At a certain point, your efforts will surely be noticed by people who make decisions in Israel. You will then be able to lean on them for help when you need it.
Yes, you can get this protektzia after you arrive in Israel. However, it is certainly better to get a head start. If you come to Israel with as much protektzia as possible, then you will be able to ease some of those inevitable issues that you will encounter in your new home.
Politicians love to give lectures abroad. They love to get up and give others the impression that they are able to solve all of your interests and desires, and that they are the key to your protektzia.

However, before you rely on them, try to discuss the issue with your contacts. Try to find one - just one - person who has been helped by that politician.
Don't ask the politician to demonstrate how wonderful he is. Do the research yourself.
