Strengthen the legal and regulatory environment for NGOs by
encouraging, promoting, and facilitating dialogue between international
and Kosovar officials and the NGO sector. Specifically, IKDO will
organize meetings with NGO representatives and the Joint Interim
Administrative Structure to discuss implementation issues arising under
the NGO Administrative Direction. IKDO will also help develop an
appropriate legal and regulatory framework for cooperation between
local governments and NGOs. IKDO would contribute in developing
privatization legislation that deals adequately with the problems of
privatizing social assets.
Develop training programs, particularly training-of-trainers
projects, to ensure that NGO representatives understand the law.
Among other activities, IKDO helps educate NGOs on opportunities
provided by the new framework and discusses the importance of
implementation of NGO Regulation and Administrative Direction for the
protection of NGO sector from false NGOs engaged in unlawful activities.
Work with other Kosovar and international organizations to create
professional development seminars on NGO law for judges, prosecutors,
lawyers, and public attorneys.
Support and facilitate the introduction of NGO law courses at the
University of Prishtina Faculty of Law, which is the most important
institution in Kosovo for training new lawyers. IKDO plans to develop
course materials, and to work with the University administration to
integrate the courses into the curriculum of the Faculty of Law.
Promote public trust in the NGO sector by working with individual
NGOs and the umbrella organizations to develop codes of conduct for NGOs
in Kosovo.
Meet with similar NGOs operating in South Eastern European
countries to discuss compliance of NGO legislation in the region with
international best practices, and the European Convention on Human
Rights and Freedoms. In cooperation with other NGOs of the region, IKDO
plans to prepare reports analyzing legal conditions for the development
of NGOs in the Balkan countries and share the reports with interested
institutions and organizations.

t� sajuar seminare profesionale nga e drejta e organizatave
joqeveritare p�r gjyqtar�, prokuror�, jurist� dhe prokuror� publik.

Avancimi i besimit publik n� organizata joqeveritare duke
punuar me OJQ individuale dhe me organizata ombrell�, p�r t�
zhvilluar kode sjelljesh p�r organizata joqeveritare n� Kosov�.
Takimi me OJQ t� ngjashme q� veprojn� n� vendet e Europ�s
juglindore, p�r t� diskutuar p�rputhshm�rin� e legjislacionit
n� rajon me parimet nd�rkomb�tare dhe me Konvent�n Europiane p�r
t� drejtat dhe lirit� e njeriut. N� bashk�punim me OJQ-t� e tjera
n� rajon, IKDO planifikon t� p�rgatis raporte q� analizojn�
kushtet juridike p�r zhvillimin e OJQ-ve n� vendet ballkanike
dhe t'iu shp�rndaj� raportet institucioneve dhe organizatave t�
interesuara.
