


The institutions that you are familiar with abroad do look the same as those available in Israel, but Israel doesn't quite get the hang of how to deal with them yet. Those institutions are not ready for the big time. They work in a funny way, except that real people have to use those institutions.
Perhaps part of the problem is the fact that the ingathering of the exiles has brought a series of different ways in which these institutions "should" work, based on experiences in various countries. Perhaps they do work there. However, the combination in Israel doesn't match everything else in Israel. As a result, there is a confusing jumble of authorities.
This section will describe how the institutions don't work in Israel. There are warnings, but no recommendations. It's likely that nothing will help.
That doesn't matter, of course. We manage anyhow, but that's because everything works in Israel. It's certainly not thanks to the institutions.
Perhaps that's another reason why nothing will help.
