For a country that complains so much about not having enough water, Israel sure has a lot of water next to it. That Mediterranean Sea is big and there is plenty of water in it.
Unfortunately, that water can't be used for drinking unless it is processed, so Israelis use it. The beach is therefore used for other purposes such as sunbathing and swimming.
And those beaches are filled for a large part of the year. The areas near the seashore are usually quite warm for most of the year and Israelis love to go to the beach.
But they do strange things there. One thing is that you can often find barbeques in which Israelis share the smoke of other barbeques. Those barbeques are also very common on the day after Pesach which is called Maimuna among those whose parents came from North Africa and on Yom HaAtzmaut Israel Independence Day.
You'll also find people playing ball back and forth along the seashore, making it impossible to reach the water. The others will do their best to run through the sand, a difficult feat for the feet - so please don't get in their way.
Oh yes, the beach is also used for swimming, but that seems to be a sideline of the beach. More than that it just one big playground for everybody with nobody really caring about anybody else or their rights.
Don't let that bother you. Just enjoy yourself at the beach. Everybody else is doing that, so don't make a fuss about the fact that it is not being used in the way that you expect it to be used.
