usually be brought in if they are legal items, but people have to pay a heavy excise tax - Meches.
However, some people devise ways in which they can bring it in without being caught. They feel that they are lucky when they are not caught.
This can be a major problem. If they get away with smuggling items one time, they'll try it again with a larger item, or with more items.
They will keep on doing it as long as they feel that they are successful, as long as they haven't been caught, as long as they didn't win the lottery.
Except that this can only reach a certain point and at some point they're probably going to be caught. When they are caught after being "successful" for so many times, they will probably have a large amount of illegal items that they have brought in, and then they will face serious problems.
They may change their minds about winning the lottery.
Those who are stopped with a small amount of smuggled items are prevented from reaching the stage from bringing in large items. They won the lottery.
Those who are not stopped until their greed causes them to bring in large quantities have lost the lottery.
That's right. The ones who aren't caught may ultimately be losers in the lottery.
